    Alternative networks: toward global access to the Internet for all

    It is often said that the Internet is ubiquitous in our daily lives, but this holds true only for those who can easily access it. In fact, billions of people are still digitally disconnected, as bringing connectivity to certain zones does not make a good business case. The only solution for these unsatisfied potential users is to directly undertake the building of the infrastructure required to obtaining access to the Internet, typically forming groups in order to share the corresponding cost. This article presents a global classification and a summary of the main characteristics of different Alternative Network deployments that have arisen in recent years with an aim to provide Internet services in places where mainstream network deployments do not exist or are not adequate solutions. The Global Access to the Internet for All Research Group of the Internet Research Task Force, where all authors actively participate, is interested in documenting these emerging deployments. As an outcome of this work, a classification has converged by consensus, where five criteria have been identified and, based on them, four different types of Alternative Networks have been identified and described with real-world examples. Such a classification is useful for a deeper understanding of the common characteristics behind existing and emerging Alternative Networks

    The TUCAN3G project: wireless technologies for isolated rural communities in developing countries based on 3G small-cell deployments

    Recent years have witnessed a massive penetration of cellular systems in developing countries. However, isolated rural areas (sparsely inhabited by low-income population) have been disregarded because classical access and backhaul technologies do not ensure the return on investment. This article presents innovative techno-economical solutions to provide these areas with cellular voice and data services. We first analyze the general characteristics of isolated rural communities, and based on this information, low-cost solutions are designed for both access (using 3G access points) and backhaul networks (using non-carrier grade equipment as WiFi for long distances or WiMAX in non-licensed bands). Subsequently, a study of population-dependent income vs. costs is presented, and a new business model is proposed involving mobile network operators, rural operators, and infrastructure providers. In order to test these solutions, we have built two demonstration platforms in the Peruvian jungle that have allowed validation of the technical feasibility of the solution, verifying the business model assumptions and the scalability of the initiative.Peer ReviewedPostprint (author's final draft

    Alternative Network Deployments: Taxonomy, Characterization, Technologies, and Architectures

    This document presents a taxonomy of a set of "Alternative Network Deployments" that emerged in the last decade with the aim of bringing Internet connectivity to people or providing a local communication infrastructure to serve various complementary needs and objectives. They employ architectures and topologies different from those of mainstream networks and rely on alternative governance and business models. The document also surveys the technologies deployed in these networks, and their differing architectural characteristics, including a set of definitions and shared properties. The classification considers models such as Community Networks, Wireless Internet Service Providers (WISPs), networks owned by individuals but leased out to network operators who use them as a low-cost medium to reach the underserved population, networks that provide connectivity by sharing wireless resources of the users, and rural utility cooperatives

    The radio spectrum : opportunities and challenges for the developing world

    The radio spectrum is a major component of the telecommunications infrastructure that underpins the information society. Spectrum management, however, has not kept up with major changes in technology, business practice, and economic policy during the past two decades. Traditional spectrum management practice is predicated on the spectrum being a limited resource that must be apportioned among uses and users by government administration. For many years this model worked well, but more recently the spectrum has come under pressure from rapid demand growth for wireless services and changing patterns of use. This has led to growing technical and economic inefficiencies, as well as obstacles to technological innovation. Two alternative approaches are being tried, one driven by the market (spectrum property rights) and another driven by technology innovation (commons). Practical solutions are evolving that combine some features of both. Wholesale replacement of current practice is unlikely, but the balance between administration, property rights, and commons is clearly shifting.     Will 5G See its Blind Side? Evolving 5G for Universal Internet Access

    Internet has shown itself to be a catalyst for economic growth and social equity but its potency is thwarted by the fact that the Internet is off limits for the vast majority of human beings. Mobile phones---the fastest growing technology in the world that now reaches around 80\% of humanity---can enable universal Internet access if it can resolve coverage problems that have historically plagued previous cellular architectures (2G, 3G, and 4G). These conventional architectures have not been able to sustain universal service provisioning since these architectures depend on having enough users per cell for their economic viability and thus are not well suited to rural areas (which are by definition sparsely populated). The new generation of mobile cellular technology (5G), currently in a formative phase and expected to be finalized around 2020, is aimed at orders of magnitude performance enhancement. 5G offers a clean slate to network designers and can be molded into an architecture also amenable to universal Internet provisioning. Keeping in mind the great social benefits of democratizing Internet and connectivity, we believe that the time is ripe for emphasizing universal Internet provisioning as an important goal on the 5G research agenda. In this paper, we investigate the opportunities and challenges in utilizing 5G for global access to the Internet for all (GAIA). We have also identified the major technical issues involved in a 5G-based GAIA solution and have set up a future research agenda by defining open research problems

    Opportunities and Challenges for Rural Broadband Infrastructure Investment

    Insufficient internet access is holding back local economies, reducing educational outcomes, and creating health disparities in rural areas of the U.S. At present, federal and state funding is available for rural broadband infrastructure deployment, but existing efforts have not invested in analytical work to maximize efficiency and minimize cost. In this study, we use a state-of-the-art matrix (SAM) to identify key challenges and opportunities facing rural broadband infrastructure from previous research and government reports. We focus on six themes: (1) technology, (2) hardware costs, (3) financing, (4) adoption, (5) regulatory/legal, and (6) management. We highlight key issues to be addressed by both private and public decision-makers to effectively manage broadband investment as well as engage stakeholders to improve access and adoption. Much of the challenge for rural broadband infrastructure is related to a low return on investment due to high capital costs and low population densities. However, there are many innovative approaches to overcoming this barrier from technical, policy, and social perspectives. Unfortunately, adoption and management are understudied and would benefit from additional research to design effective decision-making tools and programs. From a systems perspective, solutions that leverage tools from a diverse set of perspectives, rather than purely focusing on technology deployment, are more likely to be sustainable in the long-term. We outline an agenda for future work based on the needs of rural communities as well as local and state governments
