    Guiding domain scientists in the world of Open Source licensing

    In science and engineering, more and more software is published as Open Source software or uses other Open Source projects. Due to the different licenses with their requirements and restrictions as well as the resultant license compatibility issues, scientists and engineers must be aware of these issues. Ideally, they have some basic understanding about Open Source licensing. Unfortunately, in practice this understanding is not present, especially if more than one Open Source license is involved. In this talk, we describe our strategy at the German Aerospace Center (DLR) to awake the awareness among our domain scientists for licensing issues and to enable and support them in using and publishing Open Source software without facing licensing problems. Our strategy is based on providing hands-on material and training courses first, instead of starting issuing "official" but impractical process guides. Our current focus is on knowledge sharing between peer scientists using online tools as well as face-to-face workshops. Thereby collected findings and feedback from DLR scientist have proven to be helpful to improve existing documentation and to identify further steps

    Drones for parcel and passenger transportation: A literature review

    Delivery drones and ‘air taxis’ are currently among the most intensely discussed emerging technologies, likely to expand mobility into the ‘third dimension’ of low-level airspace. This paper presents a systematic literature review of 111 interdisciplinary publications (2013 - 03/2019). The review systematizes the current socio-technical debate on civil drones for transportation purposes allowing for a (critical) interim assessment. To guide the review process four dimensions of analysis were defined. A total of 2581 relevant quotations were subdivided into anticipated barriers (426), potential problems (1037), proposed solutions (737) and expected benefits (381). We found that the debate is characterized by predominantly technical and regulatory problems and barriers which are considered to prevent or impede the use of drones for parcel and passengers transportation. At the same time, definite economic expectations are juxtaposed with quite complex and differentiated concerns regarding societal and environmental impacts. Scrutinizing the most prevalent transportation-related promises of traffic reduction, travel time saving and environmental relief we found that there is a strong need to provide scientific evidence for the promises linked to the use of drones for transportation.     Potential Cost Savings and Framework of Strategies for Improved Delivery of Government Services

    This Preliminary Assessment represents a response to an important and timely request for information from the Governor’s Strategic Planning Council. This report represents a limited response based on findings and principles from existing applied studies, academic literature, and input from a knowledgeable range of expertise represented on the Iowa Research Council Public Finance Study Development Committee. The intended purpose of this report is to provide a basis for discussion by the Governor’s Strategic Planning Council as well as other state and local policymakers, leaders and citizens. The specific questions provided to the Iowa Research Council included: (1) Is there potential to generate savings from consolidation of public services across counties, schools and cities? (2) Will any potential savings from government consolidation be significant enough to fund major new statewide initiatives? (3) Is telecommunications technology changing the economies of scale for provision of public services? (4) What are the alternative strategies for efficient provision of public services in areas of growth and decline?

The present status of small electric vehicle (SEV) technologies, the market situation and main hindering factors for market success as well as options to attain a higher market share including new mobility concepts are highlighted.     Urban energy exchanges monitoring from space

    One important challenge facing the urbanization and global environmental change community is to understand the relation between urban form, energy use and carbon emissions. Missing from the current literature are scientific assessments that evaluate the impacts of different urban spatial units on energy fluxes; yet, this type of analysis is needed by urban planners, who recognize that local scale zoning affects energy consumption and local climate. However, satellite-based estimation of urban energy fluxes at neighbourhood scale is still a challenge. Here we show the potential of the current satellite missions to retrieve urban energy budget, supported by meteorological observations and evaluated by direct flux measurements. We found an agreement within 5% between satellite and in-situ derived net all-wave radiation; and identified that wall facet fraction and urban materials type are the most important parameters for estimating heat storage of the urban canopy. The satellite approaches were found to underestimate measured turbulent heat fluxes, with sensible heat flux being most sensitive to surface temperature variation (-64.1, +69.3 W m-2 for ±2 K perturbation); and also underestimate anthropogenic heat flux. However, reasonable spatial patterns are obtained for the latter allowing hot-spots to be identified, therefore supporting both urban planning and urban climate modelling

    An environment for sustainable research software in Germany and beyond: current state, open challenges, and call for action

    Research software has become a central asset in academic research. It optimizes existing and enables new research methods, implements and embeds research knowledge, and constitutes an essential research product in itself. Research software must be sustainable in order to understand, replicate, reproduce, and build upon existing research or conduct new research effectively. In other words, software must be available, discoverable, usable, and adaptable to new needs, both now and in the future. Research software therefore requires an environment that supports sustainability. Hence, a change is needed in the way research software development and maintenance are currently motivated, incentivized, funded, structurally and infrastructurally supported, and legally treated. Failing to do so will threaten the quality and validity of research. In this paper, we identify challenges for research software sustainability in Germany and beyond, in terms of motivation, selection, research software engineering personnel, funding, infrastructure, and legal aspects. Besides researchers, we specifically address political and academic decision-makers to increase awareness of the importance and needs of sustainable research software practices. In particular, we recommend strategies and measures to create an environment for sustainable research software, with the ultimate goal to ensure that software-driven research is valid, reproducible and sustainable, and that software is recognized as a first class citizen in research. This paper is the outcome of two workshops run in Germany in 2019, at deRSE19 - the first International Conference of Research Software Engineers in Germany - and a dedicated DFG-supported follow-up workshop in Berlin

    Opening the black box of energy modelling: Strategies and lessons learned

    The global energy system is undergoing a major transition, and in energy planning and decision-making across governments, industry and academia, models play a crucial role. Because of their policy relevance and contested nature, the transparency and open availability of energy models and data are of particular importance. Here we provide a practical how-to guide based on the collective experience of members of the Open Energy Modelling Initiative (Openmod). We discuss key steps to consider when opening code and data, including determining intellectual property ownership, choosing a licence and appropriate modelling languages, distributing code and data, and providing support and building communities. After illustrating these decisions with examples and lessons learned from the community, we conclude that even though individual researchers' choices are important, institutional changes are still also necessary for more openness and transparency in energy research

    Religious interfaith work in Canada and South Africa with particular focus on the drafting of a South African Charter of Religious Rights and Freedoms

    Constitutional protections for religious freedom (and related freedoms of conscience, belief and association and equality), once interpreted by courts and tribunals, apply in a precedential manner to future cases. They have an influence well beyond the particular community to which they first applied. For this reason, religious communities have increasingly banded together and sought to intervene or even, on occasion, to initiate legal actions asserting or defending their rights. This article reviews some of the principles around the freedom of religion as understood in South Africa and Canada to show how courts have understood the freedom of religion in its social context. In addition, interfaith cooperation is discussed with particular reference to the recent process which led to the formation of a Charter of Religious Rights and Freedoms pursuant to Section 234 of the South African Constitution (which is attached to the article). This section, a unique provision in any constitution, allows for the creation of additional Charters to give greater specificity to the general language of the Constitution itself. As such, it is an encouragement to civil society to determine what it thinks are the important provisions that should be spelled out to give guidance to politicians and the judiciary. A wide variety of religious groups participated in the creation of the Charter. The Charter does not claim to be, nor could it be, exhaustive of such concerns but demonstrates that religions can cooperate across a host of issues in education, health care, employment and other issues. The next stage – passage into law, is still in the future but the first important hurdle has been crossed with the signing of the Charter in October of 2010. The Charter might be a template for other countries though changes would be necessary to deal with local issues
