How Intense Policy Demanders Shape Postreform Politics: Evidence from the Affordable Care Act
The implementation of the Affordable Care Act (ACA) has been a politically volatile process. The ACA\u27s institutional design and delayed feedback effects created a window of opportunity for its partisan opponents to launch challenges at both the federal and state level. Yet as recent research suggests, postreform politics depends on more than policy feedback alone; rather, it is shaped by the partisan and interest-group environment. We argue that “intense policy demanders” played an important role in defining the policy alternatives that comprised congressional Republicans\u27 efforts to repeal and replace the ACA. To test this argument, we drew on an original data set of bill introductions in the House of Representatives between 2011 and 2016. Our analysis suggests that business contributions and political ideology affected the likelihood that House Republicans would introduce measures repealing significant portions of the ACA. A secondary analysis shows that intense policy demanders also shaped the vote on House Republicans\u27 initial ACA replacement plan. These findings highlight the role intense policy demanders can play in shaping the postreform political agenda
North America and the “Three Noesâ€
Since the terrorist attacks on the United States in September 2001, an awkward nexus of security and economics has been the primary driver of North American governance. This nexus emerged as a pragmatic response to the poisonous politics of economic integration that ensued after 1994 and the advent of the North American Free Trade Agreement (NAFTA). In 2005, the three NAFTA countries launched the Security and Prosperity Partnership (SPP), aimed at reinvigorating the North American agenda to reflect the realities of security and economics. Unfortunately, the U.S. Department of Homeland Security has become the main focal point for policies affecting America’s borders as the department’s mandate has overwhelmed economic considerations and the policy approach has converged around security and law enforcement. Prospects for a new integration project will remain dim for the foreseeable future. The One Percent Solution: How Corporations are Remaking America One State at a Time
[Excerpt] In January 2015, Tennessee’s Republican governor, Bill Haslam, unveiled a proposal to expand his state’s Medicaid program to provide health insurance to two hundred thousand low-income residents. At the time, Haslam was at the peak of his power: he had just won reelection with 70 percent of the vote and had been named to head the Republican Governors Association. Haslam insisted that his plan was “not Obamacare”; indeed, he had gained concessions from the Obama administration allowing him to write conservative requirements into the program. His Republican colleagues—who controlled both houses of the legislature—supported his proposal, based partly on polling showing widespread voter approval. And yet none of this was enough.
An advocacy group funded by the billionaire Koch brothers, Americans for Prosperity (AFP), sent field organizers into the state, ran weeks of advertising, and staged demonstrations insisting that any Medicaid expansion whatsoever amounted to “a vote for Obamacare.” Republican caucus chair Glen Casada termed AFP’s campaign “politics of intimidation.” But it worked; the governor’s bill was defeated. Declaring victory, an AFP spokesman warned that “other governors [should] look at Tennessee as an example.”
The Tennessee experience raises important questions about American politics and the forces that shape Americans’ economic lives. How could an outside advocacy group overturn the will of elected officials and their constituents? What led a corporate-backed group to undermine its Republican allies? Why would the Koch brothers, whose primary interests are in the oil industry, care enough about Medicaid to bankroll this type of campaign? And finally, if corporate lobbies have the power to do what they did in Tennessee, what else could they do? In what other ways might they be trying to rewrite the rules that govern our economy?
In answering these questions, this book aims to show how America’s most powerful corporate lobbies are working to remake the country’s economy in ways that will affect all Americans profoundly—and yet are largely invisible to most of us. Understanding these forces’ legislative agenda is essential to comprehending America’s current political and economic trajectory. Because this agenda has been enacted in state legislatures rather 4han the U.S. Congress, it is state-level initiatives that form the subject of this book

Faster and easier exchange of global information should intensify competition, foster market economies, expand choice and opportunity, improve productivity, and raise global education levels and living standards. Canada, the United States, and other nations must facilitate the deployment and acceptance of these network technologies in order to reap the substantial gains they offer. This cross-border dialogue focuses on key e-commerce policy issues that will shape the future not only for the digital economy, but for virtually all forms of economic activity
The Workers\u27 Constitution
This Article argues that the National Labor Relations Act of 1935, Social Security Act of 1935, and Fair Labor Standards Act of 1938 should be understood as a “workers’ constitution.” The Article tells the history of how a connected wave of social movements responded to the insecurity that wage earners faced after the Industrial Revolution and Great Depression by working with government officials to bring about federal collective bargaining rights, wage and hour legislation, and social security legislation. It argues that the statutes are tied together as a set of “small c” constitutional commitments in both their histories and theory. Each statute sought to redefine economic freedom for workers around security and sought to position worker security as essential to the constitutional accommodation of corporate capitalism. The Trans-Pacific Partnership Agreement
[Excerpt] The economic and strategic architectures of Asia are evolving. One part of this evolving architecture is the Trans-Pacific Partnership Agreement (TPP), a free trade agreement that includes nations on both sides of the Pacific. The existing TPP, which originally came into effect in 2006, consists of Brunei, Chile, New Zealand, and Singapore. The United States, Australia, Peru, and Vietnam have committed themselves to joining and expanding this group. The third round of discussions among the eight countries took place in Brunei, during the week of October 4, 2010. The third round saw the formal inclusion of Malaysia in the negotiations.
Other architectures, such as the Association of South East Asian Nations (ASEAN), Asia-Pacific Economic Cooperation (APEC) forum, and the East Asia Summit (EAS) have both economic and strategic aspects. They can be grouped into two categories: (1) groupings that are Asia-centric in approach or origins and exclude the United States, and (2) those that are Trans-Pacific in nature and that include, or would include, the United States and other Western Hemispheric nations. The TPP is one vehicle that could be used to shape the U.S. agenda with the region. The United States, by signaling its intention to join the EAS and by working to elevate its relationship with ASEAN to a more strategic level, appears to be shaping regional architectures in a way that will be more inclusive and trans-Pacific in nature.
Asia is viewed as of vital importance to U.S. trade and security interests. According to the U.S. Trade Representative, the Asia-Pacific region is a key driver of global economic growth and accounts for nearly 60% of global GDP and roughly 50% of international trade. Since 1990, Asia-Pacific goods trade has increased 300% while there has been a 400% increase in global investment in the region. The United States has pursued its regional trade interests both bilaterally and through multilateral groupings such as APEC, which has linked the Western Hemisphere with Asia. There appears to be a correlation between increasing intra-regional economic activity and increasing intra-regional political and diplomatic cooperation. Many observers view the more recent intra-Asian Association of Southeast Asian States (ASEAN) plus three—China, Japan, South Korea—and the ASEAN plus six (also known as the East Asia Summit)—China, Japan, South Korea, India, Australia, New Zealand—groups as having attracted more interest within the region in recent years. China\u27s rapidly expanding economy and Japan\u27s developed economy have made them attractive trading partners to many Asian nations. Until recently, many regional states also viewed the United States as having been distracted by events in Iraq and Afghanistaa This had led some to increasingly look to China and Japan as key partners. China may be shifting to a more assertive posture in the region, which may affect relations in the region. Secretary of State Clinton attended the East Asia Summit in Hanoi in October 2010 and President Obama stated he plans to attend the 2011 East Asia Summit in Jakarta.
U.S. participation in the TPP involves the negotiation of FTAs with New Zealand, Brunei, Malaysia, and potentially, Vietnam. The United States currently has FTAs in force with Chile, Singapore, Australia, and Peru. Bilateral negotiations with New Zealand may focus on agricultural goods such as beef and dairy products. The possible inclusion of Vietnam has proven controversial from the standpoint of certain U.S. industry groups, such as textiles and apparel, as well as those concerned with labor, human rights and intellectual property issues. The involvement of Vietnam could add a higher level of difficulty, yet is illustrative of the challenges associated with developing a truly Asia-Pacific-wide trade grouping. All the potential parties may face complex negotiations in integrating the myriad FTAs that already exist between some TPP parties

Written by the University of Western Sydney for Telstra Corporation Ltd, the report advocates for continuing to move cyber safety from a ‘risk and protection’ framework to one that focuses on building digital resilience, as well as fostering trust and confidence in the online environment. To do this we need to:
Address the needs of populations often neglected by current policies and programs – including adults, seniors, parents, and small to medium enterprises
Continue to build the digital literacy skills of all populations, because digital literacy strongly influences users’ ability to engage safely online – this is best achieved by a hands-on learning approach
Keep risk in perspective – the risks and benefits of digital participation go hand in hand
Broaden the focus from awareness-raising to long-term behaviour change.
As digital technologies become further integrated into the everyday lives of Australians, users are potentially exposed to greater risks. However, the risks and benefits of digital participation go hand in hand. The challenge, therefore, is to support users to minimise the risks without limiting their digital participation and their capacity to derive the full benefits of connectivity. If Australians are to benefit as either consumers or providers of online services and products in the e-commerce environment, consumer safety and trust need to be improved.
Cyber safety needs to be considered against a transforming backdrop of technology trends, products and practices. While the rise of social media has tended to dominate recent debate and developments in cyber safety, particularly in relation to young people, a range of other trends is also shaping how users engage online, the risks they potentially face in the new media landscape, and the strategies used to address them. These trends include the rise of user generated content and content sharing platforms; the uptake of mobile technologies and, in particular, the adoption of smartphones; cloud computing; platform integration and single sign-on mechanisms; and the rise of GPS and location based services
