    "Last-Mile" preparation for a potential disaster

    Extreme natural events, like e.g. tsunamis or earthquakes, regularly lead to catastrophes with dramatic consequences. In recent years natural disasters caused hundreds of thousands of deaths, destruction of infrastructure, disruption of economic activity and loss of billions of dollars worth of property and thus revealed considerable deficits hindering their effective management: Needs for stakeholders, decision-makers as well as for persons concerned include systematic risk identification and evaluation, a way to assess countermeasures, awareness raising and decision support systems to be employed before, during and after crisis situations. The overall goal of this study focuses on interdisciplinary integration of various scientific disciplines to contribute to a tsunami early warning information system. In comparison to most studies our focus is on high-end geometric and thematic analysis to meet the requirements of small-scale, heterogeneous and complex coastal urban systems. Data, methods and results from engineering, remote sensing and social sciences are interlinked and provide comprehensive information for disaster risk assessment, management and reduction. In detail, we combine inundation modeling, urban morphology analysis, population assessment, socio-economic analysis of the population and evacuation modeling. The interdisciplinary results eventually lead to recommendations for mitigation strategies in the fields of spatial planning or coping capacity

    Assessing People´s Early Warning Response Capability to Inform Urban Planning Interventions to Reduce Vulnerability to Tsunamis : Case Study of Padang City, Indonesia

    In the last decade, more emphasis is given on the human aspect of early warning or the attribute of “people-centered” early warning systems. This study seeks to better understand the specific conditions that shape people´s vulnerability in relation to their tsunami early warning response capability. The study lays emphasis on the bottlenecks within social conditions, issues of perception, and their linkages with urban evacuation spatial and infrastructure requirements. The study is based on an in-depth case study of the coastal city of Padang, Indonesia. Founded on literature study on vulnerability and early warning concepts, a conceptual study was developed. Here, vulnerability was defined as “the conditions which influence the level of exposure and capability of people to respond to the warning and conduct appropriate evacuation, and in the long term, to change those conditions and enhance their response capability”. The study is composed of three main assessment blocks: i) current spatial hotspots and bottlenecks within social conditions assessments; ii) assessment of perception issues related with on-going or planned interventions; and iii) assessment of urban planning´s role and influence on vulnerability and people´s response capability. The first assessment block consists of spatial and temporal distribution of various social groups in the exposed areas (dynamic exposure); their access to safe places; their access to warning; and their evacuation behaviour. The second assessment block examines various cognitive factors connected with objective knowledge as well as socio-psychological factors pertaining to vulnerability reduction. These are intention to evacuate (reactive action) and intention to support improvement of evacuation infrastructure and facilities (proactive action). Moreover, perceptions connected with challenges of possible relocation as well as overall tsunami preparedness are explored. The third assessment block explores the urban planning´s role and interventions linked with various response capability components. In order to assess different thematic areas, an interdisciplinary approach is required, using engineering and social behavioural sciences approaches. Therefore, the combination of qualitative and quantitative data collection and analysis methods is used. The results show that Padang´s current response capability varies according to its spatial and infrastructure setting as well as people´s socio-economic characteristics. Evacuation facilities and infrastructure were still lacking and their utilization was influenced by social conditions of the people. This implied a significant role for urban planning which needs to take into account various social groups´ specific needs while incorporating the importance of strategic risk communication within various interventions. The assessment needs to be integrated in the overall urban planning process and may provide guidance in finding the balance between long-term exposure reduction in dangerous areas and additional protection measures for mass evacuation

    Building Egressibility in an Ageing Society

    This is the final report of a three-year project called Building Egressibility in an Ageing Society, sponsored by the Swedish research council for sustainable development (FORMAS). While accessibility is an established and widely used concept in building design, the evacuation of people with functional limitations is still at a stage in which several research gaps exist. In this context, this work discusses the concept of Egressibility, intended as the accessibility to means of evacuation. A categorization of populations with functional limitations in light of their egress-related abilities was performed by reviewing egress and accessibility research. The role of functional limitations on evacuation performance was investigated using the International Classification of Functioning, Disability and Health (ICF). A qualitative interview study consisting of 28 semi-structured interviews with people with functional limitations was conducted to further scrutinize Egressibility issues of older people. An Egressibility assessment instrument, the Egress Enabler, has been developed based on the concept of person-environment fit. A Virtual Reality (VR) experiment involving 40 participants was also conducted to demonstrate the use of VR technology to study the impact of people with functional limitations on egress. It also allowed to explore how the presence of people with functional limitations affects exit choice. Overall, Egressibility was investigated with the aim to ensure that egress planning and procedures are designed to equally consider all members of an aging society

    Simulation-Based Countermeasures Towards Accident Prevention : Virtual Reality Utilization in Industrial Processes and Activities

    Despite growing industrial interests in fully immersive virtual reality (VR) applications for safety countermeasures, there is scanty research on the subject in the context of accident prevention during manufacturing processes and plant maintenance activities. This dissertation aims to explore and experiment with VR for accident prevention by targeting three workplace safety countermeasures: fire evacuation drills, hazard identification and risk assessments (HIRA), and emergency preparedness and response (EPR) procedures. Drawing on the virtual reality accident causation model (VR-ACM) (i.e., 3D modelling and simulation, accident causation, and safety drills) and the fire evacuation training model, two industrial 3D simulation models were utilized for the immersive assessment and training. These were a lithium-ion battery (LIB) manufacturing factory and a gas power plant (GPP). In total, five studies (publications) were designed to demonstrate the potential of VR in accident prevention during the manufacturing processes and maintenance activities at the facility conceptual stages. Two studies were with the LIB factory simulation to identify inherent hazards and assess risks for redesigning the factory to ensure workplace safety compliance. The other three studies constituted fire hazard identifications, emergency evacuations and hazard control/mitigations during the maintenance activity in the GPP simulation. Both study models incorporated several participants individually immersed in the virtual realm to experience the accident phenomena intuitively. These participants provided feedback for assessing the research objectives. Results of the studies indicated that several inherent hazards in the LIB factory were identified and controlled/mitigated. Secondly, the GPP experiment results suggested that although the maintenance activity in the virtual realm increased the perception of presence, a statistically significant delay was recorded at the pre-movement stage due to the lack of situational safety awareness. Overall, the study demonstrates that participants immersed in a VR plant maintenance activity and manufacturing factory process simulation environments can experience real-time emergency scenarios and conditions necessary for implementing the essential safety countermeasures to prevent accidents.Vaikka kiinnostus virtuaalitodellisuuden (VR) käyttÜÜn turvallisuuden varotoimissa teollisuudessa on kasvanut, tutkimuksia ei ole juurikaan tehty onnettomuuksien ehkäisystä valmistus- ja kunnossapitotoiminnassa. Tämän väitÜskirjan tavoitteena on tutkia ja kokeilla VR:ää tapaturmien ehkäisyssä kohdistuen kolmeen tyÜpaikan turvallisuuden varotoimeen: paloharjoitukset, riskien arvioinnit sekä hätätilanteiden valmiusmenettelyt ja toimintasuunnitelmat (EPR). Kokemuksellisessa ja uppouttavassa koulutuksessa hyÜdynnettiin kahta teollisuuden 3D-simulointimallia, jotka nojautuvat virtuaalitodellisuuden onnettomuuksien aiheutumismalliin (VR-ACM) (eli 3D-mallinnus- ja simulointi, onnettomuussyy- ja turvallisuuskoulutus) sekä paloharjoitusmalliin. Nämä 3D-simulointimallit ovat litiuminoniakkuja (LIB) valmistava tehdas, joka rakennettiin Visual Components 3D-simulointiohjelmistolla (versio 4.0) ja kaasuvoimala (GPP) Unrealin reaaliaikaisella pelimoottorilla (versio 4.2). Yhteensä viisi tutkimusta (julkaisua) suunniteltiin havainnollistamaan VR:n potentiaalia tapaturmien ehkäisyssä valmistusprosessin layout-suunnittelun ja tehtaan konseptivaiheissa tehtävän kunnossapidon aikana. Kaksi tutkimusta tehtiin LIB-tehdassimulaatiolla vaarojen tunnistamiseksi sekä riskien arvioimiseksi. Tutkimukset tehtiin tehtaan uudelleensuunnittelua varten, tyÜturvallisuuden noudattamisen varmistamiseksi. Muut kolme tutkimusta käsittelevät palovaaran tunnistamista, hätäevakuointia ja riskien vähentämistä huoltotoiminnan aikana GPP-simulaatiossa. Molemmissa tutkimusmalleissa oli useita virtuaalimaailmaan uppoutuneita osallistujia, jotka saivat kokea onnettomuudet yksilÜllisesti ja intuitiivisesti. Osallistujat antoivat palautetta kokeen jälkeisessä kyselyssä. Kyselyn tuloksien avulla LIB-tehtaassa tunnistettiin ja lievennettiin useita vaaroja. GPP-kokeilun tulokset viittasivat siihen, että vaikka ylläpitotoiminta virtuaalimaailmassa lisäsi teleläsnäoloa, tilastollisesti merkittävä viive kirjattiin liikettä edeltävässä vaiheessa turvallisuustietoisuuden puuteen vuoksi.     The Status of Violence Prevention in West Virginia Elementary Schools : A Case Study

    While there is no absolute deterrent of school violence, West Virginia has taken definitive steps to try to ensure safety in our public schools. Since the launch of the Safe School initiative in 1995, training for principals, teachers and school personnel on crisis intervention and management plans have been ongoing. Students have undergone training in programs such as Peer Mediation, Natural Helpers, Life Skills, Bullying Prevention, Positive Behavior Support (PBS), and Respect to Protect. In addition, encouragement, mandating and providing funds for school safety and violence/crime prevention and intervention programs have been enacted legislatively. With the school security hardware, safety procedures and violence prevention programs in place, the question then becomes whether elementary schools are safer in West Virginia. The purpose of this mixed methods case study was to determine what are the specific school security hardware, safety procedures and violence prevention programs, how they are perceived by principals as effective and what are the perceptions of principals\u27 unmet needs addressing school safety. Elementary school principals in West Virginia were surveyed using the Principal Survey: Violence Prevention in West Virginia Elementary Schools utilizing a quantitative descriptive design, arranged to obtain numerical data and related demographical information from the respondents. The targeted population for this study was West Virginia elementary principals which accounted for a population of 336 (n=336). From this population of 336 (n= 336), 167 surveys were returned for a response rate of 50%. The West Virginia and national data compare very favorably. A valid conclusion would be that the West Virginia School Access Act (WVC§18F-9F-1) and Fund (WVC§18F-9F-3) of 2007 and the Safe and Drug-Free Schools Community Act (SDFSCA) of 1994 (Title IV, § 41114116, 20 U.S.C. 71117116) have accomplished its goals related to security hardware, safety procedures and violence prevention programs in West Virginia elementary schools

    Space station crew safety alternatives study. Volume 3: Safety impact of human factors

    The first 15 years of accumulated space station concepts for Initial Operational Capability (IOC) during the early 1990's was considered. Twenty-five threats to the space station are identified and selected threats addressed as impacting safety criteria, escape and rescue, and human factors safety concerns. Of the 25 threats identified, eight are discussed including strategy options for threat control: fire, biological or toxic contamination, injury/illness, explosion, loss of pressurization, radiation, meteoroid penetration and debris.     Disaster Preparedness Plan for Cascade Hills Church, Columbus, Georgia

    While churches, especially large churches, may consider themselves well-prepared for a disruption in normal activities, the COVID-19 pandemic demonstrated churches’ lack of preparedness on multiple levels. This disaster as well as other natural or manmade disasters could disrupt normal functions of a church and seriously impede a church’s outreach to the community. This project defines the problem and delineates a plan for Cascade Hills Church in Columbus, Georgia. This study designs and implements an intervention by interviewing church staff members and by seeking the input of an expert in the field of disaster recovery. Results are measured by a tabletop exercise, which assesses the end users’ grasp of the concepts and the usefulness of the researcher’s conclusions. In aggregate, this study is not merely about maintaining church operations but about ministering to the larger community when the community needs the church the most. This study is designed for one specific church but may be applicable to other churches as needed
