    A Proposed Equipment Development Plan for Closed Circuit Television as it Relates to the Existing Curriculum at College of Southern Utah

    A study of closed circuit television systems was made which could be utilized t o supplement conventional teaching methods at College of Southern Utah. A basic, but complete studio installation for production work and radio-television class room instruction in addition to four, individual, self-contained installations a re recommended f or regular classroom use. All equipment is to be compatible and provide for complete interchangeability of tapes within the system. Present costs of distribution systems indicate that video t apes produced in the classroom, in the field, or in the studio and played back in the class room would provide better utilization of available funds. It is recommended, however, that all future buildings be cabled with coaxial cable for closed circuit television distribution. This form would be less costly and more versatile than microwave distribution. Included are recommendations of presently available, commercial equipment that satisfy the indicated needs

    Remote production and mobile contribution over 5G networks: scenarios, requirements and approaches for broadcast quality media streaming

    Media applications are amongst the most demanding services requiring high amounts of network capacity as well as extremely low latency for synchronous audio-visual streaming in production quality. Recent technological advances in the 5G domain hold the promise to unlock the potential of the media industry by offering high quality media services through dynamic efficient resource allocation. Actual implementations are now required to validate whether advanced media applications can be realised benefiting from ultra-low latency, very-high bandwidth and flexible dynamic configuration offered by these new 5G networks. A truly integrated approach is needed that focuses on the media applications not only on the management of generic network functions and the orchestration of resources at the various radio, fronthaul/backhaul, edge and core network segments. The H2020 5G PPP Phase 2 project 5G-MEDIA [1] leverages new options for more flexible, ad-hoc and cost-effective production workflows by replacing dedicated lines and hardware equipment with software functions (VNFs) facilitating (semi-) automated smart production in remote locations. Highly scalable virtualized media services deployed on or close to the edge reduce complexity for the user, ensure operational reliability and increase the Quality of Experience (QoE). Virtual compression engines have the potential to replace dedicated encoder/decoder hardware while the network optimisation (Cognitive Network Optimizer) in combination with the Quality of Service (QoS) monitoring helps to overcome the current internet best-effort principle and ensures that the required performance needs are met at all times

    The days of traditional TV news reporting included a reporter, cameraman, producer, and editor. A team of people was needed to launch a single news story onto television. Television news reporting has undergone a period of tremendous change during the rise of the Internet. Also, economic pressures to downsize the newsroom, technological advancements, and social media have turned the traditional reporter into a multi-media journalist. This project will discuss the actual technical and rhetorical choices made in the production of short newsroom documentary. This study explains the transition from the traditional news reporting style of reporter and cameraman teaming up on the streets for a well-produced news story to a juggling, fast-pace one-man-band multimedia journalist of today. Professors, News Directors, and News Anchors who have spent a minimum of 15 years in the TV news industry provide the information in this study. A complete transcript of the interviews is written as well, offering a more in-depth review of interview responses as a primary source. This project is intended to be informative to anyone wanting to learn about the TV news industry

    Structurally Unsound: The Changing State of Local Television

    The centralized structure of ownership of the local television industry in the United States today has resulted from a combination of regulatory and market pressures. This dissertation analyzes the ways in which centralizing tendencies in ownership structure have been accompanied by the centralization of operations. As station groups add more stations and seek to operate the stations they already own in an ever more profitable manner, changed industrial practices are vitally important because they have direct effects upon the product of those stations, especially local television news.In analyzing such centralizing tendencies, the project focuses not only on centralization of ownership and operation, but on two further factors as well: changing interpretations of the "public interest" and the development of technologies for local television stations. Changing interpretations of the "public interest" provision of regulatory law permitted and encouraged station groups to grow larger, redefining the structure of the local television industry, even in the times of heaviest restriction. In terms of technological development, after a brief period of equipment designed simply to get product on the air, television equipment developers followed a consistent guiding principle of staff reduction and job simplification which aided this momentum towards centralization. The combination of changing ownership structures, shifts in understandings of "public interest," and new technologies has resulted in new business models built around invoking economies of scale, including centralcasting and multi-channel operation. These new business models have dramatically altered the program product of local television stations, especially local news. News programming, which initially entered broadcasting in response to the regulatory mandate that broadcasters serve the public in return for free access to the public airwaves, has been transformed into a primary source of local station revenue. This commodified version of news programming is the logical result of practices begun in newspapers and continued in radio broadcasting. The news product of local stations is an area of vital concern in the present day media environment, as the quantity of news on the air increases without a corresponding increase in newsroom resources, jeopardizing the quality and veracity of those news programs

    Automatic Mobile Video Remixing and Collaborative Watching Systems

    In the thesis, the implications of combining collaboration with automation for remix creation are analyzed. We first present a sensor-enhanced Automatic Video Remixing System (AVRS), which intelligently processes mobile videos in combination with mobile device sensor information. The sensor-enhanced AVRS system involves certain architectural choices, which meet the key system requirements (leverage user generated content, use sensor information, reduce end user burden), and user experience requirements. Architecture adaptations are required to improve certain key performance parameters. In addition, certain operating parameters need to be constrained, for real world deployment feasibility. Subsequently, sensor-less cloud based AVRS and low footprint sensorless AVRS approaches are presented. The three approaches exemplify the importance of operating parameter tradeoffs for system design. The approaches cover a wide spectrum, ranging from a multimodal multi-user client-server system (sensor-enhanced AVRS) to a mobile application which can automatically generate a multi-camera remix experience from a single video. Next, we present the findings from the four user studies involving 77 users related to automatic mobile video remixing. The goal was to validate selected system design goals, provide insights for additional features and identify the challenges and bottlenecks. Topics studied include the role of automation, the value of a video remix as an event memorabilia, the requirements for different types of events and the perceived user value from creating multi-camera remix from a single video. System design implications derived from the user studies are presented. Subsequently, sport summarization, which is a specific form of remix creation is analyzed. In particular, the role of content capture method is analyzed with two complementary approaches. The first approach performs saliency detection in casually captured mobile videos; in contrast, the second one creates multi-camera summaries from role based captured content. Furthermore, a method for interactive customization of summary is presented. Next, the discussion is extended to include the role of users’ situational context and the consumed content in facilitating collaborative watching experience. Mobile based collaborative watching architectures are described, which facilitate a common shared context between the participants. The concept of movable multimedia is introduced to highlight the multidevice environment of current day users. The thesis presents results which have been derived from end-to-end system prototypes tested in real world conditions and corroborated with extensive user impact evaluation
