    MIXED-USE SAFETY ON RURAL FACILITIES IN THE PACIFIC NORTHWEST: Consideration of Vehicular, Non-Traditional, and Non-Motorized Users

    In the United States, one in 12 households do not own a personal automobile and approximately 13% of those who are old enough to drive do not. Trips by these individuals are being made in one of many other possible modes, creating the need to “share space” between many forms of travel. The goal of this project is to: improve safety and minimize the dangers for all transportation mode types while traveling in mixed-use environments on rural facilities through the development and use of engineering and education safety measures. To that end, this report documents three specific efforts by the project team. First, a comprehensive literature review of mixed-use safety issues with consideration of non-motorized and non-traditional forms of transportation. Second, a novel analysis of trauma registry data. Third, development, execution and analysis of the Pacific Northwest Transportation Survey geared toward understanding safety perceptions of mixed-use users. Most notably, findings indicate that ATVs (and similar non-traditional-type vehicles) are used on or near roads 24% of the time and snowmachines are used on or near roads 23% of the time. There are significantly more (twice as many) ATV-related on-road traumas in connected places than isolated places in Alaska and three times more traumas in highway connected places than in secondary road connected places. Comparably, bicycles had 449 on-road traumas between 2004 and 2011 whereas ATVs had 352 on-road traumas. Users of all modes who received formalized training felt safer in mixed-use environments than those who reported having no training at all

    16-02 Enhancing Non-motorized Mobility within Construction Zones

    Acquisition of lanes and sidewalks for construction activities increases congestion and delays and compromises safety. Further, work zones impair access to local businesses, bus stops, nearby facilities, etc., while hindering mobility of pedestrians, cyclists, and emergency responders. The emphasis on non-motorized mobility varies significantly when temporary traffic control management plans are developed for small cities. Due to lack of specific instructions given to contractors and the potential liability issues, contractors tend to completely close access to non-motorized traffic without providing alternate routes or detours. Instead of using a detour, pedestrians and cyclists tend to pass through the construction zone or jaywalk which greatly increases the risk of accidents that could result in injuries and fatalities. National and international publications, manuals, policies and guidelines were reviewed, and a survey was conducted to synthesize best practices and the minimum requirements of street components. A work zone and mobility management framework, a list of possible alternatives for managing non-motorized mobility within and around a construction zone, and a risk-based decision-support framework for selecting the most viable alternative to manage non-motorized mobility during construction activities were developed. In addition, strategies to manage access to emergency responders, local businesses, commercial and residential buildings, and various other facilities are also presented. Innovative technologies, infrastructure, and construction methods that can be used to enhance safety and mobility are also documented

    How and Where Should I Ride This Thing? “Rules Of The Road” for Personal Transportation Devices

    In recent years, “Personal Transportation Devices” (PTDs) have exploded onto streets and sidewalks. These small devices transport individual persons at slow speeds and are either human-powered or motorized. Examples include electric (kick) scooters, skateboards, e-skateboards, roller blades, and Segways. One key to successfully integrating PTDs into community streets will be the implementation of consistent and suitable regulations over user behavior: “rules of the road” for PTD riders. To help local officials identify appropriate rules for rider behavior, this report documents and analyzes existing PTD regulations across 176 jurisdictions and then presents recommendations for a set of state-level “rules of the road” designed to balance safety and freedom of movement for all road users, including PTD riders.To identify the current state of PTD rules of the road, we documented and analyzed the existing regulations at three levels of government: all 50 states and 5 U.S. territories, 101 cities, and 20 college campuses. This review found that PTD users operate in a murky regulatory environment, with rules often poorly defined, contradictory, or altogether absent.Results of this analysis, a literature review, and interviews with 21 stakeholders, were used to craft a model state-level regulatory code that aims to introduce consistent and well-grounded regulation of PTDs. The general philosophy underpinning the model legislation is that PTD rules should protect public safety, permit PTD use as a convenient travel option, be easy to understand and remember, allow for new devices without new regulations, and be based on facts about PTD use and users. Working from these principles, core recommended elements of the recommended PTD regulations are as follows: states should set comprehensive regulations for PTD riders (with local gov-ernments given flexibility to limit certain uses when necessitated by local conditions); PTDs should be regulated as a class, not device-by-device; and PTD users should be permitted to ride on both streets and sidewalks, subject to rules that protect safety and free movement for all travelers

    Challenges Facing Urban Transportation in Tanzania

    Transportation is a key to the economy and production; it makes mobility more accessible and enhances the social and economic interactions. On the other hand, the increase of urban population, pollution and other negative impacts directly compromise the existing transportation systems and endanger the future transportation systems in developing countries. This paper examines the challenges facing urban transportation in Tanzania cities and provides some suggestions to reduce the existing problem. This has been done by looking at the design and plan of the Tanzania cities, coordination of transportation systems and car dependency. Environmental and social impacts which include congestions, air pollution, traffic accidents and energy consumption have been described. Suggestions for addressing the challenges facing urban transportation in developed countries like Tanzania have been examined by adopting the holistic approach. Such approach has shown to be effective in solving the challenges facing urban transportation in the cities of developing countries such as improving public transport, provision of off-street parking, enforcement of traffic laws and regulations and restrict car use.     ASSESSING THE IMPACT OF BICYCLE TREATMENTS ON BICYCLE SAFETY: A MULTI-METHODS APPROACH

    Compared to other modes, bicyclists are disproportionally affected by crashes considering their low mode share. There is evidence that crashes between bicyclists and motorized vehicle take place at road segments and signalized intersections where bicycle treatments (e.g., bike lanes) are present, urging for in-dept analysis of the safety impact of the various bicycle treatment types. Additionally, it is important to identify sensor types that have the potential to advance field data collection and traffic monitoring in multi-modal road environments. In this dissertation, three approaches, namely crash analysis, traffic conflict analysis, and analysis of driver speeding and glancing behavior, were implemented to investigate the safety impact of bicycle treatments at the segment- and the intersection-levels on bicycle safety. Prediction models were developed to predict bicycle-motorized vehicle crashes at road segments and signalized intersections, and traffic conflicts between straight-going bicyclists and right-turning vehicles at signalized intersections. Driver speeding and glancing behavior was analysed for the segment and the intersection levels. A mode classification framework to classify trajectories recorded using a radar-based sensor was developed to test the feasibility of using radar-based sensors in field studies. The findings of this dissertation contribute to bicycle safety research in terms of quantifying the safety impact of various bicycle treatment types and how to assess and also, by showing how to assess bicycle safety. The findings of this research have the potential to stand as a valuable tool for transportation policymakers and officials in charge of establishing safe bicycle networks

    Tribal Corridor Management Planning: Model, Case Study, and Guide for Caltrans District 1, Research Report 10-01

    In Northern California, tribal governments and personnel of the California Department of Transportation (Caltrans) District 1, have applied innovative context-sensitive solutions to meet a variety of transportation challenges along state highways that traverse tribal lands. This report describes and discusses the efforts under way and offer suggestions for continuing and extending these initiatives through the development of Tribal Corridor Management Plans (TCMPs). The methods employed in this project are multidisciplinary and include: (1) content analysis of existing corridor management plans; (2) literature review to identify “best practices;” (3) participant observation; (4) interviews with local stakeholders; (5) focus group interviews with Caltrans personnel; and (6) landscape analysis. This study’s authors conclude that Caltrans District 1 staff and tribal governments share common goals for highway operations; however, progress —while significant—has been somewhat hampered by geographic and administrative challenges. It is recommended that Caltrans and the tribes seek early and frequent communication and collaboration to overcome these obstacles. Further, they identify several examples of non-standard design elements that could be incorporated into highway improvements to enhance local sense of place among both residents and travelers. A preliminary TCMP for the segment of State Route 96 that lies within the boundaries of the Hoopa Valley Indian Reservation is presented as an example. Beyond its role as a guide for initiating tribal corridor projects within Caltrans District 1, the report should prove instructive for any efforts to enhance sense of place within transportation byways, particularly in Native communities

    How the design of Complete Streets affects mode choice: Understanding the behavioral responses to the level of traffic stress

    Following a federal policy statement in 2010 supporting bicycle and pedestrian accommodation in federal-aid transportation projects, many cities across the US have implemented Complete Streets principles and invested in developing better-planned infrastructure that can be safely accessed by a diversity of modes of transportation by all types of users, in a mix of land uses. However, most of the travel demand forecasting models and planning tools used in practice are not sensitive to changes in demand for non-motorized modes such as walking and cycling in response to road infrastructure improvements. Hence, there is a need for models and tools that are capable of evaluating impacts of infrastructure changes that include Complete Streets implementations on the travel behavior, and estimate shifts in mode choices from motorized to non-motorized modes. This paper proposes a specific data collection plan, a multi-modal choice model, and strategies to update traditional trip-based transportation models to forecast rates of non-motorized trips for evaluating Complete Streets plans at a higher level. Concretely, we estimate elasticities to Level of Traffic Stress, which defines the comfort or discomfort experienced by walkers and bikers, segmented by income levels and trip purposes. We then use them to compute the new non-motorized mode shares that would be achieved by improving CS attributes leading to lower levels of traffic stress.
