    A survey of machine learning techniques applied to self organizing cellular networks

    In this paper, a survey of the literature of the past fifteen years involving Machine Learning (ML) algorithms applied to self organizing cellular networks is performed. In order for future networks to overcome the current limitations and address the issues of current cellular systems, it is clear that more intelligence needs to be deployed, so that a fully autonomous and flexible network can be enabled. This paper focuses on the learning perspective of Self Organizing Networks (SON) solutions and provides, not only an overview of the most common ML techniques encountered in cellular networks, but also manages to classify each paper in terms of its learning solution, while also giving some examples. The authors also classify each paper in terms of its self-organizing use-case and discuss how each proposed solution performed. In addition, a comparison between the most commonly found ML algorithms in terms of certain SON metrics is performed and general guidelines on when to choose each ML algorithm for each SON function are proposed. Lastly, this work also provides future research directions and new paradigms that the use of more robust and intelligent algorithms, together with data gathered by operators, can bring to the cellular networks domain and fully enable the concept of SON in the near future

    Developing a Framework for Stigmergic Human Collaboration with Technology Tools: Cases in Emergency Response

    Information and Communications Technologies (ICTs), particularly social media and geographic information systems (GIS), have become a transformational force in emergency response. Social media enables ad hoc collaboration, providing timely, useful information dissemination and sharing, and helping to overcome limitations of time and place. Geographic information systems increase the level of situation awareness, serving geospatial data using interactive maps, animations, and computer generated imagery derived from sophisticated global remote sensing systems. Digital workspaces bring these technologies together and contribute to meeting ad hoc and formal emergency response challenges through their affordances of situation awareness and mass collaboration. Distributed ICTs that enable ad hoc emergency response via digital workspaces have arguably made traditional top-down system deployments less relevant in certain situations, including emergency response (Merrill, 2009; Heylighen, 2007a, b). Heylighen (2014, 2007a, b) theorizes that human cognitive stigmergy explains some self-organizing characteristics of ad hoc systems. Elliott (2007) identifies cognitive stigmergy as a factor in mass collaborations supported by digital workspaces. Stigmergy, a term from biology, refers to the phenomenon of self-organizing systems with agents that coordinate via perceived changes in the environment rather than direct communication. In the present research, ad hoc emergency response is examined through the lens of human cognitive stigmergy. The basic assertion is that ICTs and stigmergy together make possible highly effective ad hoc collaborations in circumstances where more typical collaborative methods break down. The research is organized into three essays: an in-depth analysis of the development and deployment of the Ushahidi emergency response software platform, a comparison of the emergency response ICTs used for emergency response during Hurricanes Katrina and Sandy, and a process model developed from the case studies and relevant academic literature is described

    A Soft Computing Approach to Dynamic Load Balancing in 3GPP LTE

    A major objective of the 3GPP LTE standard is the provision of high-speed data services. These services must be guaranteed under varying radio propagation conditions, to stochastically distributed mobile users. A necessity for determining and regulating the traffic load of eNodeBs naturally ensues. Load balancing is a self-optimization operation of self-organizing networks (SON). It aims at ensuring an equitable distribution of users in the network. This translates into better user satisfaction and a more efficient use of network resources. Several methods for load balancing have been proposed. Most of the algorithms are based on hard (traditional) computing which does not utilize the tolerance for precision of load balancing. This paper proposes the use of soft computing, precisely adaptive Neuro-fuzzy inference system (ANFIS) model for dynamic QoS aware load balancing in 3GPP LTE.     Distance language learners and learner support: beliefs, difficulties and use of strategies

    Evidence is mounting from a number of studies undertaken with groups of learners of all ages and all abilities that there is a particular factor common to successful language learners: strategic competence involving the use of appropriate learning strategies. The growing body of research into this area has not, however, had much to say so far about the special situation of those learning a language at a distance. Based on the findings of surveys and discussions carried out with students enrolled in the final year of the Diploma in French at the Open University, this paper investigates learner beliefs about learning a language at a distance, difficulties encountered, attitudes to learner support and the use of strategies. It concludes that metacognitive strategies may have an enhanced role for the learner of a language at a distance, but that further research is needed to determine more clearly the nature of this role, how metacognitive strategies relate to learner variables and the specific implications for learner autonomy, tutor support and course design

    Measuring culture originated in cultural anthropology, but all social sciences contributed to comparative cultural studies. Tracing critical approaches towards a measurement of cultural values one is bound to strip the biases and stereotypes bare and to invade numerous academic fiefs. Hofstede defined interdisciplinary cultural dimensions but failed to anchor studying of culture's consequences in the academia. Measuring culture (rituals, patterns, business recipes, symbols, standards) we end up measuring values and competence in management of knowledge and skills, of norms and behaviours, cutting many corners of established disciplines.
