    This paper sets out a complex adaptive systems view of water governance. Overview Fresh water is a life - enabling resource as well as the source of spiritual, social and economic wellbeing and development. It is continuously renewed by the Earth’s natural recycling systems using heat from the sun to evaporate and purify, and then rain to replenish supplies. For thousands of years people have benefited from these systems with little concern for their ability to keep up with human population and economic development. Rapid increases in population and economic activity have brought concern for how these systems interact with human social and economic systems to centre stage this century in the guise of a focus on water governance. What do we mean by governance and how might we better understand our water governance systems to ensure their ongoing sustainability? This paper sets out a complex adaptive systems view of water governance. It draws on the academic literature on effective governance of complex systems and effective water governance to identify some principles for use in water governance in New Zealand. It illustrates aspects of emerging water governance practice with some examples from New Zealand which have employed a multi-actor, collaborative governance approach. The paper concludes with some implications for the future evolution of effective water governance in New Zealand. Collaborative governance processes are relatively unfamiliar to New Zealand citizens, politicians and other policy actors which makes it more important that we study and learn from early examples of the use of this mode of governance

    Veto Players, Fickle Institutions and Low-Quality Policies: The Policymaking Process in Ecuador

    This paper seeks to understand why political actors, institutions and legal reforms have systematically failed to produce cooperation in the Ecuadorian policymaking process. From a comparative and historical standpoint, Ecuador has been trapped in a cycle of low-quality public policies that fail to adjust to environmental conditions, that fluctuate according to political whims and that tend to favor well-organized lobbies rather than pursuing optimal social outcomes. The paper identifies two alternative policymaking paths leading to poor policy outcomes. In the first one, the executive agenda is eclipsed by the short-term clientelistic demands of multiple veto players in the legislature, thus contributing to policy deadlock or rigidity. In the second, executive power is delegated to a decisive, often technical bureaucracy isolated from political pressures, but the lack of institutional stability of such bodies leads to a pattern of policy volatility. Lastly, the paper discusses the formal and informal roles of "last-ditch" veto players to stall or revert unwanted policies. The paper also features two case studies on fiscal and monetary policies, and derives empirical implications to improve the formation of durable intertemporal agreements in the legislature and ensure stable policy implementation and enforcement through a technical bureaucracy and independent judiciary.

    Mapping domain characteristics influencing Analytics initiatives: The example of Supply Chain Analytics

    Purpose: Analytics research is increasingly divided by the domains Analytics is applied to. Literature offers little understanding whether aspects such as success factors, barriers and management of Analytics must be investigated domain-specific, while the execution of Analytics initiatives is similar across domains and similar issues occur. This article investigates characteristics of the execution of Analytics initiatives that are distinct in domains and can guide future research collaboration and focus. The research was conducted on the example of Logistics and Supply Chain Management and the respective domain-specific Analytics subfield of Supply Chain Analytics. The field of Logistics and Supply Chain Management has been recognized as early adopter of Analytics but has retracted to a midfield position comparing different domains. Design/methodology/approach: This research uses Grounded Theory based on 12 semi-structured Interviews creating a map of domain characteristics based of the paradigm scheme of Strauss and Corbin. Findings: A total of 34 characteristics of Analytics initiatives that distinguish domains in the execution of initiatives were identified, which are mapped and explained. As a blueprint for further research, the domain-specifics of Logistics and Supply Chain Management are presented and discussed. Originality/value: The results of this research stimulates cross domain research on Analytics issues and prompt research on the identified characteristics with broader understanding of the impact on Analytics initiatives. The also describe the status-quo of Analytics.     The effects of human resource practices on firm growth

    Although the connection between firm growth and labour is well documented in economics literature, only recently the link between human resources (HR) and firm growth has attracted the interest of researchers. This study aims to assess the extent, if any, to which, specific HR practices may contribute to firm growth. We review a rich literature on the links between firm performance and the following HR practices: (1) job security (2) selective hiring, (3) self-managed teams (4) compensation policy, (5) extensive training, and (6) information sharing. We surveyed HR managers and recorded their perceptions about the links between HR practices and firm growth. Results demonstrated that compensation policy was the strongest predictor of sales growth. Results provide overall support for all HR practices except of job security. Eventually, selecting, training, and rewarding employees as well as giving them the power to decide for the benefit of their firm, contribute significantly to firm growth

    Forest multifunctionality is not resilient to intensive forestry

    There is ample evidence that intensive management of ecosystems causes declines in biodiversity as well as in multiple ecosystem services, i.e., in multifunctionality. However, less is known about the permanence and reversibility of these responses. To gain insight into whether multifunctionality can be sustained under intensive management, we developed a framework building on the concept of resilience: a system's ability to avoid displacement and to return or transform to a desired state. We applied it to test the ability of forest multifunctionality to persist during and recover from intensive management for timber production in a boreal forest. Using forest growth simulations and multiobjective optimization, we created alternative future paths where the forest was managed for maximal timber production, for forest multifunctionality, or first maximal timber production and then multifunctionality. We show that forest multifunctionality is substantially diminished under intensive forestry and recovers the slower, the longer intensive forestry has been continued. Intensive forestry thus not only reduces forest multifunctionality but hinders its recovery should management goals change, i.e., weakens its resilience. The results suggest a need to adjust ecosystem management according to long-term sustainability goals already today
