Taking stock of structural funds implementation : current challenges and future opportunities
This paper highlights several themes which have informed programme management since IQ-Net meeting in June 2002, held in Lulea, Sweden. First, it provides an overview of the main development in programme implementation and the financial execution of programmes, including an exploration of the risks of automatic decommitment faced by the programmes. A QoS-Driven ISP Selection Mechanism for IPv6 Multi-homed Sites
A global solution for the provision of QoS in IPng sites must include ISP selection based on per-application requirements. In this article we present a new site-local architecture for QoS-driven ISP selection in multi-homed domains, performed in a per application basis. This architecture proposes the novel use of existent network services, a new type of routing header, and the modification of address selection mechanisms to take into account QoS requirements. This proposal is an evolution of current technology, and therefore precludes the addition of new protocols, enabling fast deployment. Adaptive model selection method for a conditionally Gaussian semimartingale regression in continuous time
This paper considers the problem of robust adaptive efficient estimating of a
periodic function in a continuous time regression model with the dependent
noises given by a general square integrable semimartingale with a conditionally
Gaussian distribution. An example of such noise is the non-Gaussian
Ornstein-Uhlenbeck-Levy processes. An adaptive model selection procedure, based
on the improved weighted least square estimates, is proposed. Under some
conditions on the noise distribution, sharp oracle inequality for the robust
risk has been proved and the robust efficiency of the model selection procedure
