    Selection method of the project management methodology and its application

    The task of selecting the methodology for managing a specific project is analyzed. The method, consisting of 2 stages, is suggested. At the first stage a project manager has to fill out a questionnaire. Based on the obtained results, a corresponding project management methodology is suggested. The second stage is devoted to evaluation of the work content of managing the project with the methodologies under study, the cost and risks of their application. Solution for the three-criterial optimization problem of selecting a methodology is suggested. An example of application of the method for selecting the methodology is provided for managing an IT project

    Architectural Design Quality in Local Authority Private Finance Initiative Projects

    Since the 1990s, when the Private Finance Initiative was developed as the primary method for delivering major public capital projects, there has been concern about the quality of many of the products. Initially, it was the architectural community that raised doubts, but it has subsequently been joined by user groups. As the contractual period is over 30 years, there are issues such as ongoing maintenance, facilities management and operational factors, that need to be balanced with design quality. This paper will report on a research project being carried out with a metropolitan local authority in England, which is replacing its entire sheltered housing stock in one Private Finance Initiative project. The principal aim of the local authority is that it should receive these buildings as assets, rather than liabilities at the end of the 30 year period. The research work to date has been based on two stages of a three stage selection of the preferred bidder from the original six consortia. The aims of this paper are to review the Private Finance Initiative management processes in relation to architectural design quality at each of the selection stages, including the generation and application of the design assessment criteria, and the role of user groups; and evaluate the outcomes against the objectives of maximising design quality within workable financial models. The methodology is that the researcher is based in the local authority project team, and has therefore been able to use participant observation techniques in the management processes, which include competitive dialogue and user consultation. The design assessment criteria were developed from the academic literature and refined at each selection stage. A comparative analysis of the design assessment criteria with intermediate and final designs, will assist in identifying the status of design quality in the selection of the preferred bidder

    Development of a web application for solving the problem of project management methodology selection with fuzzy input data

    Проведен анализ последних исследований и публикаций, посвященных проблеме выбора методологии управления для определенного проекта и исследованию влияния применяемой методологии на успех проекта. На основе проведенного анализа установлена необходимость автоматизации решения задачи выбора методологии для конкретного проекта. В качестве подхода для решения задачи использован метод выбора методологии управления проектом на основе нечетких представлений. В методе применена анкета с вопросами, касающимися количества людей, вовлеченных в проект, опыта работы заказчика с командой, оценки компетентности команды проекта менеджером проекта, отчетности по проекту, вероятности появления рисковых событий. Для каждой ситуации, заданной в анкете, с помощью опроса экспертов определены функции принадлежности всех рассматриваемых методологий управления проектами, т.е. их применимость к конкретной ситуации. В соответствии с ответами на вопросы анкеты по проекту, формируются функции принадлежности оценки проекта по каждому его параметру. Для всех рассматриваемых методологий рассчитываются их суммарные взвешенные расстояния от оценки проекта по анкете при использовании расстояний Хэмминга и Евклида. Выбирается тот подход, для которого вычисленные расстояния являются минимальными. Разработано веб-приложение решения задачи выбора методологии управления проектом при нечетких исходных данных "PMGuide". Данное веб-приложение применено для выбора методологии управления проектом по разработке программного обеспечения оптимизации содержания проекта "PTCQR Optimization". Исходя из результатов расчета расстояний Евклида и Хемминга от проекта до каждой из семи альтернатив (PMBOK, PRINCE2, ISO21500, SWEBOK, SCRUM, XP и KANBAN), выбрана гибкая методология SCRUM, как лучшая для условий рассматриваемого проекта. На тестовом примере подтверждена корректность работы веб-приложения для выбора методологии управления проектом "PMGuide".The analysis of the latest research and publications devoted to the problem of choosing a management methodology for a particular project and studying the influence of the applied methodology on the project's success has been carried out. On the basis of the analysis performed, the necessity of automatization of the methodology selection problem’s solution is established. The method for choosing a project management methodology based on fuzzy concepts was used as an approach for solving the problem. The method uses a questionnaire with questions regarding the number of people involved in the project, the customer’s working experience with the team, the assessment of the project team’s competence by the project manager, project reporting, and the likelihood of risk events. For each situation specified in the questionnaire, with the help of the survey of experts, the membership functions of all considered project management methodologies are defined, i.e. their applicability to a specific situation. In accordance with the answers to the questions of the project questionnaire, the membership functions of the project evaluation for each of its parameters are formed. For all considered methodologies, their total weighted distances from the evaluation of the project by the questionnaire are calculated using Hamming and Euclidean distances. The approach, for which the calculated distances are minimal, is chosen. A web application PMGuide has been developed to solve the problem of choosing a project management methodology with fuzzy input data. This web application is used to select a project management methodology for developing PTCQR Optimization software to optimize the scope of the project. Based on the results of calculating, the Euclidean and Hamming distances from this project to each of the seven alternatives (PMBOK, PRINCE2, ISO21500, SWEBOK, SCRUM, XP, and KANBAN), the flexible SCRUM methodology was chosen as the best alternative for the conditions of the considered project.     An extension of the improving and embedding project management practice framework: Case study analysis

    Purpose: The purpose of this paper is to develop and test an extension of a previously conceived framework for improving and embedding project management (PM) practice in organisations. The framework identifies the most useful project management improvement initiatives (PMIIs) and the key factors for embedding PM practice. However, professionals need guidance on how to operationalise such framework in their organisations, therefore a method for applying the framework is developed. Design/methodology/approach: The method being proposed for applying the framework is demonstrated and tested with a large University–Industry consortium case study. During the case study analysis three research methods were applied: participant observation, document analysis and focus groups. Findings: In what concerns both the PMIIs and key embedding factors in the framework, the proposed method comprises their acknowledgement, scoring, relevance analysis, selection and planning. The detailed report on how the framework was applied in the particular case study also sheds light on how University–Industry consortiums can make use of PM to become more successful. Research limitations/implications: The research was performed using only one case study which limits the generalisability of its findings. Practical implications: Detailed guidance is provided for applying the framework’s both constructs, “improving” and “embedding”, through a set of clear steps.     Support for the competitiveness of modern companies is realized through the application of the methodology of project management. The project management subsystem should be harmoniously integrated into the enterprise management system. At the same time, the coordinated operation of the project and operating subsystems should be ensured.The interaction of the project and operating subsystems of the project-oriented enterprise can be realized within the framework of several approaches – the homeostatic approach, the bi-adaptive management approach.To create management systems for project-oriented enterprises that work in concert, it is necessary to evaluate the interaction of management subsystems.The article poses the task of estimation of the interaction between the projects subsystem and operating subsystem of a project-oriented enterprise. The essential parameters of the operating subsystem and project subsystem are divided into ten groups of parameters. In the operating subsystem 28 parameters are allocated, in the project subsystem – 27.A method of combined analytical and expert estimation of the mutual influence of the project and operating subsystems of the project-oriented enterprise (MAEM method) is proposed. The eight steps of the method implementation are described – an analytical estimation of the state of parameters that can be estimated accurately; Selection of candidates for two expert groups (from operating managers and project managers); Determination of competence coefficients of candidates for experts; Identification of experts; Estimation by experts of the interaction between the parameters of the project and operating subsystems; Determination of the most sensitive parameters; Determination of deviations between expert group estimates; Formulation of conclusions.     A methodology for the selection of new technologies in the aviation industry

    The purpose of this report is to present a technology selection methodology to quantify both tangible and intangible benefits of certain technology alternatives within a fuzzy environment. Specifically, it describes an application of the theory of fuzzy sets to hierarchical structural analysis and economic evaluations for utilisation in the industry. The report proposes a complete methodology to accurately select new technologies. A computer based prototype model has been developed to handle the more complex fuzzy calculations. Decision-makers are only required to express their opinions on comparative importance of various factors in linguistic terms rather than exact numerical values. These linguistic variable scales, such as ‘very high’, ‘high’, ‘medium’, ‘low’ and ‘very low’, are then converted into fuzzy numbers, since it becomes more meaningful to quantify a subjective measurement into a range rather than in an exact value. By aggregating the hierarchy, the preferential weight of each alternative technology is found, which is called fuzzy appropriate index. The fuzzy appropriate indices of different technologies are then ranked and preferential ranking orders of technologies are found. From the economic evaluation perspective, a fuzzy cash flow analysis is employed. This deals quantitatively with imprecision or uncertainties, as the cash flows are modelled as triangular fuzzy numbers which represent ‘the most likely possible value’, ‘the most pessimistic value’ and ‘the most optimistic value’. By using this methodology, the ambiguities involved in the assessment data can be effectively represented and processed to assure a more convincing and effective decision- making process when selecting new technologies in which to invest.     Integrating automated support for a software management cycle into the TAME system

    Software managers are interested in the quantitative management of software quality, cost and progress. An integrated software management methodology, which can be applied throughout the software life cycle for any number purposes, is required. The TAME (Tailoring A Measurement Environment) methodology is based on the improvement paradigm and the goal/question/metric (GQM) paradigm. This methodology helps generate a software engineering process and measurement environment based on the project characteristics. The SQMAR (software quality measurement and assurance technology) is a software quality metric system and methodology applied to the development processes. It is based on the feed forward control principle. Quality target setting is carried out before the plan-do-check-action activities are performed. These methodologies are integrated to realize goal oriented measurement, process control and visual management. A metric setting procedure based on the GQM paradigm, a management system called the software management cycle (SMC), and its application to a case study based on NASA/SEL data are discussed. The expected effects of SMC are quality improvement, managerial cost reduction, accumulation and reuse of experience, and a highly visual management reporting system

    Modeling Virtual Organization Architecture with the Virtual Organization Breeding Methodology

    While Enterprise Architecture Modeling (EAM) methodologies become more and more popular, an EAM methodology tailored to the needs of virtual organizations (VO) is still to be developed. Among the most popular EAM methodologies, TOGAF has been chosen as the basis for a new EAM methodology taking into account characteristics of VOs presented in this paper. In this new methodology, referred as Virtual Organization Breeding Methodology (VOBM), concepts developed within the ECOLEAD project, e.g. the concept of Virtual Breeding Environment (VBE) or the VO creation schema, serve as fundamental elements for development of VOBM. VOBM is a generic methodology that should be adapted to a given VBE. VOBM defines the structure of VBE and VO architectures in a service-oriented environment, as well as an architecture development method for virtual organizations (ADM4VO).     A holistic multi-methodology for sustainable renovation

    A review of the barriers for building renovation has revealed a lack of methodologies, which can promote sustainability objectives and assist various stakeholders during the design stage of building renovation/retrofitting projects. The purpose of this paper is to develop a Holistic Multi-methodology for Sustainable Renovation, which aims to deal with complexity of renovation projects. It provides a framework through which to involve the different stakeholders in the design process to improve group learning and group decision-making, and hence make the building renovation design process more robust and efficient. Therefore, the paper discusses the essence of multifaceted barriers in building renovation regarding cultural changes and technological/physical changes. The outcome is a proposal for a multi-methodology framework, which is developed by introducing, evaluating and mixing methods from Soft Systems Methodologies (SSM) with Multiple Criteria Decision Making (MCDM).
