    Secure data sharing and processing in heterogeneous clouds

    The extensive cloud adoption among the European Public Sector Players empowered them to own and operate a range of cloud infrastructures. These deployments vary both in the size and capabilities, as well as in the range of employed technologies and processes. The public sector, however, lacks the necessary technology to enable effective, interoperable and secure integration of a multitude of its computing clouds and services. In this work we focus on the federation of private clouds and the approaches that enable secure data sharing and processing among the collaborating infrastructures and services of public entities. We investigate the aspects of access control, data and security policy languages, as well as cryptographic approaches that enable fine-grained security and data processing in semi-trusted environments. We identify the main challenges and frame the future work that serve as an enabler of interoperability among heterogeneous infrastructures and services. Our goal is to enable both security and legal conformance as well as to facilitate transparency, privacy and effectivity of private cloud federations for the public sector needs. © 2015 The Authors

    Governance Models for Interoperable Electronic Identities

    Current implementations of electronic identity in Europe are rather diverse; they include state-driven identity management frameworks as well as private sector frameworks and different forms of public-private collaborations. This diversity may represent a major challenge for the deployment of information society services addressed towards the European internal market. This raises the question: How can we achieve interoperability of electronic identities across Europe, and potentially beyond Europe’s borders? This paper argues that the interoperability of electronic identity could be governed by a multi-stakeholder governance framework that brings together different parties with interests in the provision and use of electronic identities. Such a governance framework could, for example, consist in designing and operating a portal with common functionalities that allows interoperable authentication across multiple domains and contexts. Inspiration for the governance of such a portal could come both from existing successful implementations of electronic identity and from multi-stakeholder institutions that have proven useful in Internet governance.

Digital Government interoperability, information sharing protocol and security are measured the key issue for achieving a refined stage of digital government. Flawless interoperability is essential to share the information between diverse and merely dispersed organisations in several network environments by using computer based tools. Digital government must ensure security for its information systems, including computers and networks for providing better service to the citizens. Governments around the world are increasingly revolving to information sharing and integration for solving problems in programs and policy areas. Evils of global worry such as syndrome discovery and manage, terror campaign, immigration and border control, prohibited drug trafficking, and more demand information sharing, harmonization and cooperation amid government agencies within a country and across national borders. A number of daunting challenges survive to the progress of an efficient information sharing protocol.     European Interoperability Landscape Report 2022

    The delivery of cross-border digital public services largely depends on the ability of public administrations and businesses to transfer data across borders. Therefore, access to trusted, interoperable, and secure data-exchange solutions is essential for delivering cross-border services but is also crucial for establishing the Single Digital Gateway (SDG) and building a functioning European Digital Single Market (DSM). Numerous projects, alliances, and partnerships have been implemented to explore and develop different solutions that would support the creation of an interoperable future for Europe. Thus far, a clear understanding of cross-border data exchange initiatives is lacking, especially regarding roles, specifications, interdependencies, and technological differences between initiatives. This study report aims to start mapping European cross-border data-exchange solutions and initiatives, analyse the status of adoption, and investigate different aspects of these initiatives pertaining to legal, commercial, and technical specifications. Also, the report discusses the future outlook of European cross-border digital public services. Findings from this study could provide valuable insights for policymakers, solution owners, and service providers as it informs them about the interoperability, extensibility, and sustainability of European cross-border data exchange initiatives and project

    The Future of eGovernment : An Exploration of ICT-driven Models of eGovernment for the EU in 2020

    This report aims to describe how ICT can enable and shape future models of eGovernment. It summarizes the results of a research project, carried out by TNO and DTI on behalf of IPTS, based on desk research, expert interviews and a scenario-building exercise. It first identifies seven "hotspots" where ICT has a key impact on specific government tasks. It then analyzes these impacts under different possible future scenarios, in order to assess their robustness and the different implications for future models of eGovernment. It finally proposes a new measurement framework suitable for these future models, and outlines the key research challenges and policy options that emerge from this analysis.JRC.J.4-Information Societ

    The Development of eServices in an Enlarged EU: eGovernment and eHealth in Poland

    In 2005, IPTS launched a project which aimed to assess the developments in eGoverment, eHealth and eLearning in the 10 New Member States at national, and at cross-country level. At that time, the 10 New Member States were Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovenia and Slovakia. A report for each country was produced, describing its government and health systems and the role played by eGovernment and eHealth within these systems. Each report then analyzes, on the basis of desk research and expert interviews, the major achievements, shortcomings, drivers and barriers in the development of eGovernment and eHealth in one of the countries in question. This analysis provides the basis for the identification and discussion of national policy options to address the major challenges and to suggest R&D issues relevant to the needs of each country ¿ in this case, Poland. In addition to national monographs, the project has delivered a synthesis report, which offers an integrated view of the developments of each application domain in the New Member States.     Framework for a business interoperability quotient measurement model

It has been expanding from the largely technically focused area of Information Systems towards Business Processes and Business Semantics. However, there exists a need for more comprehensive ways to define business interoperability and enable its performance measurement as a first step towards improvement of interoperability conditions between collaborating entities. Through extensive literature reviews and analysis of European Research initiatives in this area, this dissertation presents the State of the Art in Business Interoperability. The objective of this dissertation is to develop a model that closely captures the factors that are responsible for Business Interoperability in the context of Collaborative Business Processes. This Business Interoperability Quotient Measurement Model (BIQMM), developed in this dissertation uses an interdisciplinary approach to capture the key elements responsible for collaboration performance. Through the quantification of the relevance of each element to the particular collaboration scenario in question, this model enables a quantitative analysis of Business Interoperability, so that an overall interoperability score can be arrived at for enhanced performance measurements.Finally, the BIQMM is applied to a business case involving Innovayt and LM Glassfiber to demonstrate its applicability to different collaboration scenarios
