    Securing Birth Certificate Documents with DNA Profiles

    The birth certificate is a document used by a person to obtain identification and licensing documents throughout their lifetime. For identity verification, the birth certificate provides limited information to support a person’s claim of identity. Authentication to the birth certificate is strictly a matter of possession. DNA profiling is becoming a commodity analysis that can be done accurately in under two hours with little human intervention. The DNA profile is a superior biometric to add to a birth record because it is stable throughout a person’s life and beyond. Acceptability of universal DNA profiling will depend heavily on privacy and safety concerns. This paper uses the U.S. FBI CODIS profile as a basis to discuss the effectiveness of DNA profiling and to provide a practical basis for a discussion of potential privacy and authenticity controls. As is discussed, adopting DNA profiles to improve document security should be done cautiously

Por fim um protĂłtipo de um provedor de identidades digitais federadas baseado na solução de gestĂŁo de identidade digital proposta Ă© apresentado.The following text provides a solution for the digital identity management on the Web regarding the users’ versatility, anonymity, privacy, veracity, trustworthiness and accountability by using the Portuguese National Electronic Citizen Identity Card and other publicly available authentication mechanisms users use daily. The dissertation consists of the presentation of the concept of identity and its particularities, an analysis to the several problems of managing personal information online, and an analysis to the several existing models, mechanisms and specifications for the management of the digital identity online (digital identity management). A solution for digital identity management based on the federated identity model and associated to the Portuguese National Electronic Citizen Identity Card is introduced, described, analyzed, evaluated and compared to other several existing solutions. Last, a prototype of a federated digital identity provider based on the purposed solution for digital identity management is presented

    Making up families : how DNA analysis does/does not verify relatedness in family reunification in Finland

    This article examines the role of DNA testing in immigration management practices in which individuals and their kin relationships are modified as objects of investigation: defined, categorised and "made up" (Hacking in Historical ontology, Harvard University Press, Cambridge, 2002) as families. Analysis focuses on the interplay of documents (or lack thereof), narratives and DNA analysis that produces evidentiary facts and knowledge about migrants and, simultaneously, forges relationships between individuals, families and other collectives. Analysis of the Finnish administrative and legal data concerning family reunification shows that DNA testing does much more than just provide evidence of the existence of a genetic tie between alleged family members; testing can also be translated into proof of 'true' families or extended to test the credibility of the applicants. Via translations and extensions, the accuracy of DNA analysis is intertwined with the contingencies of decision-making in the context of immigration management. Related to this, the article demonstrates that DNA testing supports the process by which immigration authorities in the Global North constitute the family as contingent, indefinite and even arbitrary, rather than consolidating a clear and solid model of eligibility for family reunification.Peer reviewe

    Strong Electronic Identification: Survey & Scenario Planning

    The deployment of more high-risk services such as online banking and government services on the Internet has meant that the need and demand for strong electronic identity is bigger today more than ever. Different stakeholders have different reasons for moving their services to the Internet, including cost savings, being closer to the customer or citizen, increasing volume and value of services among others. This means that traditional online identification schemes based on self-asserted identities are no longer sufficient to cope with the required level of assurance demanded by these services. Therefore, strong electronic identification methods that utilize identifiers rooted in real world identities must be provided to be used by customers and citizens alike on the Internet. This thesis focuses on studying state-of-the-art methods for providing reliable and mass market strong electronic identity in the world today. It looks at concrete real-world examples that enable real world identities to be transferred and used in the virtual world of the Internet. The thesis identifies crucial factors that determine what constitutes a strong electronic identity solution and through these factors evaluates and compares the example solutions surveyed in the thesis. As the Internet become more pervasive in our lives; mobile devices are becoming the primary devices for communication and accessing Internet services. This has thus, raised the question of what sort of strong electronic identity solutions could be implemented and how such solutions could adapt to the future. To help to understand the possible alternate futures, a scenario planning and analysis method was used to develop a series of scenarios from underlying key economic, political, technological and social trends and uncertainties. The resulting three future scenarios indicate how the future of strong electronic identity will shape up with the aim of helping stakeholders contemplate the future and develop policies and strategies to better position themselves for the future
