    Matryoshka journeys: im/mobility during migration

    Acts of mobility require corresponding acts of immobility (or suspended mobility). Migrant journeys are not only about movement. Indeed, in the present policy context, this is ever more true. Whether a migrant is contained within a hidden compartment, detained by migration authorities, waiting for remittances to continue, or marooned within a drifting boat at sea, these moments of immobility have become an inherent part of migrant journeys especially as states have increased controls at and beyond their borders. Migrants themselves view this fragmentation – the stopping, waiting and containment – as part of the journey to be endured. Drawing on the authors’ fieldwork in Central America and Southern Europe, this paper destabilises the boundary between transit and settlement, speaking to a larger policy discourse that justifies detentions and deportations from the United States and countries on the periphery of Europe. We argue that migrants’ nested experiences of these ‘matryoshka journeys’ reveal how increased migration controls encourage them not only to take greater risks during the journey, but also to forfeit their agency at opportune moments. In turn, states exploit images of such im/mobility during the journey in order to emphasise the irrational risks migrants take in order to traverse seas and deserts and to cloak their own border policies in a humanitarian discourse of rescue

    There have been many active shooter incidents in the United States since Columbine, and police agencies continue to modify their policies and training to reflect the lessons that are learned from each new tragedy. This report summarizes the state of the field as of 2014. The Police Executive Research Forum conducted research on these issues and held a one-day Summit in Washington, D.C., in which an overflow crowd of more than 225 police chiefs and other officials discussed the changes that have occurred, and where they are going from here

    Preparing for a Northwest Passage: A Workshop on the Role of New England in Navigating the New Arctic (March 25 - 27, 2018 -- The University of New Hampshire) paired two of NSF\u27s 10 Big Ideas: Navigating the New Arctic and Growing Convergence Research at NSF. During this event, participants assessed economic, environmental, and social impacts of Arctic change on New England and established convergence research initiatives to prepare for, adapt to, and respond to these effects. Shipping routes through an ice-free Northwest Passage in combination with modifications to ocean circulation and regional climate patterns linked to Arctic ice melt will affect trade, fisheries, tourism, coastal ecology, air and water quality, animal migration, and demographics not only in the Arctic but also in lower latitude coastal regions such as New England. With profound changes on the horizon, this is a critical opportunity for New England to prepare for uncertain yet inevitable economic and environmental impacts of Arctic change

    Robustness and Adaptiveness Analysis of Future Fleets

    Making decisions about the structure of a future military fleet is a challenging task. Several issues need to be considered such as the existence of multiple competing objectives and the complexity of the operating environment. A particular challenge is posed by the various types of uncertainty that the future might hold. It is uncertain what future events might be encountered; how fleet design decisions will influence and shape the future; and how present and future decision makers will act based on available information, their personal biases regarding the importance of different objectives, and their economic preferences. In order to assist strategic decision-making, an analysis of future fleet options needs to account for conditions in which these different classes of uncertainty are exposed. It is important to understand what assumptions a particular fleet is robust to, what the fleet can readily adapt to, and what conditions present clear risks to the fleet. We call this the analysis of a fleet's strategic positioning. This paper introduces how strategic positioning can be evaluated using computer simulations. Our main aim is to introduce a framework for capturing information that can be useful to a decision maker and for defining the concepts of robustness and adaptiveness in the context of future fleet design. We demonstrate our conceptual framework using simulation studies of an air transportation fleet. We capture uncertainty by employing an explorative scenario-based approach. Each scenario represents a sampling of different future conditions, different model assumptions, and different economic preferences. Proposed changes to a fleet are then analysed based on their influence on the fleet's robustness, adaptiveness, and risk to different scenarios

    Between a rock and a hard place of geopolitically sensitive threats – critical incidents and decision inertia

    While the SAFE-T model of decision making emphasizes naturalistic decision making, its potential for cross-comparative analysis of incidents with global implications remains underutilized, which the current paper aims to address. To this end, it draws upon open-source reports from unclassified American, British and Russian intelligence reports to explore the management of three types of 10 high-profile geopolitically sensitive threats from across the globe (verifying potential terrorist identity, hostage rescue and national/international security). Defining features of such incidents include decision makers’ ability to prospectively model competing scenarios in which they must select between options and where every outcome looks aversive and high risk (‘damned if you do or damned if you don’t decisions’). A frequent consequence of such calculations is ‘decision inertia’ (a failure to execute an important, irrevocable decision resulting in non-optimal consequences), or ‘implementation failure’ (a failure to make a choice). Combining the benefit of the theoretical framework and hindsight knowledge of the analyzed incidents, the paper facilitates theoretical understanding of decision inertia and failures to act. Encouraging the consideration of multiple scenario endings contingent on a wide spectrum of factors and unique cultural-historical context, it also helps identify past decision errors in order to inform assessment and management of similar geopolitical threats in the future

    This report "Landscapes of Our Uncertain Futures. Towards mapping and understanding crisis-related concepts and definitions" is published as a result of a literature review and related conceptual analysis conducted within the RESCUE Project (Real Estate in Sustainable Crisis Management in Urban Environments). In early stages of the project it became evident that in order to achieve efficient results in research and policy action efforts for sustainable urban development and crisis management, mutual understanding of key concepts and their definitions is needed. This is because identifying and grasping the major phenomena at play in our turbulent world – crisis society – may be varied, and besides there are several different definitions of them used in the literature. If, however, preliminary discussions and analyses can open up the contents and meanings of such phenomena, joint work and concluding recommendations are supported and expedited on the basis of shared understanding. A key theme in this conceptual analysis is 'crisis' and crisis-related phenomena, within the framework of the now present VUCA world. The landscapes of our uncertain futures are thus depicted, and replenished via a literature review and its key findings. These insights are meant to help paving the way for the process of creating resilient cities
