Interactions Between EIP on AHA Reference Sites and Action Groups to Foster Digital Innovation of Health and Care in European Regions
The article describes some of the achievements of the European Innovation Partnership on Active and Healthy Ageing (EIP on AHA), after eight years in operation. These results were achieved thanks to the collaborative work of the action groups (AGs) and reference sites (RSs). RS regional ecosystems include key organisations committed to investing in innovation to foster active and healthy ageing. The AGs are groups of professionals committed to sharing their knowledge and skills in active and healthy ageing. This article reports on the approach used by the EIP on AHA to bring together experts and regions in identifying and addressing these challenges. Synergies between AGs offered substantial support to RSs, allowing regional health and care priorities and challenges to be identified and pursued through AG commitments. Building upon the experiences of the EIP on AHA, the Reference Sites Collaborative Network has set up a number of thematic action groups that bring together multidisciplinary experts from across Europe to address the main health and social care challenges at regional, national and European level

Seventy four Reference Sites of the European Innovation
Partnership on Active and Healthy Ageing (EIP on AHA)
have been recognised by the European Commission in
2016 for their commitment to excellence in investing and
scaling up innovative solutions for active and healthy
ageing. The Reference Site Collaborative Network
(RSCN) brings together the EIP on AHA Reference Sites
awarded by the European Commission, and Candidate
Reference Sites into a single forum. The overarching goals
are to promote cooperation, share and transfer good
practice and solutions in the development and scaling up
of health and care strategies, policies and service delivery
models, while at the same time supporting the action
groups in their work. The RSCN aspires to be recognized
by the EU Commission as the principal forum and
authority representing all EIP on AHA Reference Sites.
The RSCN will contribute to achieve the goals of the EIP
on AHA by improving health and care outcomes for
citizens across Europe, and the development of sustainable
economic growth and the creation of jobs
BUILDING BRIDGES FOR INNOVATION IN AGEING : SYNERGIES BETWEEN ACTION GROUPS OF THE EIP ON AHA
The Strategic Implementation Plan of the European Innovation Partnership on Active and Healthy Ageing (EIP on AHA) proposed six Action Groups. After almost three years of activity, many achievements have been obtained through commitments or collaborative work of the Action Groups. However, they have often worked in silos and, consequently, synergies between Action Groups have been proposed to strengthen the triple win of the EIP on AHA. The paper presents the methodology and current status of the Task Force on EIP on AHA synergies. Synergies are in line with the Action Groups' new Renovated Action Plan (2016-2018) to ensure that their future objectives are coherent and fully connected. The outcomes and impact of synergies are using the Monitoring and Assessment Framework for the EIP on AHA (MAFEIP). Eight proposals for synergies have been approved by the Task Force: Five cross-cutting synergies which can be used for all current and future synergies as they consider overarching domains (appropriate polypharmacy, citizen empowerment, teaching and coaching on AHA, deployment of synergies to EU regions, Responsible Research and Innovation), and three cross-cutting synergies focussing on current Action Group activities (falls, frailty, integrated care and chronic respiratory diseases).Peer reviewe
Digital services landscape in primary care setting in city of Zagreb; an EIP-AHA reference site case study
European Innovation Partnership on Active
and Healthy Ageing (EIP on AHA) brings together
partners to create innovative solutions to the challenges of
aging. Reference Sites (RS) of the Partnership act as hubs
of innovation and assist the scale-up of identified
solutions. “Blueprint on Digital Transformation of Health
and Care for the Ageing Society” (The Blueprint) is
guiding the shift towards ICT enabled patient-centered
care. To further inform its development, a tool has been
created and piloted across RS, to explore the digital
services landscape and find services that address the needs
of the personas developed for this tool, that represent the
needs of the populations. The aim of this case study was
to explore the digital services ecosystem in primary care
in Zagreb from the services availability and accessibility
perspective, using the personas needs tool. The total of 23
digital services was identified out of which 21 matched at
least one persona need. Each service-need match was
scored against usefulness and accessibility criteria and the
resulting matrix was evaluated using original methods.
The results point to several underperforming services and
provide insight into possible improvement strategies.
Several “workhorse” services were identified that are
heavily dependent on the health workforce. The services
adopted through EIP on AHA twinning schemes
performed well against set criteria. The persona based
tool, along with the original service assessment
methodology based on the tool’s framework provides a
new perspective to the digital services landscape, useful
for planning the areas for improvement and detecting
underperforming services on a system level
Innovative approaches to active and healthy ageing: Campania experience to improve the adoption of innovative good practices
The demographic projections on the
European population predict that people aged over
60 will increase by about two million/year in the next
decades. Since 2012, the Campania Reference Site of
the European Innovation Partnership on Active and
Healthy Ageing supports the innovation of the
Regional Health System, to face up demographic
changes and sustainability. Campania Reference Site
provides the opportunity to connect loco-regional
stakeholders in social and health care services
(universities, healthcare providers, social services,
local communities and municipalities), with
international organizations, in order to adopt and
scale up innovative solutions and approaches. This
paper describes the building process of Campania
Reference Site and the main results achieved, that
have been allowing it to become a hub for open
innovation in the field of active and healthy aging at
regional, national and international level
Strategic Intelligence Monitor on Personal Health Systems Phase 3 (SIMPHS3) - Operational Guidelines for ICT-supported Integrated Care and Independent Living
The guidelines in this report have been developed as part of the Strategic Intelligence Monitor on Personal Health Systems Phase 3 (SIMPHS3) project. Twenty-four ICT-supported integrated care initiatives in the EU were identified which supported integrated care and/or independent living and were either deployed or promising large scale pilots.
The aim of this report is to define a set of recommendations to guide the process of developing and implementing ICT-supported integrated care and independent living, based on the experiences made in these 24 initiatives.

Allergic Rhinitis and its Impact on Asthma (ARIA) Phase 4 (2018) : Change management in allergic rhinitis and asthma multimorbidity using mobile technology
Allergic Rhinitis and its Impact on Asthma (ARIA) has evolved from a guideline by using the best approach to integrated care pathways using mobile technology in patients with allergic rhinitis (AR) and asthma multimorbidity. The proposed next phase of ARIA is change management, with the aim of providing an active and healthy life to patients with rhinitis and to those with asthma multimorbidity across the lifecycle irrespective of their sex or socioeconomic status to reduce health and social inequities incurred by the disease. ARIA has followed the 8-step model of Kotter to assess and implement the effect of rhinitis on asthma multimorbidity and to propose multimorbid guidelines. A second change management strategy is proposed by ARIA Phase 4 to increase self-medication and shared decision making in rhinitis and asthma multimorbidity. An innovation of ARIA has been the development and validation of information technology evidence-based tools (Mobile Airways Sentinel Network [MASK]) that can inform patient decisions on the basis of a self-care plan proposed by the health care professional.Peer reviewe
