    Benefits of Location-Based Access Control:A Literature Study

    Location-based access control (LBAC) has been suggested as a means to improve IT security. By 'grounding' users and systems to a particular location, \ud attackers supposedly have more difficulty in compromising a system. However, the motivation behind LBAC and its potential benefits have not been investigated thoroughly. To this end, we perform a structured literature review, and examine the goals that LBAC can potentially fulfill, \ud the specific LBAC systems that realize these goals and the context on which LBAC depends. Our paper has four main contributions:\ud first we propose a theoretical framework for LBAC evaluation, based on goals, systems and context. Second, we formulate and apply criteria for evaluating the usefulness of an LBAC system. Third, we identify four usage scenarios for LBAC: open areas and systems, hospitals, enterprises, and finally data centers and military facilities. Fourth, we propose directions for future research:\ud (i) assessing the tradeoffs between location-based, physical and logical access control, (ii) improving the transparency of LBAC decision making, and \ud (iii) formulating design criteria for facilities and working environments for optimal LBAC usage

    A survey on cyber security for smart grid communications

    A smart grid is a new form of electricity network with high fidelity power-flow control, self-healing, and energy reliability and energy security using digital communications and control technology. To upgrade an existing power grid into a smart grid, it requires significant dependence on intelligent and secure communication infrastructures. It requires security frameworks for distributed communications, pervasive computing and sensing technologies in smart grid. However, as many of the communication technologies currently recommended to use by a smart grid is vulnerable in cyber security, it could lead to unreliable system operations, causing unnecessary expenditure, even consequential disaster to both utilities and consumers. In this paper, we summarize the cyber security requirements and the possible vulnerabilities in smart grid communications and survey the current solutions on cyber security for smart grid communications. © 2012 IEEE

    Local Government Policy and Planning for Unmanned Aerial Systems

    This research identifies key state and local government stakeholders in California for drone policy creation and implementation, and describes their perceptions and understanding of drone policy. The investigation assessed stakeholders’ positions, interests, and influence on issues, with the goal of providing potential policy input to achieve successful drone integration in urban environments and within the national airspace of the United States. The research examined regulatory priorities through the use of a two-tiered Stakeholder Analysis Process. The first tier consisted of a detailed survey sent out to over 450 local agencies and jurisdictions in California. The second tier consisted of an in-person focus group to discuss survey results as well as to gain deeper insights into local policymakers’ current concerns.     Quality, Non-clinical and Clinical Considerations for Biosimilar Monoclonal Antibody Development: EU, WHO, USA, Canada, and BRICS-TM Regulatory Guidelines

    Objective: The aim was to critically evaluate well-established regulatory agencies mAb biosimilar guidelines for development and marketing authorization about quality, efficacy and safety and compare to BRICS-TM regulations to identify challenges. Materials and Methods: The current valid guidelines of EMA, WHO, USFDA, BGTD/HC, ICH, and BRICS-TM were obtained from official websites and comparative qualitative review was performed. Results: The review revealed that Health Canada uses mAb specific guidelines from EMA or USFDA when necessary. The BRICS agencies (except Russia) have incorporated some or most of the WHO SBP TRS and related annexes in similar national biotechnological/biological guidelines; however, gaps or insufficient information have been identified. The Russian Federation has issued general product registration guideline/s with very brief information about mAbs. The TMMDA (Turkey) has published an updated biosimilar guideline which parallels those of the EMA and the ones from WHO; however, no mAb specific guidelines are published. COFEPRIS (Mexico) has published a biotechnological/biological product registration guideline with no information about mAb. The SAHPRA biosimilar guideline has an annex on mAbs which focuses on non-clinical and clinical aspects. The comparative evaluation of BRICS-TM agencies indicates a gap pertaining to clarification for physico-chemical characterization, manufacturing process, overages and compatibility requirements between biological substances and excipients specifically on mAbs. In vitro assay requirements seem quite aligned with those of WHO, whereas in vivo studies mostly have disparity in terms of necessity, type of studies as well as design and criteria. Clinical safety and efficacy studies are indicated in emerging regulatory agencies, however detailed information pertaining to design, size of populations, requirements for primary and secondary endpoints, clarity and evaluation criteria differ. In general, BRICS-TM agencies allow extrapolation of indications provided that pre-defined conditions are met. Interchangeability, switching and substitution of biosimilars are not defined in most of BRIC-TM guidelines whereas South Africa, by law, allows neither interchangeability nor substitution. Pediatric research remains questionable across BRICS-TM. Conclusions: EMA, USFDA guidelines are broadly aligned with WHO and in addition, they also contain specific requirements pertaining to their own region. BRICS-TM has considerably less defined mAb specific biosimilar development and comparability parameters in their published guidelines.Peer reviewedFinal Published versio

    Business models for deployment and operation of femtocell networks; - Are new cooperation strategies needed for mobile operators?

    In this paper we discuss different business models for deployment and operation of femtocell networks intended for provisioning of public mobile broad band access services. In these types of business cases the operators use femtocells in order to reduce investments in "more costly" macro networks since the traffic can be "offloaded" to "less costly" femtocell networks. This is in contrast to the many business cases presented in Femtoforum where femtocells mainly are discussed as a solution to improve indoor coverage for voice services in homes and small offices, usually for closed user groups The main question discussed in this paper is if "operators need to consider new forms of cooperation strategies in order to enable large scale deployment of femtocells for public access?" By looking into existing solutions for indoor wireless access services we claim that the answer is both "Yes" and "No". No, since many types of cooperation are already in place for indoor deployment. Yes, because mobile operators need to re-think the femtocell specific business models, from approaches based on singe operator networks to different forms of cooperation involving multi-operator solutions, e.g. roaming and network sharing. --

    Enabling Machine Understandable Exchange of Energy Consumption Information in Intelligent Domotic Environments

    In the 21st century, all the major countries around the world are coming together to reduce the impact of energy generation and consumption on the global environment. Energy conservation and its efficient usage has become a top agenda on the desks of many governments. In the last decade, the drive to make homes automated and to deliver a better assisted living picked pace and the research into home automation systems accelerated, usually based on a centralized residential gateway. However most devised solutions fail to provide users with information about power consumption of different house appliances. The ability to collect power consumption information can lead us to have a more energy efficient society. The goal addressed in this paper is to enable residential gateways to provide the energy consumption information, in a machine understandable format, to support third party applications and services. To reach this goal, we propose a Semantic Energy Information Publishing Framework. The proposed framework publishes, for different appliances in the house, their power consumption information and other properties, in a machine understandable format. Appliance properties are exposed according to the existing semantic modeling supported by residential gateways, while instantaneous power consumption is modeled through a new modular Energy Profile ontolog

    Tragedy of the Regulatory Commons: LightSquared and the Missing Spectrum Rights

    The endemic underuse of radio spectrum constitutes a tragedy of the regulatory commons. Like other common interest tragedies, the outcome results from a legal or market structure that prevents economic actors from executing socially efficient bargains. In wireless markets, innovative applications often provoke claims by incumbent radio users that the new traffic will interfere with existing services. Sometimes these concerns are mitigated via market transactions, a la “Coasian bargaining.” Other times, however, solutions cannot be found even when social gains dominate the cost of spillovers. In the recent “LightSquared debacle,” such spectrum allocation failure played out. GPS interests that access frequencies adjacent to the band hosting LightSquared’s new nationwide mobile network complained that the wireless entrant would harm the operation of locational devices. Based on these complaints, regulators then killed LightSquared’s planned 4G network. Conservative estimates placed the prospective 4G consumer gains at least an order of magnitude above GPS losses. “Win win” bargains were theoretically available, fixing GPS vulnerabilities while welcoming the highly valuable wireless innovation. Yet transaction costs—largely caused by policy choices to issue limited and highly fragmented spectrum usage rights (here in the GPS band)—proved prohibitive.
