Development of a generic activities model of command and control
This paper reports on five different models of command and control. Four different models are reviewed: a process model, a contextual control model, a decision ladder model and a functional model. Further to this, command and control activities are analysed in three distinct domains: armed forces, emergency services and civilian services. From this analysis, taxonomies of command and control activities are developed that give rise to an activities model of command and control. This model will be used to guide further research into technological support of command and control activities
Complex Actions for Event Processing
Automatic reactions triggered by complex events have been
deployed with great success in particular domains, among
others, in algorithmic trading, the automatic reaction to realtime
analysis of marked data. However, to date, reactions
in complex event processing systems are often still limited
to mere modifications of internal databases or are realized
by means similar to remote procedure calls.
In this paper, we argue that expressive complex actions
with support for composite work
ows and integration of
so called external actions are desirable for a wide range
of real-world applications among other emergency management.
This article investigates the particularities of external
actions needed in emergency management, which are initiated
inside the event processing system but which are actually
executed by external actuators, and discuss the implications
of these particularities on composite actions. Based
on these observations, we propose versatile complex actions
with temporal dependencies and a seamless integration of
complex events and external actions. This article also investigates
how the proposed integrated approach towards
complex events and complex actions can be evaluated based
on simple reactive rules. Finally, it is shown how complex actions
can be deployed for a complex event processing system

Solution and quality robust project scheduling: a methodological framework.
The vast majority of the research efforts in project scheduling over the past several years has concentrated on the development of exact and suboptimal procedures for the generation of a baseline schedule assuming complete information and a deterministic environment. During execution, however, projects may be the subject of considerable uncertainty, which may lead to numerous schedule disruptions. Predictive-reactive scheduling refers to the process where a baseline schedule is developed prior to the start of the project and updated if necessary during project execution. It is the objective of this paper to review possible procedures for the generation of proactive (robust) schedules, which are as well as possible protected against schedule disruptions, and for the deployment of reactive scheduling procedures that may be used to revise or re-optimize the baseline schedule when unexpected events occur. We also offer a methodological framework that should allow project management to identify the proper scheduling methodology for different project scheduling environments. Occupational Safety and Health (OSH) management systems: towards development of safety and health culture
The unsatisfactory OSH record of the construction industry has always been highlighted. It is because the OSH management system is a neglected area and a function that has not been pursued systematically in the construction industry. Safety is an important issue, but many employers do not feel it is vital to the success of companies. For a long time, the construction industry has been labeled as with poor OSH culture and performance. But a mature construction company is still able to perform well in safety area. This type of company usually set their OSH goals for the continuous improvement in overall. Understanding the concept of the OSH management system will help us to understand the application of OSH management system in Malaysia and legislation needs to follow by industry. The rules and legislation are always protecting the worker safety and ensuring healthy workplaces. The main purpose of the rules and legislation is to prevent accidents, ill health and injury at workplaces. Design for safety: theoretical framework of the safety aspect of BIM system to determine the safety index
Despite the safety improvement drive that has been implemented in the construction industry in Singapore for many years, the industry continues to report the highest number of workplace fatalities, compared to other industries. The purpose of this paper is to discuss the theoretical framework of the safety aspect of a proposed BIM System to determine a Safety Index. An online questionnaire survey was conducted to ascertain the current workplace safety and health situation in the construction industry and explore how BIM can be used to improve safety performance in the industry. A safety hazard library was developed based on the main contributors to fatal accidents in the construction industry, determined from the formal records and existing literature, and a series of discussions with representatives from the Workplace Safety and Health Institute (WSH Institute) in Singapore. The results from the survey suggested that the majority of the firms have implemented the necessary policies, programmes and procedures on Workplace Safety and Health (WSH) practices. However, BIM is still not widely applied or explored beyond the mandatory requirement that building plans should be submitted to the authorities for approval in BIM format. This paper presents a discussion of the safety aspect of the Intelligent Productivity and Safety System (IPASS) developed in the study. IPASS is an intelligent system incorporating the buildable design concept, theory on the detection, prevention and control of hazards, and the Construction Safety Audit Scoring System (ConSASS). The system is based on the premise that safety should be considered at the design stage, and BIM can be an effective tool to facilitate the efforts to enhance safety performance.
