    A Human-Centered Approach for Designing Decision Support Systems

    The choice to include the human in the decision process affects four key areas of system design: problem representation, system analysis and design, solution technique selection, and interface requirements specification. I introduce a design methodology that captures the necessary choices associated with each of these areas. In particular I show how this methodology is applied to the design of an actual decision Support system for satellite operations scheduling. Supporting the user\u27s ability to monitor the actions of the system and to guide the decision process of the system are two key considerations in the successful design of a decision support system. Both of these points rely on the correct specification of human-computer interaction points. Traditional, computer-centered system design approaches do not do this well, if at all, and are insufficient for the design of decision support systems. These approaches typically leave the definition of human-computer interaction points till after the component and system level designs are complete. This is too late however since the component and system level design decisions can impose inflexible constraints on the choice of the human-computer interaction points. This often leads to the design of human-computer interaction points that are only good enough. These approaches result in ill-conceived problem representations and poor user-system interaction points because the system lacks the underlying architecture to support these constructs efficiently.     Development of a case tool to support decision based software development

    A summary of the accomplishments of the research over the past year are presented. Achievements include: made demonstrations with DHC, a prototype supporting decision based software development (DBSD) methodology, for Paramax personnel at ODU; met with Paramax personnel to discuss DBSD issues, the process of integrating DBSD and Refinery and the porting process model; completed and submitted a paper describing DBSD paradigm to IFIP '92; completed and presented a paper describing the approach for software reuse at the Software Reuse Workshop in April 1993; continued to extend DHC with a project agenda, facility necessary for a better project management; completed a primary draft of the re-engineering process model for porting; created a logging form to trace all the activities involved in the process of solving the reengineering problem, and developed a primary chart with the problems involved by the reengineering process

    Advanced Manned Launch System (AMLS) study

    To assure national leadership in space operations and exploration in the future, NASA must be able to provide cost effective and operationally efficient space transportation. Several NASA studies and the joint NASA/DoD Space Transportation Architecture Studies (STAS) have shown the need for a multi-vehicle space transportation system with designs driven by enhanced operations and low costs. NASA is currently studying an advanced manned launch system (AMLS) approach to transport crew and cargo to the Space Station Freedom. Several single and multiple stage systems from air-breathing to all-rocket concepts are being examined in a series of studies potential replacements for the Space Shuttle launch system in the 2000-2010 time frame. Rockwell International Corporation, under contract to the NASA Langley Research Center, has analyzed a two-stage all-rocket concept to determine whether this class of vehicles is appropriate for the AMLS function.     Decision support system for supply chain risk management

This deceptively simple question has fascinated mankind since time immemorial. The question in fact forms the basis of risk management. The focus of this thesis is the risk management of supply chains. Any factor that is likely to disrupt the procurement, production, or delivery of a good or a service constitutes a supply chain risk. As several case studies from around the world indicate [4], disruptions to an enterprise's supply chain could be catastrophic to business, human safety, market competitiveness, and even national and international economies. It is therefore imperative that an a priori assessment of the factors that pose a risk to the supply chain be conducted and contingency plans developed at strategic, tactical, and operational levels to monitor and mitigate those risks. This thesis will identify all major risks that are likely to disrupt a supply chain; identify the data needed to continuously monitor each risk; suggest a synthesized framework for managing supply chain risks; propose different models to quantify risks and asses their consequences; and suggest guidelines for model use. Further, it will present a case study based on the models developed and propose a decision support system based on these models and necessary data. This work will help enterprises develop risk management plans at the strategic, tactical and operational levels, along various time horizons, and be able to execute them when supply chain risks are encountered.     Networks and distributed systems have formed the basis of an ongoing communications revolution that has led to the genesis of a wide variety of services. The constantly increasing size and complexity of these systems does not come without problems. In some organisations, the deployment of Information Technology has reached a state where the benefits from downsizing and rightsizing by adding new services are undermined by the effort required to keep the system running. Management of networks and distributed systems in general has a straightforward goal: to provide a productive environment in which work can be performed effectively. The work required for management should be a small fraction of the total effort. Most IT systems are still managed in an ad hoc style without any carefully elaborated plan. In such an environment the success of management decisions depends totally on the qualification and knowledge of the administrator. The thesis provides an analysis of the state of the art in the area of Network and System Management and identifies the key requirements that must be addressed for the provisioning of Integrated Management Services. These include the integration of the different management related aspects (i.e. integration of heterogeneous Network, System and Service Management). The thesis then proposes a new framework, INSMware, for the provision of Management Services. It provides a fundamental basis for the realisation of a new approach to Network and System Management. It is argued that Management Systems can be derived from a set of pre-fabricated and reusable Building Blocks that break up the required functionality into a number of separate entities rather than being developed from scratch. It proposes a high-level logical model in order to accommodate the range of requirements and environments applicable to Integrated Network and System Management that can be used as a reference model. A development methodology is introduced that reflects principles of the proposed approach, and provides guidelines to structure the analysis, design and implementation phases of a management system. The INSMware approach can further be combined with the componentware paradigm for the implementation of the management system. Based on these principles, a prototype for the management of SNMP systems has been implemented using industry standard middleware technologies. It is argued that development of a management system based on Componentware principles can offer a number of benefits. INSMware Components may be re-used and system solutions will become more modular and thereby easier to construct and maintain

    First-line management: the critical link between goal perception and performance. A multicultural study of Canadian and Japanese first-line managers.

    The need to be and stay competitive has corporations reassessing their organisation and management processes. Productivity, performance management and motivation include goals as one of their basic building blocks. These concepts, when operationalised, highlight the role and effectiveness of fîrst-line managers, who directly control the majority of human resources. Changes in organisational design such as leaner and flatter management structure, combined with employee empowerment, further underscore the pivotal role of first-line managers. They represent a key link in the management chain. Yet, it is evident that the focus or nature of goals, specifically at the first-line management level, is left largely untouched in the literature. Many disciplines explore the topic of goals. The number of variables that affect the outcome explodes as each field conveys its own perspective. Existing research either investigates goals in a controlled environment, anecdotal by relating corporate practices or case studies of a general nature, or posits a paradigm from the perspective of the author's discipline. Some research addresses the features of goals whilst others concentrate on the factors affecting outcome. This situation has raised the question as to the nature and focus of goals: the 'end' or the 'means'? It is acknowledged that there is a lack of research dealing with the 'actual' focus of goals. The objective of this thesis is to fill this gap in the literature with respect to the first-line manager's perception of goals. This study aims to ascertain the nature of goals as perceived by first-line managers. A survey conducted in Canada and Japan contrasts first-line managers' responses as well as provides a valuable insight on the effect that different management practices have on the nature of goals. It is evident that much has been written about Japanese practices at the corporate level as a whole, but little information is available on individual performance orientation, particularly at the first-line management level. The data collected in this research furnishes a deeper insight on goals and some factors that affect performance, as perceived by first-line managers. Goals can take a variety of forms and focus. As such, it was deemed imperative not to bias responses by producing pre-selected categories but to employ open-ended questions. The use of phenomenological mapping is not intended to test a particular hypothesis but aims to understand the situation by allowing the data to speak for itself. The results supply a first-hand understanding as to the actual focus of first-line managers, unadulterated by theories and speculations. A number of fmdings have evolved. The choice between 'end' or 'means' goals is related to basic management philosophies which are characteristic of the two populations. The general conclusion is that the values of the organisation are reflected in the type of goals being pursued. The same values are also reflected in the training received - or absence of it - and, eventually, are evident in the nature of goals being set. This duality of perspective is also found in the literature. On one hand, goal or outcome oriented employees willing to make tough decisions are key managerial characteristics to be displayed by individuals who want to progress within the organisation. On the other hand, many preach the basic philosophy that employees are a key resource which should be developed to achieve better results. These two concepts are expounded independently of each other in the literature. The general fïeld of research does not provide any criteria to measure the superiority of one System over the other; their mutual exclusivity is usually implied. It suffices to say that output goals are necessary under both Systems but not suffïcient to assure adequate attention to the human side of the equation. The research does widen the existing literature in a number of areas. Firstly, it illustrates how corporate managerial practices and values influence the outlook of first-line managers; while such a phenomenon has been postulated in the past. The results of the survey demonstrate it categorically. Secondly, it demonstrates how two viable perspectives of goals, the 'end' or the 'means', are as present in the academic thinking as, they are in the work environment. Thirdly, the goal perspective of first-line managers, indicates that a different focus may be necessary to be commensurate with their respective roles and responsibilities as compared to the rest of the organisation. The apparent dichotomy in the literature, between 'end' goals and 'means' goals, is also found between the responses of the two populations. The results clearly show that there is a need to rethink corporate practices in the area of human development, especially at the first-line management level. In addition to providing insights on goals, adequacy and recognition, this research implicitly raises the issue of the role which corporations should play in moulding human behaviour, and more specifically that of first-line managers. Conversely, there is the question of the degree to which individuality and personal responsibility for skill development should be left to the individual to decide. Better understanding of the nature of goals in the mind of first-line managers should enable organisations to effectively address the practice of goal setting and the management process entailed. There are some limitations within the research. The qualitative nature of the research, due to the use of open-ended questions, requires interpretative analysis of responses. The choice of categories, while free-flowing from the data, could also be considered as subjective. However, external audit of the tabulation, through the independent evaluation performed by an interrater, proved the process to be consistent. Through triangulation between existing published practices, plant visits and interviews as well as the internal consistency between the responses to different questions, the results of the tabulation exhibit congruity. The thesis comprises fifteen chapters, organised into four major sections. Part I contains the theoretical content of the research. It provides the backdrop for the importance of goals and the relationship with productivity, the different paradigms being put forth, a detailed discussion on the nature of goals and the key role of first-line managers. Part II describes the design of the survey and the analytical procedures employed. Part III presents the actual tabulation of the data with observations related to the results. Part IV analyses and discusses the major findings in context with the theories expounded and as well, provides conclusions and recommendations for future research

    Proceedings of the Fifteenth Annual Software Engineering Workshop

    The Software Engineering Laboratory (SEL) is an organization sponsored by GSFC and created for the purpose of investigating the effectiveness of software engineering technologies when applied to the development of applications software. The goals of the SEL are: (1) to understand the software development process in the GSFC environment; (2) to measure the effect of various methodologies, tools, and models on this process; and (3) to identify and then to apply successful development practices. Fifteen papers were presented at the Fifteenth Annual Software Engineering Workshop in five sessions: (1) SEL at age fifteen; (2) process improvement; (3) measurement; (4) reuse; and (5) process assessment. The sessions were followed by two panel discussions: (1) experiences in implementing an effective measurement program; and (2) software engineering in the 1980's.
