    Regional collective learning processes, innovation and growth of high technology SMEs: The case of the Cambridge region

    Recent theoretical research on the technological development of dynamic European regions has drawn attention to the supposedly key role of "untraded interdependencies" between local firms and other organisations (Storper, 1995), involving informal inter-firm networking (Yeung, 1994) and processes of "collective learning" (Camagni, 1991, Lorenz, 1992). These processes, which involve exchange and development of technological expertise, are seen as being based on relationships of trust and reciprocity, while the networks and processes themselves are viewed as influential in the recent evolution of dynamic regional clusters of innovative small and medium sized enterprises. The paper will attempt to assess the extent, importance and nature of collective learning processes in the specific caseof technology-intensive firms in the Cambridge region recenty descried as the "nearest thing in Europe to Silicon Valley" (Martin 1996). Based on an original interview survey of technology-based enterprises, the paper will asses the role of technology firm spin-off and acquistion, inter-firm research and technology collaboration, and scientific and professional labour market recruitment, in the development of local technological competencies and collective learning capabilities. Alltention will also be paid to the role of key local instiutions and supporting business services in this regard. The paper will conclude by condsidering implications for policy.

    Communities, Knowledge Creation, and Information Diffusion

    In this paper, we examine how patterns of scientific collaboration contribute to knowledge creation. Recent studies have shown that scientists can benefit from their position within collaborative networks by being able to receive more information of better quality in a timely fashion, and by presiding over communication between collaborators. Here we focus on the tendency of scientists to cluster into tightly-knit communities, and discuss the implications of this tendency for scientific performance. We begin by reviewing a new method for finding communities, and we then assess its benefits in terms of computation time and accuracy. While communities often serve as a taxonomic scheme to map knowledge domains, they also affect how successfully scientists engage in the creation of new knowledge. By drawing on the longstanding debate on the relative benefits of social cohesion and brokerage, we discuss the conditions that facilitate collaborations among scientists within or across communities. We show that successful scientific production occurs within communities when scientists have cohesive collaborations with others from the same knowledge domain, and across communities when scientists intermediate among otherwise disconnected collaborators from different knowledge domains. We also discuss the implications of communities for information diffusion, and show how traditional epidemiological approaches need to be refined to take knowledge heterogeneity into account and preserve the system's ability to promote creative processes of novel recombinations of idea

    According to the IST/ FET proactive initiative on GLOBAL COMPUTING, the goal is to obtain techniques (models, frameworks, methods, algorithms) for constructing systems that are flexible, dependable, secure, robust and efficient. The dominant concerns are not those of representing and manipulating data efficiently but rather those of handling the co-ordination and interaction, security, reliability, robustness, failure modes, and control of risk of the entities in the system and the overall design, description and performance of the system itself. Completely different paradigms of computer science may have to be developed to tackle these issues effectively. The research should concentrate on systems having the following characteristics: ‱ The systems are composed of autonomous computational entities where activity is not centrally controlled, either because global control is impossible or impractical, or because the entities are created or controlled by different owners. ‱ The computational entities are mobile, due to the movement of the physical platforms or by movement of the entity from one platform to another. ‱ The configuration varies over time. For instance, the system is open to the introduction of new computational entities and likewise their deletion. The behaviour of the entities may vary over time. ‱ The systems operate with incomplete information about the environment. For instance, information becomes rapidly out of date and mobility requires information about the environment to be discovered. The ultimate goal of the research action is to provide a solid scientific foundation for the design of such systems, and to lay the groundwork for achieving effective principles for building and analysing such systems. This workshop covers the aspects related to languages and programming environments as well as analysis of systems and resources involving 9 projects (AGILE , DART, DEGAS , MIKADO, MRG, MYTHS, PEPITO, PROFUNDIS, SECURE) out of the 13 founded under the initiative. After an year from the start of the projects, the goal of the workshop is to fix the state of the art on the topics covered by the two clusters related to programming environments and analysis of systems as well as to devise strategies and new ideas to profitably continue the research effort towards the overall objective of the initiative.     The impact of ICT sophistication on geographically distant networks: the case of space physics as seen from France

    This paper examines scientific collaboration between French public research teams and distant partners. We first analyse the role and the development of trust and then, the relation between the degree of sophistication of Information and Communication Technologies (ICT) and the constraint of geographical proximity. In that purpose, we present a typology of the different kinds of knowledge and a classification of technologies. A case study in the field of space physics allows us to confront our theoretical elements to real life. We study the evolution of ICT sophistication parallel to collaboration patterns.     Conceptualizing the Role of Geographical Proximity in Project Based R&D Networks: A Literature Survey

    Empirical evidence shows that research is being carried out more in cooperation or in collaboration with others, and the networks described by these collaborative research activities are becoming more and more complex. This phenomenon brings about new strands of research questions and opens up a different research context in the area of geography of innovation. The recent set of literature addressing these new issues shows a high degree of variation in terms of focus, approaches and methodology. Hence to elucidate the relationship between networks and geography it is crucial to have a review them. In this regard, this study focuses on a particular type of networks, namely, project based R&D networks and aims at describing the state-of-the-art in explaining the specificity of geography in formation and evolution of such networks. Towards this aim, we framed the discussion along four lenses: the specificity of geography in partner choice, in successful execution of the collaboration, in the resulting innovation performance both at the organizational and regional level, and the spatio-temporal evolution of networks. The overview provided by the survey is suggestive regarding the theorization of geography and network relationship, and informative regarding the issues demanding further research effort, and promising extensions.

    Quantifying the impact of weak, strong, and super ties in scientific careers

    Scientists are frequently faced with the important decision to start or terminate a creative partnership. This process can be influenced by strategic motivations, as early career researchers are pursuers, whereas senior researchers are typically attractors, of new collaborative opportunities. Focusing on the longitudinal aspects of scientific collaboration, we analyzed 473 collaboration profiles using an ego-centric perspective which accounts for researcher-specific characteristics and provides insight into a range of topics, from career achievement and sustainability to team dynamics and efficiency. From more than 166,000 collaboration records, we quantify the frequency distributions of collaboration duration and tie-strength, showing that collaboration networks are dominated by weak ties characterized by high turnover rates. We use analytic extreme-value thresholds to identify a new class of indispensable `super ties', the strongest of which commonly exhibit >50% publication overlap with the central scientist. The prevalence of super ties suggests that they arise from career strategies based upon cost, risk, and reward sharing and complementary skill matching. We then use a combination of descriptive and panel regression methods to compare the subset of publications coauthored with a super tie to the subset without one, controlling for pertinent features such as career age, prestige, team size, and prior group experience. We find that super ties contribute to above-average productivity and a 17% citation increase per publication, thus identifying these partnerships - the analog of life partners - as a major factor in science career development.Comment: 13 pages, 5 figures, 1 Tabl
