    Disturbances, robustness and adaptation in forest commons: comparative insights from two cases in the Southeastern Alps

    Exposure to disturbances of different nature and scale can represent a threat for the survival of rural communities but also a stimulus to adjustment. Disturbance, robustness and adaptation are here examined through the lens of Forest Commons, as a typical institution, developed by communities in the southeastern Alps since several centuries. The paper relies on Commons' theory and further developments and carries out a historically-embedded analysis of disturbances, robustness and adaptation in Forest Commons of Slovenia and Veneto (Italy). Data have been drawn from multiple sources, following an approach based on an area scale and later on case-studies. The analysis focuses on evidence of Forest Commons\ub4 reactions to disturbances induced by political changes and State actions. Ostrom's design principles are used to test robustness of eight selected cases and identification of their adaptation patterns. The paper concludes by confirming Forest Commons as robust and adaptive socio-ecological systems and thus useful in Community Forestry conceptualisation. However, thanks to its cross-border analysis, it also points out future research needs for their better understanding

    Towards resilience through systems-based plant breeding. A review

    How the growing world population can feed itself is a crucial, multi-dimensional problem that goes beyond sustainable development. Crop production will be affected by many changes in its climatic, agronomic, economic, and societal contexts. Therefore, breeders are challenged to produce cultivars that strengthen both ecological and societal resilience by striving for six international sustainability targets: food security, safety and quality; food and seed sovereignty; social justice; agrobiodiversity; ecosystem services; and climate robustness. Against this background, we review the state of the art in plant breeding by distinguishing four paradigmatic orientations that currently co-exist: community-based breeding, ecosystem-based breeding, trait-based breeding, and corporate-based breeding, analyzing differences among these orientations. Our main findings are: (1) all four orientations have significant value but none alone will achieve all six sustainability targets; (2) therefore, an overarching approach is needed: “systems-based breeding,” an orientation with the potential to synergize the strengths of the ways of thinking in the current paradigmatic orientations; (3) achieving that requires specific knowledge development and integration, a multitude of suitable breeding strategies and tools, and entrepreneurship, but also a change in attitude based on corporate responsibility, circular economy and true-cost accounting, and fair and green policies. We conclude that systems-based breeding can create strong interactions between all system components. While seeds are part of the common good and the basis of agrobiodiversity, a diversity in breeding approaches, based on different entrepreneurial approaches, can also be considered part of the required agrobiodiversity. To enable systems-based breeding to play a major role in creating sustainable agriculture, a shared sense of urgency is needed to realize the required changes in breeding approaches, institutions, regulations and protocols. Based on this concept of systems-based breeding, there are opportunities for breeders to play an active role in the development of an ecologically and societally resilient, sustainable agriculture

    The concept of multiple-use water services and systems (MUS) has received increasingattention in international water and development fora and has emerged as a promising wayto enhance the social and gender equity and productivity of water systems designed forsingle use, e.g. for irrigation or water supply. In Nepal, several MUS models have beenpiloted and implemented for more than a decade by the International DevelopmentEnterprises (iDE) and a few other development organizations. Whereas the short-termbenefits of these systems on gender relationships, women's empowerment, nutrition andhealth have been documented, the sustainability and resilience of these systems has not yetbeen analyzed. The latter is the focus of the research study presented in this report, whichwas conducted by the International Water Management Institute (IWMI) in Western Nepalas part of the USAID-funded Market Access and Water Technology for Women (MAWTW)project

    Evaluation of the National Parks Sustainable Development Fund

    The Sustainable Development Fund (SDF) is a new pilot funding stream for English National Park Authorities and the Broads Authority (henceforth collectively NPAs or ‘Parks’), launched in July 2002 by the Department of Environment, Food and Rural Affairs (Defra). The aim is to provide a flexible and non-bureaucratic means of funding projects that “aid the achievement of National Park purposes by encouraging individuals, community groups and businesses to cooperate together to develop practical sustainable solutions to the management of their activities”. SDF is a novel and unique funding stream intended to support original and innovative projects. Although the funding is relatively small (some £2.6m or £325,000 per park over the 18 months to this report) the aim is ambitious; with a minimum of preconceptions or formalities, to “develop and test new ways of achieving a more sustainable way of living in the countryside”. In each Park, small SDF Panels, serviced by, but at arms length from, the NPA have been established to oversee delivery of the Fund, to foster innovative projects and to monitor their outcomes at Park level. The SDF Prospectus declares that monitoring and evaluation are to involve a “very light touch regime”.. Auditing of individual projects by the SDF panel is to be achieved mainly by maintaining close contact with the projects as they develop. Whilst responsibility may be delegated, panel members are encouraged to take a personal interest in projects. Each NPA is required to submit to the Minister of State for Rural Affairs (and to copy to the Countryside Agency) an annual report. This should summarise the performance of the fund against performance indicators which are to be developed by NPAs themselves in the light of experience of the fund. First Annual Reports must be submitted to the Minister of State for Rural Affairs (and copied to the Countryside Agency) at the end of March 2004 NPAs are encouraged to learn from the experience of delivering the Fund and to promote the results to a wider rural audience. In addition to this Park level monitoring, the Countryside Agency (CA) on behalf of Defra has commissioned the Centre for European Protected Area Research (CEPAR) to conduct an evaluation of how SDF has performed against its key objectives after the first eighteen months of its operation, to aid decisions about the future of the scheme from April 2005

    Yield Measures for Special-Interest Australian Inbound Tourism Markets

    Different tourism stakeholders mean different things by ‘yield’ and this presents a barrier to communication and policy discussion. Primarily, this paper provides an overview of different concepts of yield. It also operationalizes several of these measures using inbound tourism expenditure data for Australia so that the origin markets and market segments identified as generating high yields under the various measures can be compared. The paper further identifies the manner in which the concept of yield can be broadened to embrace sustainable yield by incorporating measures of environmental and social impact. It concludes with a discussion of the policy implications of the study

    Sanitation and Externalities: Evidence from Early Childhood Health in Rural India

    This paper estimates two sources of benefits, one direct and the other external, related to sanitation infrastructure access on early childhood health: a direct benefit a household receives when moving from open to fixed-point defecation or from unimproved sanitation to improved sanitation, and an external benefit (externality) produced by the neighborhood's access to sanitation infrastructure. Using a sample of children under 48 months in rural areas of India, it finds evidence of positive and significant direct and concave positive external effects
