    Autonomy, participation, and learning in Argentine schools - findings andtheir implications for decentralization

    According to a theoretical model, school autonomy and parental participation in schools, can increase student learning through separate channels. Greater school autonomy increases the rent that can be distributed among stakeholders in the school, while institutions for parental participation (such as school board) empower parents to command a larger share of this surplus - for example, through student learning. Using a rich cross-sectional data set from Argentine schools (sixth and seventh grades), the authors find that autonomy, and participation raise student test scores for a given level of inputs, in a multiplicative way, consistent with the model. Autonomy has a direct effect on learning (but not for very low levels of participation), while participation affects learning only through the mediation of the effect of autonomy. The results are robust to a variety of robustness checks, and for sub-samples of children from poor households, children of uneducated mothers, schools with low mean family wealth, and public schools. It is possible that autonomy, and participation are endogenously determined, and that this biases the results - the data available do not allow this to be ruled out with certainty. Plausible predicators of autonomy, and participation are also plausible predicators of test scores, and they fail tests for the over-identifying restrictions. Heuristically argued, however, the potential for correlation with unobserved variables may be limited: the data set is rich in observed variables, and autonomy and participation show very low correlation with observed variables. Subject to these caveats, the results may be relevant to decentralization in two ways. First, as decentralization moves responsibility from the central, toward the provincial or local government, the results should be directly relevant if the decentralization increases autonomy, and participation in schools. Second, if the results are interpreted as representing a more general effect of moving decision-making toward users, and the local community, the results are relevant even if little happens to autonomy, and participation in schools.     Productivity growth and product variety : gains from imitation and education

    Is there a correlation between productivity and product variety? Certainly it appears that the rich countries are more productive and have more product variety than the poor nations. In fact, the relationship is quite strong when measured in levels. Does this same correlation hold up when measured in growth rates? If so, can poor countries imitate the success of the rich? Addison provides theoretical and empirical reasons to believe the answer to both questions is yes. Recent economic theory suggests that rising variety in factor inputs can help avoid diminishing marginal returns. Product variety can also sustain learning-by-doing which would otherwise be exhausted in a fixed number of products. Finally, invention or imitation adds to the stock of non-rival knowledge. There have been only two previous empirical tests of the correlation between growth in product variety and productivity growth. Both were affirmative but neither examined a wide range of developing countries and neither looked deeper to test what might drive product variety. This research is based on a cross-country sample of 29 countries (13 rich and 16 poor). The data display a statistically significant and positive relationship between growth in product variety and productivity growth when condition on other variables such as research and development (R&D) employment, macroeconomic stability, and domestic security. These results are robust to the addition and subtraction of various explanatory variables but fragile with respect to an influential data point for Venezuela. Industrial nations tend to generate most of their productivity gains through R&D employment in a stable environment that results in better production processes and product quality. In contrast, the largest source of productivity growth in developing countries is product variety imitation while instability takes away from productivity. Addison tests various explanations for growth in variety. The results show that nations furthest from the frontier of observable variety tend to imitate fastest, with the ability to imitate being improved by educational attainment and by productivity gains. This could be a source of hope for small, less developed nations. Growth in market size was not correlated with growth in variety, though this may be due to a rather short sample period of only eight years.     Crossing MGLS with the Middle Grades Research Agenda: A Guide for Researchers

    For the past several years, leaders in middle grades education research have strengthened their call for more methodologically robust quantitative research to address important questions in the field. Recently, two important routes towards addressing this call have emerged: the Middle Grades Longitudinal Study from the National Center for Education Statistics, and a new research agenda from the Middle Level Education Research Special Interest Group of the American Educational Research Association. In this paper, we conduct a content analysis of the items in the forthcoming longitudinal study in light of the extant research agenda. Results indicate that research questions in eight sections of the agenda are moderately to well-addressed by the data, and that the longitudinal study will provide rich contextual data related to many others. The concurrent emergence of the research agenda and this data offers an opportunity for the research community to engage in high-level quantitative research with a middle grades lens to inform future policy.     Earthquake propensity and the politics of mortality prevention

    Governments can significantly reduce earthquake mortality by implementing and enforcing quake-proof construction regulation. The authors examine why many governments do not. Contrary to intuition, controlling for the strength and location of actual earthquakes, mortality is lower in countries with higher earthquake propensity, where the payoffs to mortality prevention are higher. Importantly, however, the government response to earthquake propensity depends on country income and the political incentives of governments to provide public goods to citizens. The opportunity costs of earthquake mortality prevention are higher in poorer countries; rich countries invest more in mortality prevention than poor countries in response to a higher earthquake propensity. Similarly, governments that have fewer incentives to provide public goods, such as younger democracies, autocracies with less institutionalized ruling parties and countries with corrupt regimes, respond less to an elevated quake propensity. They therefore have higher mortality at any level of quake propensity compared to older democracies, autocracies with highly institutionalized parties and non-corrupt regimes, respectively.
