    Carbon Free Boston: Social equity report 2019

    OVERVIEW: In January 2019, the Boston Green Ribbon Commission released its Carbon Free Boston: Summary Report, identifying potential options for the City of Boston to meet its goal of becoming carbon neutral by 2050. The report found that reaching carbon neutrality by 2050 requires three mutually-reinforcing strategies in key sectors: 1) deepen energy efficiency while reducing energy demand, 2) electrify activity to the fullest practical extent, and 3) use fuels and electricity that are 100 percent free of greenhouse gases (GHGs). The Summary Report detailed the ways in which these technical strategies will transform Boston’s physical infrastructure, including its buildings, energy supply, transportation, and waste management systems. The Summary Report also highlighted that it is how these strategies are designed and implemented that matter most in ensuring an effective and equitable transition to carbon neutrality. Equity concerns exist for every option the City has to reduce GHG emissions. The services provided by each sector are not experienced equally across Boston’s communities. Low-income families and families of color are more likely to live in residences that are in poor physical condition, leading to high utility bills, unsafe and unhealthy indoor environments, and high GHG emissions.1 Those same families face greater exposure to harmful outdoor air pollution compared to others. The access and reliability of public transportation is disproportionately worse in neighborhoods with large populations of people of color, and large swaths of vulnerable neighborhoods, from East Boston to Mattapan, do not have ready access to the city’s bike network. Income inequality is a growing national issue and is particularly acute in Boston, which consistently ranks among the highest US cities in regards to income disparities. With the release of Imagine Boston 2030, Mayor Walsh committed to make Boston more equitable, affordable, connected, and resilient. The Summary Report outlined the broad strokes of how action to reach carbon neutrality intersects with equity. A just transition to carbon neutrality improves environmental quality for all Bostonians, prioritizes socially vulnerable populations, seeks to redress current and past injustice, and creates economic and social opportunities for all. This Carbon Free Boston: Social Equity Report provides a deeper equity context for Carbon Free Boston as a whole, and for each strategy area, by demonstrating how inequitable and unjust the playing field is for socially vulnerable Bostonians and why equity must be integrated into policy design and implementation. This report summarizes the current landscape of climate action work for each strategy area and evaluates how it currently impacts inequity. Finally, this report provides guidance to the City and partners on how to do better; it lays out the attributes of an equitable approach to carbon neutrality, framed around three guiding principles: 1) plan carefully to avoid unintended consequences, 2) be intentional in design through a clear equity lens, and 3) practice inclusivity from start to finish

    This document presents ex-ante impact evaluations of research for development projects related to aquaculture in Bangladesh, Malawi and Ghana. The Ghana chapter also includes an ex-ante evaluation of a fisheries project. The case studies utilized preliminary versions of guidelines developed specifically for ex-ante evaluations of aquaculture and fisheries projects. The guidelines, found in A Practical Guide for Ex-Ante Impact Evaluations in Fisheries and Aquaculture, are designed to provide an approach for a qualitative examination of the potential for a project to deliver impacts. Using a conceptual framework based on the outcome focus of results-based management, the guidelines stress careful examination of the setting, internal consistency, a sound theory of change, and an examination of stakeholders’ interests and potential partnerships. The case study reports illustrate the variability with which the guidelines may be interpreted and applied. The different teams, operating with limited time and budget that constrained the collection of new data, were forced to utilize existing secondary data and information and consult with key stakeholders to complete their analyses. The varying levels of reporting reflect the differences among the cases in the amounts of existing information and variety of stakeholders potentially involved in the projects being examined

    In this paper we show the advantages of staged investments for venture capitalists. We develop an option-pricing model that enables to evaluate the flexibility acquired by a venture capitalist when he stages his investment process. Instead of investing a fixed amount at the beginning of the investment, the venture capitalist proceeds to a staged investment (one first investment and a second investment). The second investment will be triggered by a successful achievement of the first investment. Should the first investment be unsuccessful, the second investment will not be executed. Staging the investment in two phases enables the investor to reduce its uncertainty at the beginning of the project.     Strengthening Climate-Resilient Agricultural Systems in South Asia: CCAFS South Asia Regional Meeting Report

    State of the art discourse on agriculture and climate change, lays emphasis on the dual role of agriculture in adapting to and mitigating climate change. Recognising the same, many countries are laying emphasis on agriculture while preparing their national adaptation plans (NAPs). In congruence with the world’s agenda to facilitate sustainable agricultural practices, while reducing poverty and hunger, CCAFS has been working for last 10 years to generate innovative solutions to promote more adaptable and resilient agriculture and food systems. South Asia regional office of Climate Change Agriculture and Food Security (CCAFS) has been: generating research based knowledge, mainstreaming climate variability and climate change issues into development strategies and institutional agendas; enhancing people's understanding of climate change issues; and facilitating informed decisions on policies and actions based on the best available information and data in India, Nepal and Bangladesh, with extended research and knowledge based services extended onto Bhutan and Sri Lanka. With the vision of drawing learnings from the work done so far to elucidate the strategy of the coming years, a regional meeting titled “Strengthening Climate-Resilient Agricultural Systems in South Asia” was organised by CCAFS- South Asia in Bali- Indonesia from 6th to 7th Oct 2019. The meeting also aspired to build as well as further strengthen already existing institutional partnership. The two-day agenda included thematic sessions on topics such as developing and evaluating alternative policy and institutional models for scaling-up climate smart food system in South Asia, big-data analytics to identify and overcome scaling limitations to climate-smart agricultural practices in South Asia, capacity building for scaling up CSA via South- South collaboration among others. The meeting culminated with an agreement on the need for revisiting CCAFS research approach to build science based evidence, to facilitate formulation of better policies and programs, for a food secure world
