    Design for safety: theoretical framework of the safety aspect of BIM system to determine the safety index

    Despite the safety improvement drive that has been implemented in the construction industry in Singapore for many years, the industry continues to report the highest number of workplace fatalities, compared to other industries. The purpose of this paper is to discuss the theoretical framework of the safety aspect of a proposed BIM System to determine a Safety Index. An online questionnaire survey was conducted to ascertain the current workplace safety and health situation in the construction industry and explore how BIM can be used to improve safety performance in the industry. A safety hazard library was developed based on the main contributors to fatal accidents in the construction industry, determined from the formal records and existing literature, and a series of discussions with representatives from the Workplace Safety and Health Institute (WSH Institute) in Singapore. The results from the survey suggested that the majority of the firms have implemented the necessary policies, programmes and procedures on Workplace Safety and Health (WSH) practices. However, BIM is still not widely applied or explored beyond the mandatory requirement that building plans should be submitted to the authorities for approval in BIM format. This paper presents a discussion of the safety aspect of the Intelligent Productivity and Safety System (IPASS) developed in the study. IPASS is an intelligent system incorporating the buildable design concept, theory on the detection, prevention and control of hazards, and the Construction Safety Audit Scoring System (ConSASS). The system is based on the premise that safety should be considered at the design stage, and BIM can be an effective tool to facilitate the efforts to enhance safety performance. IPASS allows users to analyse and monitor key aspects of the safety performance of the project before the project starts and as the project progresses

    Risk assessment for the installation and maintenance activities of a low-speed tidal energy converter

    The study presented in this paper, is part of the Deep Green project, which includes the development of a power converter/device for employment in low-speed tidal currents. It mainly focuses on the initial steps to investigate the ways on how to minimize the risks during handling, operation and maintenance (O&M) activities of the full-scale device particularly in offshore operations. As a first tep, the full-scale device offshore installation and O&M tasks are considered. The overall risk analysis and decision making methodology is presented including the Hazard Identification (HAZID) approach which is complemented with a risk matrix for various consequence categories including personnel Safety (S), Environmental impact (E), Asset integrity (A) and Operation (O). In this way, all the major risks involved in the mentioned activities are identified and actions to prevent or mitigate them are presented. The results of the HAZID analysis are also demonstrated. Finally, the last section of this paper presents the discussion, conclusions and future actions for the above-mentioned activities regarding the full-scale device

    Standardising through concepts: scientific experts and the international development of the HACCP Food Safety Standard

    This paper deals with international standard-setting. Using the HACCP food safety standard as the basis of discussion, this paper considers the influence of scientific experts on the regulatory process. What is usually referred to as the diffusion or dissemination of soft or voluntary standards is here explained in terms of transferability of a regulatory concept. It is the ability of scientific experts to transform practices into a universal concept and, conversely, to develop technologies for users which translate the concept into practice, that explains why this reference has travelled so well across countries, industry sectors and historical periods. Scientific experts played a translating role between standard-setters and groups of practical users. This highlights the counter-intuitive distribution of power in standard-setting: while experts dominate the development of generic rules, official rule-makers (such as governments) assert their authority by developing alternative technologies for the appropriation of the standard by users and, sometimes, allow the latter to deviate from experts' universal concepts where these are shown to be problematic

    This paper contains a chapter on the general structure of the law from a forthcoming book, Foundations of Economic Analysis of Law (Harvard University Press, 2003). In this chapter, I consider basic features of the legal system, including whether the law directly constrains behavior or channels it by the threat of sanctions, and whether the law is brought into play by private legal action or involves public enforcement. I investigate the conditions under which one or another structure of law will be socially desirable, and I then discuss tort, contract, criminal law, and several other areas of law in the light of the analysis of the optimal structure of the law.

    Design and realization of a sputter deposition system for the \textit{in situ-} and \textit{in operando-}use in polarized neutron reflectometry experiments

    We report on the realization of a sputter deposition system for the in situ- and in operando-use in polarized neutron reflectometry experiments. Starting with the scientific requirements, which define the general design considerations, the external limitations and boundaries imposed by the available space at a neutron beamline and by the neutron and vacuum compatibility of the used materials, are assessed. The relevant aspects are then accounted for in the realization of our highly mobile deposition system, which was designed with a focus on a quick and simple installation and removability at the beamline.     An advanced risk analysis approach for container port safety evaluation

    Risk analysis in seaports plays an increasingly important role in ensuring port operation reliability, maritime transportation safety and supply chain distribution resilience. However, the task is not straightforward given the challenges, including that port safety is affected by multiple factors related to design, installation, operation and maintenance and that traditional risk assessment methods such as quantitative risk analysis cannot sufficiently address uncertainty in failure data. This paper develops an advanced Failure Mode and Effects Analysis (FMEA) approach through incorporating Fuzzy Rule-Based Bayesian Networks (FRBN) to evaluate the criticality of the hazardous events (HEs) in a container terminal. The rational use of the Degrees of Belief (DoB) in a fuzzy rule base (FRB) facilitates the implementation of the new method in Container Terminal Risk Evaluation (CTRE) in practice. Compared to conventional FMEA methods, the new approach integrates FRB and BN in a complementary manner, in which the former provides a realistic and flexible way to describe input failure information while the latter allows easy updating of risk estimation results and facilitates real-time safety evaluation and dynamic risk-based decision support in container terminals. The proposed approach can also be tailored for wider application in other engineering and management systems, especially when instant risk ranking is required by the stakeholders to measure, predict and improve their system safety and reliability performance
