    Cross-collaborative supply chains. How logistics services contribute to social responsibility.

    Abstract Purpose - The collaboration between profit and nonprofit entities has become a burning topic in supply chain management studies and corporate strategies. The world’s largest logistics service providers (LSPs) have been developing several practices improving social responsibility while collaborating with nonprofit actors. In particular, their core competences and offered services become extremely relevant in the context of humanitarian logistics initiatives. A key purpose of this article is to examine the projects currently undertaken by LSPs in humanitarian logistics. Methodology/Approach - This research follows a qualitative approach based on multiple case studies. Findings - The paper provides an overview of the leading LSPs’ involvement in humanitarian logistics and presents an analysis of their current “best practices” services in disaster relief with high impact in terms of social responsibility. Research Limitations/implications - There has been increased interest on the part of international academic and professional communities in humanitarian logistics. This study constitutes a platform for benchmarking analysis of logistics services to assure effective implementation of social responsibility principles. Originality/Value of paper - Humanitarian logistics is a rather new field in logistics management. This paper addresses the innovative socially responsible initiatives undertaken by the main international LSPs in the area of humanitarian logistics.     Nepal: Earthquake Recovery Must Safeguard Human Rights

    This briefing highlights some important areas of concern which Amnesty International believes could have an impact on the success of relief and reconstruction endeavours in Nepal.Protection and respect for human rights has been severely weakened by Nepal's unsettled political climate at the national level and the resulting governance vacuum at local levels, and also impacted by the armed conflict between government forces and Maoist insurgents between 1996 and 2006. Impunity persists for gross human rights abuses, including enforced disappearances, a hallmark of the conflict, as do longstanding problems of discrimination and social exclusion that affect large segments of Nepali society. Relief and reconstruction efforts grounded in human rights norms, including the universal principles of human dignity and non-discrimination, could help avoid further harm to recipients of humanitarian assistance and also have a better chance of successfully helping individuals and communities affected by the disaster to recover and become more resilient in future. Such efforts must include attention to deeper structural and systemic inequities that persist in Nepal and which accentuate the vulnerability of disadvantaged groups to the impact of the disaster

    Support for Drought Response and Community Preparedness: Filling the Gaps between Plans and Action

    This chapter examines which levels of government handle various aspects of drought, as well as interactions between levels of government, providing examples from states across the western United States. It also takes a look at aspects of drought that fall outside traditional lines of authority and disciplinary boundaries. As part of a discussion on how states support local drought response, the chapter details and contrasts how California and Colorado track public water supply restrictions, and describes Colorado’s process for incorporating input from river basins across the state into its water plan. Case studies focus on drought planning in the Klamath River and Upper Colorado River basins through the lens of collaborative environmental planning. The chapter concludes that drought planning will be more effective as more states coordinate and align goals and policies at multiple levels of government

    Comparative Advantage in Disaster Response

    This paper introduces a framework for a systematic analysis of the comparative advantages of various types of emergency responders. Our hypothesis is that one can define and then test comparative advantages across categories of actors and that a policy-making framework can help prepare better disaster responses in the future. We present an analytic framework that categorizes NGOs, governments, militaries and private responders at various levels. This initial theoretical framework provides a structure to begin to analyze comparative advantage. It suggests that there might be better combinations and sequences of responders in given situations. With the basic theory set forth, the framework is tested against data from two cases: 1) the disaster response following the 2004 Tsunami in Sri Lanka and 2) the response in Honduras after Hurricane Mitch in 1998. Ultimately, this work is intended to inspire other researchers interested in questions of disaster response to employ this methodology to develop and publish cases as well, creating a body of analysis that could then be further refined into policy recommendations to improve humanitarian emergency efforts.This publication is Hauser Center Working Paper No. 38.     Australian Government guiding principles for civil-military-police interaction in international disaster and conflict management

    The Australian Government’s Guiding Principles for Civil-Military-Police Interaction in International Disaster and Conflict Management (the Guiding Principles) has been developed by the Australian Civil-Military Centre (ACMC) in collaboration with the departments of the Prime Minister and Cabinet (PM&C), Defence (ADF), Foreign Affairs and Trade (DFAT) and Attorney-General’s (AGD), the Australian Federal Police (AFP) and the Australian Council for International Development (ACFID). The Department of Immigration and Citizenship and the Treasury have also reviewed and contributed to the Guiding Principles. The purpose of this document is to outline five strategic principles, agreed at working and senior levels across government, to inform policy and planning for international disaster and conflict management. The Guiding Principles does not seek to replace current multiagency 1 or single agency documents and policies. It aims to provide common strategic imperatives to improve the effectiveness of whole-ofgovernment collaboration in a multiagency environment. The Guiding Principles is designed to build on the unique capabilities of all stakeholders. The agreed principles are: > Clearly define strategic objectives and operational roles and responsibilities > Engage proactively > Share knowledge and understanding > Leverage organisational diversity > Commit to continuous improvement

    To Greener Pastures: An Action Research Study on the Environmental Sustainability of Humanitarian Supply Chains

    Purpose: While humanitarian supply chains (HSCs) inherently contribute to social sustainability by alleviating the suffering of afflicted communities, their unintended adverse environmental impact has been overlooked hitherto. This paper draws upon contingency theory to synthesize green practices for HSCs, identify the contingency factors that impact on greening HSCs and explore how focal humanitarian organizations (HOs) can cope with such contingency factors. Design/methodology/approach: Deploying an action research methodology, two-and-a-half cycles of collaboration between researchers and a United Nations agency were completed. The first half-cycle developed a deductive greening framework, synthesizing extant green practices from the literature. In the second and third cycles, green practices were adopted/customized/developed reflecting organizational and contextual contingency factors. Action steps were implemented in the HSC for prophylactics, involving an operational mix of disaster relief and development programs. Findings: First, the study presents a greening framework that synthesizes extant green practices in a suitable form for HOs. Second, it identifies the contingency factors associated with greening HSCs regarding funding environment, stakeholders, field of activity and organizational management. Third, it outlines the mechanisms for coping with the contingency factors identified, inter alia, improving the visibility of headquarters over field operations, promoting collaboration and resource sharing with other HOs as well as among different implementing partners in each country, and working with suppliers for greener packaging. The study advances a set of actionable propositions for greening HSCs. Practical implications: Using an action research methodology, the study makes strong practical contributions. Humanitarian practitioners can adopt the greening framework and the lessons learnt from the implementation cycles presented in this study. Originality/value: This is one of the first empirical studies to integrate environmental sustainability and HSCs using an action research methodology

    Emergency relief goods transportation strategies – a Monte Carlo simulation approach

    A road transportation network and its strategic utilization has a crucial role in emergencies occurring after natural disasters. After most natural disasters, such as floods, hurricanes, tornadoes, earthquakes and tsunamis, one of the most important emergency responses is to provide or deliver relief goods, such as water, food or medicinal supplies, to the affected areas. The complication is that in determining the routes to take for deliveries to affected areas, one has to take into consideration, at the very least, the costs, duration of trips and the availability of the routes. Also the supply and demand situation of the relief goods has to be taken into consideration before choosing the most preferred routes for the deliveries. In this paper, a Monte Carlo approach is applied for the emergency relief goods transportation strategy problem. Monte Carlo simulation has been used for varied applications in including project cost estimation, project schedule estimations, risk assessments, benefit cost analysis and selecting risk response strategies. The Monte Carlo model developed in this paper integrates costs, duration of routes and availability together with the supply and demands requirements to generate the most preferred routes. The results of the Monte Carlo simulations can be used by decision makers (emergency response team) to facilitate the decision making process while choosing the preferred and practical combinations of routes for various deliveries. The proposed approach is then applied to several simple situations to illustrate the simplicity, versatility and practicality of the approach

    Disaster response and climate change in the Pacific

    AbstractDisasters, and therefore disaster response, in the Pacific are expected to be affected by climate change. This research addressed this issue, and focused on the immediate humanitarian needs following a disaster, drawing upon adaptive capacity as a concept to assess the resilience of individual organisations and the robustness of the broader system of disaster response. Four case study countries (Fiji, Cook Islands, Vanuatu and Samoa) were chosen for deeper investigation of the range of issues present in the Pacific. The research process was guided by a Project Reference Group, which included key stakeholders from relevant organisations involved in Pacific disaster response to guide major decisions of the research process and to influence its progression.Given the complexity of issues involved, including the contested definitions of adaptive capacity, the research team developed a conceptual framework to underpin the research. This framework drew upon concepts from a range of relevant disciplines including Earth System Governance, climate change adaptation, health resources, resilience in institutions and practice theory. Objective and subjective determinants of adaptive capacity were used to assess the ‘disaster response system’, comprised of actors and agents from government and non-government sectors, and the governance structures, policies, plans and formal and informal networks that support them.Results revealed the most important determinant of adaptive capacity in the Pacific to be communications and relationships, with both informal and formal mechanisms found to be essential. Capacity (including human, financial and technical); leadership, management and governance structures; and risk perceptions were also highly important determinants of adaptive capacity. The research also found that in small Pacific island bureaucracies, responsibility and capacity often rests with individuals rather than organisations. Leadership, trust, informal networks and relationships were found to have a strong influence on the adaptive capacity of organisations and the broader disaster response system.A common finding across all four case study countries affecting adaptive capacity was the limited human resources for health and disaster response more generally, both in times of disaster response and in day-to-day operations. Another common finding was the gap in psychosocial support after a disaster. Water, sanitation and hygiene (WASH) as an immediate post-disaster humanitarian need was relatively well established amongst responding organisations (although long term WASH issues were not resolved), while other humanitarian needs (health care, and food and nutrition) had varying stages of capacity – often limited by human, financial and technical resources. Adaptive capacity was therefore constrained by current gaps which need addressing alongside a future focus where risk is changing.Drawing on these and other findings, recommendations for addressing key determinants of adaptive capacity were developed for relevant stakeholder groups including policy makers and practitioners in the disaster and emergency response sectors in Australia and the Pacific
