Knowledge management and organizational learning: Strategies and practices for innovation
In a globalised competitive world, organisations are looking for ways to gain or maintain a competitive advantage in the marketplace. Of the important challenges facing firms and organizations three are of prime importance: (1) for organizations to know what they know and maximise the transfer of this knowledge throughout their organisation; (2) finding ways of working which assist in maintaining their competitive advantage and finding new ways of gaining competitive advantage often through innovation, and (3) continuously learning through the exploitation of existing resources and capabilities and the exploration of new resources and capabilities to improve their performance. These challenges are interrelated. This paper investigates some of the extensive literature on innovation and knowledge management and suggests propositions for future research

Invest to Save: Report and Recommendations of the NSF-DELOS Working Group on Digital Archiving and Preservation
Digital archiving and preservation are important areas for research and development, but there is no agreed upon set of priorities or coherent plan for research in this area. Research projects in this area tend to be small and driven by particular institutional problems or concerns. As a consequence, proposed solutions from experimental projects and prototypes tend not to scale to millions of digital objects, nor do the results from disparate projects readily build on each other. It is also unclear whether it is worthwhile to seek general solutions or whether different strategies are needed for different types of digital objects and collections. The lack of coordination in both research and development means that there are some areas where researchers are reinventing the wheel while other areas are neglected.
Digital archiving and preservation is an area that will benefit from an exercise in analysis, priority setting, and planning for future research. The WG aims to survey current research activities, identify gaps, and develop a white paper proposing future research directions in the area of digital preservation. Some of the potential areas for research include repository architectures and inter-operability among digital archives; automated tools for capture, ingest, and normalization of digital objects; and harmonization of preservation formats and metadata. There can also be opportunities for development of commercial products in the areas of mass storage systems, repositories and repository management systems, and data management software and tools.
Lessons from the future: ICT scenarios and the education of teachers
This paper reviews significant events of the last 25 years in schools and teacher education in England and looks ahead to the next 25 years. Various scenarios for the future are examined and the potential is considered for new forms of teachers' initial education and continuing professional development using information and communications technology. It is concluded that the current centrally-controlled national system is increasingly inappropriate to present needs and will fracture under the combination of pressures of a commodified education market, learners' consumerist expectations of personalised provision, and networks of informal learning enabled by widespread access to portable communications technology. Four lessons from this future prediction are drawn, with recommendations for radical changes in government policy and orientation. © 2005 Taylor & Francis
Collaboration in the Semantic Grid: a Basis for e-Learning
The CoAKTinG project aims to advance the state of the art in collaborative mediated spaces for the Semantic Grid. This paper presents an overview of the hypertext and knowledge based tools which have been deployed to augment existing collaborative environments, and the ontology which is used to exchange structure, promote enhanced process tracking, and aid navigation of resources before, after, and while a collaboration occurs. While the primary focus of the project has been supporting e-Science, this paper also explores the similarities and application of CoAKTinG technologies as part of a human-centred design approach to e-Learning
Towards knowledge sharing in disaster management: An agent oriented knowledge analysis framework
Disaster Management (DM) is a complex set of interrelated activities. The activities are often knowledge intensive and time sensitive. Sharing the required knowledge timely is critical for DM. In developed countries, for recurring disasters (e.g. floods), there are dedicated document repositories of Disaster Management Plans (DMP) that can be accessed as needs arise. However, accessing the appropriate plan in a timely manner and sharing activities between plans often requires domain knowledge and intimate knowledge of the plans in the first place. In this paper, we introduce an agent-based knowledge analysis method to convert DMPs into a collection of knowledge units that can be stored into a unified repository. The repository of DM actions then enables the mixing and matching knowledge between different plans. The repository is structured as a layered abstraction according to Meta Object Facility (MOF). We use the flood management plans used by SES (State Emergency Service), an authoritative DM agency in NSW (New State Wales) State of Australia to illustrate and give a preliminary validation of the approach. Exploring the feasibility of Research Data Management services in Zimbabwean academic libraries: the case of Zimbabwe School of Mines
The study applied an adapted Technology, Economic, Legal, Organisational, and Schedule (TELOS) model to explore the feasibility of Research Data Management (RDM) at the Zimbabwe School of Mines (ZSM). The study employed a qualitative approach. Data were collected through interviews that were held with purposively chosen professionals at ZSM in the form of the Information Technology (IT) manager, the Librarian, and three (3) Assistant Librarians. Findings show that ZSM does not currently meet the TELOS model feasibility test. ZSM lacks a robust technological system to support data creation, data collection and description, data storage, archiving and preservation, data access, data discovery and analysis, and data reuse and transformation. ZSM has not yet created a legal environment conducive for the introduction of RDM. It does not have policies and standards in place to handle issues such as intellectual property, copyright, data licensing, ethics, data protection, freedom of information, and confidentiality. While librarians at ZSM possess basic IT and computer skills they lack skills specific for RDM. The study informs the shaping of policies, practices, and strategies regarding the introduction of RDM services in Zimbabwean academic libraries
Final report of work-with-IT: the JISC study into evolution of working practices
Technology is increasingly being used to underpin business processes across teaching and learning, research, knowledge exchange and business support activities in both HE and FE. The introduction of technology has a significant impact on the working practices of staff, often requiring them to work in a radically different way. Change in any situation can be unsettling and problematic and, where not effectively managed, can lead to poor service or functionality and disenfranchised staff. These issues can have a direct impact on institutional effectiveness, reputation and the resulting student experience. The Work-with-IT project, based at the University of Strathclyde, sought to examine changes to working practices across HE and FE, the impact on staff roles and relationships and the new skills sets that are required to meet these changes

Assessing information value for harnessing knowledge needed for improving decision-making and effectiveness of a government organisation: A Case study of Abu Dhabi Police Force
Due to many adverse consequences of poor decision making in organisations there is a need to focus on the quality of information and knowledge. This research focuses on how to obtain and use, or “harness” knowledge from information in improving organisational decision-making in a civil protection/security organisation to become effective and enter an organisational wide learning spiral. This is necessary in order to gain a high degree of intuitiveness and intelligence and to be effective. The researcher explores how information-knowledge can be processed and converted into deeper level knowledge, while at the same time how to get decision makers to codify knowledge in order to help them to externalise it. In order to achieve this, the “information-space” model was used to show the information-to-knowledge dynamic journey.
The research involved using quantitative and qualitative methods. The quantitative approach is used to obtain computable results from key decision-makers, such as senior workers, and test a model derived from the literature. Seventeen hypotheses were proposed based on theory to evaluate the proposed model. Primary data was collected during the empirical phase of the research from 135 respondents. A structural equation model was used and included exogenous and endogenous latent constructs. On the other hand, a use of qualitative research helped to obtain deeper insights into the use of information and knowledge in decision making. It was underpinned by several propositions and its aim was to expose the role of information-knowledge and the creation of a learning organisation.
The results of the quantitative approach revealed that twelve hypotheses are positively significant. Two hypotheses have a significant negative impact on other constructs. Additionally, three hypotheses are non-statistically significant. The results reveal some very interesting insights, such as that demographic factors, such as age, level of education, gender, work experience and level of authority, have a significant impact on problem solving and decision making. In terms of type of information, the proprietary and common sense information types have more significance for solving problem and decision making. But, much to the researcher’s surprise, the public information and personal information played a very minor role. On the other hand, the results of the qualitative data collection show how key decision makers made decisions and gained a certain degree of intuition from it. Therefore, this research has met its objective in helping towards improvement in a civil protection/security organisation to become a learning organisation and help it to enter a learning spiral and make continual improvement. Hence, the researcher succeeds in making suitable recommendations to a number of different stakeholders, in particular the civil protection/security organisations to (i) to develop their management and specialist personnel, and, (ii) to have the necessary information management strategy in place that would harness information and help towards (iii) creating an effective and robust knowledge management strategy
The Revolution of Mobile Phone-Enabled Services for Agricultural Development (m-Agri Services) in Africa: The Challenges for Sustainability
The provision of information through mobile phone-enabled agricultural information services (m-Agri services) has the potential to revolutionise agriculture and significantly improve smallholder farmers’ livelihoods in Africa. Globally, the benefits of m-Agri services include facilitating farmers’ access to financial services and sourcing agricultural information about input use, practices, and market prices. There are very few published literature sources that focus on the potential benefits of m-Agri services in Africa and none of which explore their sustainability. This study, therefore, explores the evolution, provision, and sustainability of these m-Agri services in Africa. An overview of the current landscape of m-Agri services in Africa is provided and this illustrates how varied these services are in design, content, and quality. Key findings from the exploratory literature review reveal that services are highly likely to fail to achieve their intended purpose or be abandoned when implementers ignore the literacy, skills, culture, and demands of the target users. This study recommends that, to enhance the sustainability of m-Agri services, the implementers need to design the services with the users involved, carefully analyse, and understand the target environment, and design for scale and a long-term purpose. While privacy and security of users need to be ensured, the reuse or improvement of existing initiatives should be explored, and projects need to be data-driven and maintained as open source. Thus, the study concludes that policymakers can support the long-term benefit of m-Agri services by ensuring favourable policies for both users and implementers
