    Occupational (Im)mobility in the Global Care Economy: The Case of Foreign-Trained Nurses in the Canadian Context

    The twenty-first century has witnessed a number of significant demographic and political shifts that have resulted in a care crisis. Addressing the deficit of care provision has led many nations to actively recruit migrant care labour, often under temporary forms of migration. The emergence of this phenomenon has resulted in a rich field of analysis using the lens of care, including the idea of the Global Care Chain. Revisions to this conceptualization have pushed for its extension beyond domestic workers in the home to include skilled workers in other institutional settings, particularly nurses in hospitals and long-term care settings. Reviewing relevant literature on migrant nurses, this article explores the labour market experiences of internationally educated nurses in Canada. The article reviews research on the barriers facing migrant nurses as they transfer their credentials to the Canadian context. Analysis of this literature suggests that internationally trained nurses experience a form of occupational (im)mobility, paradoxical, ambiguous and contingent processes that exploit global mobility, and results in the stratified incorporation of skilled migrant women into healthcare workplaces

In addition, a large number of manuscripts were submitted for publication, presented at professional association meetings, or circulated in working paper form.     Detention-as-spectacle

    Using a combination of migration studies, political sociology, and policy studies, this paper explores the contradictions and violence of immigration detention, its architectures, and its audiences. The concept of “detention-as-spectacle” is developed to make sense of detention’s hypervisible and obscured manifestations in the European Union. We focus particularly on two case studies, the United Kingdom and Malta, which occupy different geopolitical positions within the EU. Detention-as-spectacle demonstrates that detention is less related to deterrence and security than to displaying sovereign enforcement, control, and power. A central aspect of the sovereign spectacle is detention’s purported ability to order and even halt “crises” of irregular immigration, while simultaneously creating and reinforcing these crises.     The Security Sector Governance–Migration Nexus

    The main argument is that improving migrants’ rights and conceptual linkages between SSG/R and migration is best achieved, by decentring our gaze, namely going beyond the ‘national’ and ‘state-centric’ view that characterizes traditionally SSG/R and to consider the agency of both migrants and SSR actors. First from a migrants’ perspective, it is key for SSR actors to go beyond traditional legal classifications and to consider the diversity of personal situations that involve refugees, stranded migrants and asylum seekers, which might endorse different roles at different times of their journeys and lives. Second, the transnational nature of migration calls for a transnationalization of SSG/R too. For too long the concept has mostly been applied within the national setting of SSR institutions and actors. Migration calls for a clear decentring that involves a transnational dimension and more work among transnational actors and policymakers to facilitate a norm transfer from the domestic to the interstate and international level. As such, the ‘transnational’ nature of migration and its governance needs to be ‘domesticated’ within the national context in order to change the mindset of SSG/R actors and institutions. More importantly, the paper argues that poor SSG/R at home produces refugees and incentivizes migrants to leave their countries after being victims of violence by law enforcement and security services. During migrants’ complex and fragmented journeys, good security sector governance is fundamental to address key challenges faced by these vulnerable groups. I also argue that a better understanding of migrants’ and refugees’ security needs is beneficial and central to the good governance of the security sector. After reviewing the key terms of migration and its drivers in section 2, section 3 reviews how SSG is part of the implementation of the GCM. SSR actors play a role in shaping migratory routes and refugees’ incentives to leave, in explaining migrants’ and refugees’ resilience, in protecting migrants and refugees, and in providing security. Although it cautions against artificial classifications and the term of ‘transit migration’, section 4 reviews what the core challenges are in the countries of origin, transit and destination. Section 5 provides a detailed overview of the linkages between migration and each security actor: the military, police forces, intelligence services, border guards, interior ministries, private actors, criminal justice, parliaments, independent oversight bodies and civil society. Section 6 formulates some recommendations

    Careers advisers in the UK have experienced significant change and upheaval within their professional practice. This research explores the role of postgraduate level professional development in contributing to professional identity. The research utilises a case study approach and adopts multiple tools to provide an in-depth examination of practitioners’ perceptions of themselves as professionals within their lived world experience. It presents a group of practitioners struggling to define themselves as professionals due to changing occupational nomenclature resulting from shifting government policy. Postgraduate professional development generated a perceived enhancement in professional identity through exposure to theory, policy and opportunities for reflection, thus contributing to more confident and empowered practitioners. Bridging literature from sustainability transitions and Science and Technology Studies (STS), it argues that such projects play a crucial role, not only in shaping future energy and mobility systems, but in transforming societies more broadly. Pilot projects constitute socio-technical configurations where imagined future realities are materialized. With this as a backdrop, the book explores pilot projects as political entities, focusing on questions of how they gain their legitimacy, which resources are mobilized in their production, and how they can serve as sites of public participation and the production of energy citizenship. The book argues that such projects too often have a narrow technology focus, and that this is a missed opportunity. The book concludes by critically discussing the potential roles of research and innovation policy in transforming how such projects are configured and conducted
