    Rethinking Systems Analysis in A New View of Organizations

    The effectiveness of IT investments is known to depend on intangible assets such as work practices. However current systems analysis has no concern about them due to the mindset of rational organization and functionalism. We rethink systems analysis in a new view of organizations proposed by Kay and colleagues who apply autopoiesis and complex theories to reconstruct the basis of organizational theories, and we make theoretical clarifications of the problems and issues of the current systems analysis. Among others, the absence of a frame has prevented people from seeing their work practices and at the same time made it practically difficult to take them into consideration in systems analysis, leaving rational systems analysis and design to be still in use. There is a need to develop a practical frame that business professionals can use to see their work practices

    Towards the Framing of Venture Capital Policies: a Systems-Evolutionary Perspective with Particular Reference to the UK/Scotland and Israeli Experiences

    We compare some of the policies that have been attempted in Europe (UK/Scotland) and Israel over the past fifteen years to elaborate a new Systems Evolutionary (SE) framework for rethinking VC policy and related ITP. We argue that this perspective is useful for both real world (‘positive’) analysis and policy (‘normative’) analys is. Our SE framework is shaped by (i) a multidimensional view of VC; (ii) strong between VC, VC policy and the development of EHTCs; and (iii) a strategic approach to policy. In contrast, many VC policies in Europe up to and including the 1990s took a ‘static’ financial view of VC that focused on ‘bridging existng early phase finance gaps of innovative companies’ rather than creating of a new mechanism to assure the timely growth of EHTCs. We aim to present the new framework rather than to provide specific recommendations. The main conclusion is that the success of VC policies depend on factors such as the phase of evolution of (i) VC or related innovation finance organizations; (ii) the underlying segment of start up companies and of high tech industries; (iii) the specific country/region institutional setting. While in some contexts it may be worth considering the targeting of a new VC industry/market (and associated EHTC) in others the focus of policy should center in improving pre-emergence conditions. More specifically it may be, given that VC searches for ‘investment ready opportunities’, that ITP should, in many contexts, precede VC policies. Another key conclusion is that implementing this perspective necessitates the creation of a strategic level of policy, with a view of specifying a set of strategic priorities for Scie nce, Technology, and Innovation, priorities that should precede rather than follow policy design and implementation. A major challenge is to extend the present framework that was initially based on VCs oriented towards ICT to LS.

    Electronic market as a strategic lever of an innovation virtual system - an integrative approach to territorial innovations management

    During the last years, electronic market has become established very quickly in all areas of the business world. Moreover, according to the most recent forecasts, it will grow exponentially during the years. ?Electronic market? phenomenon highlights the most significant effect of the Information and Communication Technologies development: space and time independence of the economic and social processes; every people, every social group, every Organization can communicate or can share information, knowledge, objectives, anywhere and anytime. In this new socioeconomic context, a re-thinking of local system economic growth models becomes necessary. In this paper we present Innovation Virtual System, as a new model for local systems development. Innovation System is conceived as a set of interacting Organizations, embedded in a dense web of social and economic relationships, skilled at creating, acquiring and transferring knowledge and at adapting their behavior according to knowledge about their external and internal settings. More specifically, we try to identify the effects of electronic market on these ?knowledge creating? Organizations, that is on their internal learning circuits and on their external relationships. Particularly we focus in the Internet based electronic market, highlighting the differences between Internet and the previous computing and communication environment, in order to give a clearer understanding of Internet as the strategic infrastructure of electronic market. After describing the impact of the Internet based electronic market on a single Organization, we present a framework of a local system collective learning process, and we describe some of the opportunities offered by the Internet based electronic market to this process.

    From Gladiators to Problem-Solvers: Connecting Conversations About Women, the Academy, and the Legal Profession

    The UHF band between 470-790 MHz, currently occupied by digital ter- restrial TV (DTT) distribution in Europe, is widely regarded as a premium spectrum band for providing mobile coverage. With the exponential increase in wireless data traffic in recent years, there has been growing interests in gaining access to this spectrum band for wireless broadband services. The secondary access in TV White Space is considered as one cost-effective way to reuse the spectrum unoccupied by the primary DTT network. On the other hand, the declining influence of DTT and the converging trends of video con- sumption on TV and mobile platforms are new incentives for the regulator to reconsider the optimal utilization of the UHF broadcast band. The proposal to re-farm the UHF band for a converged content distribution network was born under theses circumstances. This thesis intends to develop a methodology for evaluating the technical performance of these options for utilizing UHF broadcast band and quantify- ing their gains in terms of achievable extra capacity and spectrum savings. For the secondary access in TV white space, our study indicates a considerable po- tential for low power secondary, which is mostly limited by the adjacent chan- nel interference generated from the densely deployed secondary devices due to the cumulative effect of multichannel interference. On the other hand, this potential does not translate directly into capacity for a WiFi-like secondary system based on CSMA/CA protocol, as the network congestion and self- interference within the secondary system has a greater impact on the network throughput than the primary interference constraint. Our study on the cellular content distribution network reveals more po- tential benefits for re-farming the UHF broadcast band and reallocating it for a converged platform. This platform is based on cellular infrastructure and can provide TV service with the same level of quality requirement as DTT by delivering the video content via either broadcast or unicast as the situa- tion dictates. We have developed a resource manage framework to minimize its spectrum requirement for providing TV service and identified a significant amount of spectrum that can be reused by the converged platform to provide extra mobile broadband capacity in urban and sparsely populated rural areas. Overall, we have arrived at the conclusion that the concept of cellular con- tent distribution in a re-farmed UHF band shows a more promising prospect than the secondary access in TV white space in the long run. Nevertheless, low power secondary is still considered as a flexible and low-cost way to exploit the underutilized spectrum in the short term, despite its uncertainty in future availability. On the other hand, the re-farming of UHF broadcast band is a long and difficult regulation process with substantial opposition from the in- cumbent.The results from this study could serve as input for future regulatory decisions on the UHF band allocation and cost-benefit analysis for deploying new systems to access this spectrum band. QC 20140609EU FP7 QUASAREU FP7 METI
