    Establishing Processing Priorities: Recommendations from a 2017 Study of Practices in US Repositories

    Building upon archival scholarship and previous solutions addressing backlog collections, this study seeks to identify a comprehensive, integrated, and effective strategy to establish and maintain processing priorities. This study is based on supporting research, which includes the results of a survey of archivists and the findings of five focus group discussions about processing priorities. Using these findings, the authors (a) consider whether this focus on an old problem has motivated archivists to find innovative solutions; (b) determine whether archivists are using these tools; (c) consider whether and how archivists have changed processing priority practices and policies; and (d) seek to clarify current metrics to establish overall processing priorities

    Social relationship analysis using state-of-the-art embeddings.

    Detection of human relationships from their interactions on social media is a challenging problem with a wide range of applications in different areas, like targeted marketing, cyber-crime, fraud, defense, planning, and human resource, to name a few. All previous work in this area has only dealt with the most basic types of relationships. The proposed approach goes beyond the previous work to efficiently handle the hierarchy of social relationships. This article introduces a novel technique named Quantifiable Social Relationship (QSR) analysis for quantifying social relationships to analyze relationships between agents from their textual conversations. QSR uses cross-disciplinary techniques from computational linguistics and cognitive psychology to identify relationships. QSR utilizes sentiment and behavioral styles displayed in the conversations for mapping them onto level II relationship categories. Then, for identifying the level III relationship categories, QSR uses level II relationships, sentiments, interactions, and word embeddings as key features. QSR employs natural language processing techniques for feature engineering and state-of-the-art embeddings generated by word2vec, global vectors (glove), and bidirectional encoder representations from transformers (bert). QSR combines the intrinsic conversational features with word embeddings for classifying relationships. QSR achieves an accuracy of up to 89% for classifying relationship subtypes. The evaluation shows that QSR can accurately identify the hierarchical relationships between agents by extracting intrinsic and extrinsic features from textual conversations between agents

    Purpose: Cyber-enabled crimes are on the increase, and law enforcement has had to expand many of their detecting activities into the digital domain. As such, the field of digital forensics has become far more sophisticated over the years and is now able to uncover even more evidence that can be used to support prosecution of cyber criminals in a court of law. Governments, too, have embraced the ability to track suspicious individuals in the online world. Forensics investigators are driven to gather data exhaustively, being under pressure to provide law enforcement with sufficient evidence to secure a conviction. Yet, there are concerns about the ethics and justice of untrammeled investigations on a number of levels. On an organizational level, unconstrained investigations could interfere with, and damage, the organization’s right to control the disclosure of their intellectual capital. On an individual level, those being investigated could easily have their legal privacy rights violated by forensics investigations. On a societal level, there might be a sense of injustice at the perceived inequality of current practice in this domain. This paper argues the need for a practical, ethically-grounded approach to digital forensic investigations, one that acknowledges and respects the privacy rights of individuals and the intellectual capital disclosure rights of organisations, as well as acknowledging the needs of law enforcement. We derive a set of ethical guidelines, then map these onto a forensics investigation framework. We subjected the framework to expert review in two stages, refining the framework after each stage. We conclude by proposing the refined ethically-grounded digital forensics investigation framework. Our treatise is primarily UK based, but the concepts presented here have international relevance and applicability.Design methodology: In this paper, the lens of justice theory is used to explore the tension that exists between the needs of digital forensic investigations into cybercrimes on the one hand, and, on the other, individuals’ rights to privacy and organizations’ rights to control intellectual capital disclosure.Findings: The investigation revealed a potential inequality between the practices of digital forensics investigators and the rights of other stakeholders. That being so, the need for a more ethically-informed approach to digital forensics investigations, as a remedy, is highlighted, and a framework proposed to provide this.Practical Implications: Our proposed ethically-informed framework for guiding digital forensics investigations suggest a way of re-establishing the equality of the stakeholders in this arena, and ensuring that the potential for a sense of injustice is reduced.Originality/value: Justice theory is used to highlight the difficulties in squaring the circle between the rights and expectations of all stakeholders in the digital forensics arena. The outcome is the forensics investigation guideline, PRECEpt: Privacy-Respecting EthiCal framEwork, which provides the basis for a re-aligning of the balance between the requirements and expectations of digital forensic investigators on the one hand, and individual and organizational expectations and rights, on the other

    Establishing a Shared Vision for an Integrated Approach to Collections and Scholarly Communications

    Over the past decade, the University Libraries\u27 Digital Collections have grown from an assemblage of discrete projects into two distinct programs that curate, manage, and publish digitized and born-digital materials online for educational and scholarly uses by Grand Valley State University\u27s community and the wider public. As these collections have grown, the support for creating, sharing, and preserving these materials has expanded from the Special Collections & University Archives into Systems and Technology Services, Knowledge Access and Resource Management Services, and Scholarly Communications, which manages the Libraries\u27 other Digital Collection program, consisting of the Institutional Repository (IR) and a suite of library publishing services. While cross-departmental collaborations have been fruitful, the library staff and faculty responsible for these separate Digital Collection programs are exploring structural evolution that will unify their parallel efforts in order to support a more holistic Digital Collections program that is sustainable and effective into the future. This report summarizes the findings of the group\u27s inquiry, which included reviews of the tasks, skills, and operations of the team, a review of digital collection programs at peer institutions, and review of aspirational digital collection programs. It includes recommendations for moving forward, near future next steps, and opportunities and challenges to consider as we progress

    Where is the evidence: realising the value of grey literature for public policy and practice

    This paper discusses the ways in which the internet has profoundly changed how we produce, use and collect research and information for public policy and practice, particularly focusing on the benefits and challenges presented by grey literature. The authors argue that grey literature (i.e. material produced and published by organisations  without recourse to the commercial or scholarly publishing industry) is a key part of the evidence produced and used for public policy and practice. Through surveys of users, producing organisations and collecting services a detailed picture is provided of the role, importance and economic value of grey literature. However, finding and accessing policy information is a time-consuming task made harder by poor production and management of resources and a lack of large-scale collection services able to host and make available  relevant, high-quality resources quickly and efficiently. The paper makes recommendations for changes that would maximise the benefits of grey literature in the public interest and seeks feedback from readers to inform the final report of the research project. Public policy work increasingly relies on a wide range of resources — some are traditional scholarly publications, but the majority are ‘grey literature’. Reports, discussion papers, briefings, reviews and data sets produced by government, academic centres, NGOs, think tanks and companies are heavily used and highly valued in policy and practice work, forming a key part of the evidence base. The huge amount of information and research published online provides unprecedented access to knowledge, from a wide range of sources, enabling a much greater level of understanding and participation in public interest issues. It also brings a number of challenges: searching, sifting, evaluating and accessing information and research are time-consuming and often frustrating tasks occupying a large portion of the work hours of those engaged in policy work. Online publishing also creates a new paradigm for those whose task it is to support policy and practice work through effective resource provision and information management. As a result, digital curation of policy resources, particularly grey literature, is dispersed and fragmented, creating a digital black hole of resources that are lost from online access over time. The aim of the Grey Literature Strategies research project is to investigate grey literature’s role and importance in policy work and find ways to enhance its value.
