    A multilevel integrative approach to hospital case mix and capacity planning.

    Hospital case mix and capacity planning involves the decision making both on patient volumes that can be taken care of at a hospital and on resource requirements and capacity management. In this research, to advance both the hospital resource efficiency and the health care service level, a multilevel integrative approach to the planning problem is proposed on the basis of mathematical programming modeling and simulation analysis. It consists of three stages, namely the case mix planning phase, the master surgery scheduling phase and the operational performance evaluation phase. At the case mix planning phase, a hospital is assumed to choose the optimal patient mix and volume that can bring the maximum overall financial contribution under the given resource capacity. Then, in order to improve the patient service level potentially, the total expected bed shortage due to the variable length of stay of patients is minimized through reallocating the bed capacity and building balanced master surgery schedules at the master surgery scheduling phase. After that, the performance evaluation is carried out at the operational stage through simulation analysis, and a few effective operational policies are suggested and analyzed to enhance the trade-offs between resource efficiency and service level.     Self-Adaptive resource allocation for event monitoring with uncertainty in Sensor Networks

    Event monitoring is an important application of sensor networks. Multiple parties, with different surveillance targets, can share the same network, with limited sensing resources, to monitor their events of interest simultaneously. Such a system achieves profit by allocating sensing resources to missions to collect event related information (e.g., videos, photos, electromagnetic signals). We address the problem of dynamically assigning resources to missions so as to achieve maximum profit with uncertainty in event occurrence. We consider timevarying resource demands and profits, and multiple concurrent surveillance missions. We model each mission as a sequence of monitoring attempts, each being allocated with a certain amount of resources, on a specific set of events that occurs as a Markov process. We propose a Self-Adaptive Resource Allocation algorithm (SARA) to adaptively and efficiently allocate resources according to the results of previous observations. By means of simulations we compare SARA to previous solutions and show SARA’s potential in finding higher profit in both static and dynamic scenarios

    Improving water use efficiency under worsening scarcity: Evidence from the Middle Olifants sub-basin in South Africa

    With the political changes in South Africa in the early 1990s, the South African government introduced a reform process in the entire water sector with the goal of a more enhanced and equitable water management system. This paper analyzes existing water allocation situations and applies a nonlinear optimization model to investigate the optimal intra- and inter-regional allocations in the Middle Olifants sub-basin of South Africa. Results show higher benefit from inter-regional water allocation. Reducing water supply levels to conform to the sustainable water supply policy, it can be shown that although water supply is reduced by approximately 50%, total benefits from water are only reduced by 5% and 11% for inter- and intra-regional allocation regimes respectively. These results indicate that alternative water allocation mechanisms can serve as instruments to offset for the effects of water scarcity.Water allocation, IWRM, Olifants basin, South Africa, Africa, Resource /Energy Economics and Policy,
