    Economic resilience : including a case study of the global transition network

    This paper explores the dynamic properties of organisms and ecosystems that make them so resilient and capable of adapting to changing circumstances, allowing them to maintain an overall condition of coherence, wholeness and health while living in balance within the resources of the planet. Key principles of resilient ecological systems are explored including: self-regulation; positive and negative feedback; diversity; scale and context; cooperation; emergence and novelty; and ecological tipping points. In contrast, market based economic systems can produce unstable growth with unintended destruction of cultural and species diversity and homogenisation of global life-styles. The paper re-examines fundamental economic principles using insights from biological evolution and ecosystem dynamics to establish a foundation for more resilient economies. This involves experimenting with different models in different communities to find patterns of sustainable production and exchange appropriate to local regions. Fundamental steps in this direction include the emergence of self-organising local communities based on creative experimentation, re-localisation of core sectors of the economy (food, energy, health and education), evolution of local currencies and banking practices that support local enterprise and investment in green technologies, stimulation of decentralised renewable energy networks and economic reform aligned with ecological principles. The Transition Network provides a case study of an international community based movement that has been experimenting with putting some of these principles into practice at the local level. The aim of the Transition Network is to support community led responses to peak oil and climate change, building resilience and well-being. The concept of ecological resilience and its application to local economy is hard wired into the values and emerging structure of the network of transition communities across the globe. The movement started in the UK in 2005 and there are now over 1000 Transition initiatives spanning 34 countries across the world. Many attribute the success and phenomenal growth of the Transition Network to its emerging holographic structure that mimics cell growth within living organisms. Growing a more resilient food system in the face of the twin challenges of natural resource scarcity and climate change is central to the Transition movement. A set of principles for a post carbon resilient food economy in the UK are offered. These include an 80% cut in carbon emission in the food sector by 2050, agricultural diversification, prioritization of farming methods that establish and enhance carbon sinks, phasing out of dependence on fossil fuels in food growing, processing and distribution, promoting access to nutritious and affordable food, as well as promoting greater access to land for growing food in urban and peri-urban areas. Practical examples of Transition related projects in the food sector are presented across the following themes: access to land, low carbon production methods, food distribution systems, health and community gardens and orchards, and collaborative ownership models

    Embracing Change: The Critical Role of Information, a research project by the Internews' Center for Innovation & Learning, supported by the Rockefeller Foundation, combines Internews' longstanding effort to highlight the important role ofinformation with Rockefeller's groundbreaking work on resilience. The project focuses on three major aspects:- Building knowledge around the role of information in empowering communities to understand and adapt to different types of change: slow onset, long-term, and rapid onset / disruptive;- Identifying strategies and techniques for strengthening information ecosystems to support behavioral adaptation to disruptive change; and- Disseminating knowledge and principles to individuals, communities, the private sector, policymakers, and other partners so that they can incorporate healthy information ecosystems as a core element of their social resilience strategies

    Sustainable development and conservation of biological heritage in Australia and New Zealand

    The aim of this paper is to encourage greater attention by planners to conservation of native or indigenous biodiversity. It explains what is meant by indigenous, or native, biodiversity and why indigenous biodiversity conservation must become an on-going consideration for Australian and New Zealand planners in future. It outlines some recent national and international policy developments which provide the justification for planning involvement, and discusses some examples of biodiversity provisions in recent plans within New Zealand. It suggests some of the limitations of traditional planning approaches as they relate to biodiversity conservation and explains why planners have an important role to play, particularly in the context of local and regional government. Although the discussion rests heavily on recent experience of planning of biodiversity within New Zealand, the ecological trends within Australia, as well as policies at the federal government level suggest that conservation of biodiversity is as important for planners within Australia as those within New Zealand

    Enhancing Coastal Resilience: Perspectives on Valuing RI Coastal Lands

    This paper discusses coastal resilience as an organizing framework for future policymaking, coastal planning, and insurance decisions, and explores the different perspectives of the value of ecosystems held by various stakeholders in Rhode Island’s coastal communities. A grounded theory approach was used in an effort to abstract general insights from the substantive but isolated areas of coastal management and economics. Special attention is given to the perspectives of municipal decision makers, the National Flood Insurance Program, natural economists, and real estate developers. We have (1) conducted a statistical analysis of environmental spending of RI towns, (2) identified key models for ecosystem services valuation, (3) researched the major threats to coastal ecosystems, and (4) explored how the coastal resilience theme might shape the future of the coast. Elements of the study rely on the formulation and testing of hypotheses. However, the analysis was primarily a demonstration of the inter-disciplinary emergent thinking that this paper proposes will provide solutions for coastal communities’ most pressing issues. The framing question is how social, personal, and environmental goals align when coastal resilience is enhanced, and how stakeholders can utilize these new decision-making tools to achieve increased communication and a more accurate understanding of the perceived value of ecosystem services

    Living with the Sea: Local Efforts Buffer Effects of Global Change

    Living with the Sea examines the role of MMAs (Marine Managed Areas) in restoring and sustaining healthy oceans, particularly the importance of local management efforts. This document draws on MMA experiences worldwide by synthesizing results from over 25 natural science studies conducted over the past five years in 18 tropical countries in 48 MMAs. The analysis focuses on the role of MMAs in maintaining healthy oceans, showing that MMAs can be used to enhance fisheries outside their borders and safeguard threatened species. Conserving multiple habitats using MMAs can also protect diverse livelihoods and increase fisheries yields. Local protection of marine resources through the MMA process can provide strong local benefits to species, habitats, and people. Local protection buffers against global climate change impacts while maintaining the richness of marine life. Finally, MMAs benefit by using new scientific approaches and engaging citizen scientists

    Resilience trinity: safeguarding ecosystem functioning and services across three different time horizons and decision contexts

    Ensuring ecosystem resilience is an intuitive approach to safeguard the functioning of ecosystems and hence the future provisioning of ecosystem services (ES). However, resilience is a multi‐faceted concept that is difficult to operationalize. Focusing on resilience mechanisms, such as diversity, network architectures or adaptive capacity, has recently been suggested as means to operationalize resilience. Still, the focus on mechanisms is not specific enough. We suggest a conceptual framework, resilience trinity, to facilitate management based on resilience mechanisms in three distinctive decision contexts and time‐horizons: 1) reactive, when there is an imminent threat to ES resilience and a high pressure to act, 2) adjustive, when the threat is known in general but there is still time to adapt management and 3) provident, when time horizons are very long and the nature of the threats is uncertain, leading to a low willingness to act. Resilience has different interpretations and implications at these different time horizons, which also prevail in different disciplines. Social ecology, ecology and engineering are often implicitly focussing on provident, adjustive or reactive resilience, respectively, but these different notions of resilience and their corresponding social, ecological and economic tradeoffs need to be reconciled. Otherwise, we keep risking unintended consequences of reactive actions, or shying away from provident action because of uncertainties that cannot be reduced. The suggested trinity of time horizons and their decision contexts could help ensuring that longer‐term management actions are not missed while urgent threats to ES are given priority

    Digital resilience in higher education

    Higher education institutions face a number of opportunities and challenges as the result of the digital revolution. The institutions perform a number of scholarship functions which can be affected by new technologies, and the desire is to retain these functions where appropriate, whilst the form they take may change. Much of the reaction to technological change comes from those with a vested interest in either wholesale change or maintaining the status quo. Taking the resilience metaphor from ecology, the authors propose a framework for analysing an institution’s ability to adapt to digital challenges. This framework is examined at two institutions (the UK Open University and Canada’s Athabasca University) using two current digital challenges, namely Massive Open Online Courses (MOOCs) and Open Access publishing
