    Final report for Project no. 1904. Prevention of selected diseases and parasites in organic pig hreds - by means of HACCP based management and surveillance programme (CorePig)

    The project partners comprised about 20 researchers from 9 research institutes in eight countries (DK, DE, SE, UK, CH, IT, AU and FR). The project is composed of three work packages: WP1 „Coordination of the project, dissemination and Knowledge synthesis‟, WP2: „Epidemiological study in organic herds‟ and WP3: „Development and evaluation of a HACCP based surveillance and management system‟. WP1 and WP2 started in 2007, while WP3 that built on the results from WP1 and WP2 started later - in 2008. The UK and CH-partners only participated in WP1 and WP3 while the remaining partners participated in all three WP‟s. The project was initiated at the project kick-off meeting in Denmark, August 30-31st 2007, where all project partners met to discuss the planning of the project in detail. Further 6 project meetings were carried out in the project period. The second project meeting was organised in Austria, December 10-11th 2007, the third project meeting in Denmark, February 18-19th 2008, the fourth in France, July 7-9th 2008, the fifth in Italy, December 4.-7th 2008, the sixth in Sweden, June 29-30th 2009 and the final and seventh project meeting took place in Germany, April 7-10th 2010

    Supplier base management : the contrast between Germany and the UK

    Supplier base management is an important aspect of the management of manufacturing operations, as reducing the number of suppliers – the supplier base – is a key approach in many companies including the US and the UK. By having fewer suppliers, manufacturers have more time to work closely with each remaining supplier, for instance, on improving quality and product innovation. However, is this approach being adopted in Germany as fast as it has been in the UK? This paper describes research which addresses this question and which also investigates how German companies are managing contacts with their suppliers. The study was conducted in two stages. Firstly, a survey of manufacturers in Germany and the UK identified the trends in the supplier base of companies in each country. Secondly, a follow-up telephone survey was carried through with purchasing managers at a random sample of 34 German plants to identify, for example, the advantages experienced by manufacturers, which had reduced their supplier base. The findings show that German manufacturers have not reduced their supplier base by as much as companies in the UK. The second part of the research showed that German manufacturers, which have reduced their supplier base, perceive the benefits of this. However, other companies appear to have failed to take the opportunity to gain advantages from a reduced supplier base

    Pilot Evaluation of the Mexican Model of Dual TVET in the State of Mexico

    Since the first public announcement of the Mexican Model of Dual TVET (MMFD) in June 2013, more than 5,000 apprentices have enrolled in the programme and around 2,000 already graduated. The Ministry of Education (SEP and CONALEP), the Chambers of Commerce (i.e. COPARMEX) and the German Cooperation Agencies (i.e. CAMEXA) have been collaborating with state authorities, families, schools and companies to turn this initial idea into a significant and sustainable initiative. Although the numbers are still small, it seemed necessary to undertake a pilot evaluation study of the implementation and impact of this program on its participants to inform those responsible for this policy. We decided to focus our study on the State of Mexico because of the higher number of apprentices in this state and because of the access that the CONALEP authorities gave us to the informants. The report that you are about to read is structured in four main sections. In the first one we reviewed the international evidence on the experiences of policy transfer of Dual TVET. Transferring international good practice sin TVET is always a complex process that requires careful attention to the experiences and lessons from those that tried to do it before. In the second section, we present the main characteristics of the Mexican Model of Dual TVET and the specificities of its implementation in the State of Mexico. In a federal country like Mexico, it is important to understand that national policies may largely vary across states in terms of design and implementation. The third section outlines the methodology of the study, which is inspired by the realist evaluation principles. Realist evaluation, not only tries to measure the impact of interventions on beneficiaries, but also to understand the causal mechanisms that explain why this policy is more effective in certain contexts and with certain beneficiary populations than in others. In the final section, the results of the interviews and the survey with 25 apprentices that completed their studies under the MMFD in the State of Mexico are presented. Obviously, the reduced sample of the study limits the representativeness of our findings but it will offer some expected and unexpected results that should not be ignored by those involved in this policy in the State of Mexico and nationally

    Some Econometric Evidence on the Effectiveness of Active Labour Market Programmes in East Germany

    In this paper we summarise our previous results on the effectiveness of different kinds of labour market training programmes as well as employment programmes in East Germany after unification. All the studies use the microeconometric evaluation approach and are based on different types of matching estimators. We find some positive earnings effect for on-the-job training and also some positive employment effects for employment programmes. No such effects appear for public sector sponsored (off-the-job) training programmes. Generally, the scope of such analysis is very much hampered by the insufficient quality and quantity of the data available for East Germany. Although in particular the results for public sector sponsored training programmes raise serious doubts about the effectiveness of these programmes, any definite policy conclusion from this and other studies about active labour market policy in East Germany would probably be premature.http://deepblue.lib.umich.edu/bitstream/2027.42/39702/3/wp318.pd

    Going beyond instrument interactions: towards a more comprehensive policy mix conceptualization for environmental technological change

    Reaching a better understanding of the policies and politics of transitions presents a main agenda item in the emerging field of sustainability transitions. One important requirement for these transitions, such as the move towards a decarbonized energy system, is the redirection and acceleration of technological change, for which policies play a key role. Several studies of policies supporting environmental technological change have argued for the need to combine different policy instruments in so-called policy mixes. However, existing policy mix studies often fall short of reflecting the complexity and dynamics of actual policy mixes and the underlying politics of (re)designing them. In this paper we take a first step towards a more comprehensive, interdisciplinary policy mix concept for environmental technological change based on a review of the bodies of literature on innovation studies, environmental economics and policy analysis. The concept introduces a clear terminology and consists of the three building blocks elements, processes and characteristics, which can be delineated by several dimensions. Throughout the paper, we illustrate the concept using the example of the policy mix for fostering the transition of the German energy system to renewable power generation technologies. We argue that the proposed concept provides an integrating analytical framework for empirical studies analyzing the impact of the policy mix on environmental technological change and sustainability transitions more broadly. Finally, we derive policy implications and suggest avenues for future research
