Sustainability analysis of Chinese transport policy
Whilst the world economy is developed, the life and development of
human beings have been threatened by the imbalance among environmental and
ecological aspects. Thus sustainability is becoming increasingly the focus of
various social fields. For most developing countries, a strategy with good
sustainability for social development is of long-term significance to keep the
economy in expansion. This paper first reviews the conceptual framework and
up-to-date development of sustainability. Second, it reviews the current transport
situation of China and its future demands. Third, the paper analyses transport policy
from the viewpoints of energy consumption and environment pollution caused by
transportation. It finally summarises suggestions for transport policy that China
should consider in the future
The relationships between PM2.5 and meteorological factors in China: Seasonal and regional variations
The interactions between PM2.5 and meteorological factors play a crucial role
in air pollution analysis. However, previous studies that have researched the
relationships between PM2.5 concentration and meteorological conditions have
been mainly confined to a certain city or district, and the correlation over
the whole of China remains unclear. Whether or not spatial and seasonal
variations exit deserves further research. In this study, the relationships
between PM2.5 concentration and meteorological factors were investigated in 74
major cities in China for a continuous period of 22 months from February 2013
to November 2014, at season, year, city, and regional scales, and the spatial
and seasonal variations were analyzed. The meteorological factors were relative
humidity (RH), temperature (TEM), wind speed (WS), and surface pressure (PS).
We found that spatial and seasonal variations of their relationships with PM2.5
do exist. Spatially, RH is positively correlated with PM2.5 concentration in
North China and Urumqi, but the relationship turns to negative in other areas
of China. WS is negatively correlated with PM2.5 everywhere expect for Hainan
Island. PS has a strong positive relationship with PM2.5 concentration in
Northeast China and Mid-south China, and in other areas the correlation is
weak. Seasonally, the positive correlation between PM2.5 concentration and RH
is stronger in winter and spring. TEM has a negative relationship with PM2.5 in
autumn and the opposite in winter. PS is more positively correlated with PM2.5
in autumn than in other seasons. Our study investigated the relationships
between PM2.5 and meteorological factors in terms of spatial and seasonal
variations, and the conclusions about the relationships between PM2.5 and
meteorological factors are more comprehensive and precise than before.Comment: 3 tables, 13 figure
Decoupling urban transport from GHG emissions in Indian cities--A critical review and perspectives
How to sustain rapid economic and urban growth with minimised detriment to environment is a key challenge for sustainable development and climate change mitigation in developing countries, which face constraints of technical and financial resources scarcity as well as dearth of infrastructure governance capacity. This paper attempts to address this question by investigating the driving forces of transport demand and relevant policy measures that facilitate mitigating GHG emissions in the urban transport sector in Indian cities based on a critical review of the literature. Our overview of existing literature and international experiences suggests that it is critical to improve urban governance in transport infrastructure quality and develop efficient public transport, coupled with integrated land use/transport planning as well as economic instruments. This will allow Indian cities to embark on a sustainable growth pathway by decoupling transport services demand of GHG emissions in the longer term. Appropriate policy instruments need to be selected to reconcile the imperatives of economic and urban growth, aspiration to higher quality of life, improvements in social welfare, urban transportrelated energy consumption and GHG emissions mitigation target in Indian cities.India, Urban transport, GHG mitigation

ENVIRONMENTAL SURROUNDINGS AND PERSONAL WELL-BEING IN URBAN CHINA
We examine the relationship between atmospheric pollution, water pollution, traffic congestion, access to parkland and personal well-being using a survey administered across six Chinese cities in 2007. In contrast to existing studies of the determinants of well-being by economists, which have typically employed single item indicators to measure well-being, we use the Personal Well-Being Index (PWI). We also employ the Job Satisfaction Survey (JSS) to measure job satisfaction, which is one of the variables for which we control when examining the relationship between environmental surroundings and personal well-being. Previous research by psychologists has shown the PWI and JSS to have good psychometric properties in western and Chinese samples. A robust finding is that in cities with higher levels of atmospheric pollution and traffic congestion, respondents report lower levels of personal well-being ceteris paribus. We find that a one standard deviation increase in suspended particles or sulphur dioxide emissions is roughly equivalent to a 12-13 percent reduction in average monthly income in the six cities. This result suggests that the personal well-being of China's urban population can be enhanced if China were to pursue a more balanced growth path which curtailed atmospheric pollution.China, Environment, Pollution, Personal Well-Being.

Is China’s Growth Sustainable?
A central pillar of the sustainability movement is the call to include environmental accounting in standard measures of economic performance. This increased transparency would, in principle, mitigate the temptation of economic managers and policy makers to increase growth in material consumption at the expense of the environment. Moreover, as Repetto (1989) and others have argued, deducting depreciation of produced capital from NNP but not deducting depreciation of natural capital is inconsistent and debases NNP as a possible indicator of welfare. African gateways : measuring airline connectivity change for Africa's global urban networks in the 2003-2009 period
This paper studies the globalization of major African cities through their changing insertion in global airline networks. As such, the paper adds to a growing body of literature that analyzes the role of infrastructure in the formation of world-city networks. We draw on a rich data source that provides longitudinal airline booking data, which can be directly linked up to the evolution of inter-urban networks at the African and global scale. Our results indicate that Johannesburg remains the major gateway to Africa, but other regional centers and in particular Cairo, Lagos, Casablanca and Nairobi are rapidly complementing Johannesburg in this role. The globalization of African cities is related to rapid network growth on the African continent, but is outrun by fast growth in terms of non-African connections. Among the latter, connections to Asia and the Middle East are rapidly gaining importance. In the end, the paper argues that SouthSouth connections are crucial for an understanding of the contemporary globalization of African cities
Surviving success : policy reform and the future of industrial pollution in China
China's recent industrial growth, a remarkable success story, has been clouded by hundreds of thousands of premature deaths and incidents of serious respiratory illness caused by exposure to industrial air pollution. Seriously contaminated by industrial discharges, many of China's waterways are largely unfit for direct human use. This damage could be substantially reduced at modest cost. Industrial reform combined with stricter environmental regulation has reduced organic water pollution in many areas and has curbed the growth of air pollution. But much higher levels of emissions controls (of particulates and sulfur dioxide) are warranted in China's polluted cities. For the cost-benefit analysis that led to this conclusion, the authors developed threescenarios projecting pollution damage under varying assumptions about future policies. Their findings are: Even if regulation is not tightened further, continued economic reform should have a powerful effect on pollution intensity. Organic water pollution will stabilize in many areas and actually decline in some. Air pollution will continue growing in most areas but at a much slower pace than industrial output. The cost of inaction would be high--most of China's waterways will remain heavily polluted, and many thousands of people will die or suffer serious respiratory damage. Continuing current trends in tightened regulation for water pollution will lead to sharp improvements; adopting an economically feasible policy of much stricter regulation will restore the health of many waterways. The stakes are even higher for air pollution because regulatory enforcement has weakened in many areas in the past five years. Reversing that trend will save many lives at extremely modest cost. China's National Environmental Protection Agency (NEPA) has recommended a tenfold increase in the air pollution levy; adopting NEPA's very conservative recommendation would produce a major turnaround in most cities. For representative Chinese cities, a fiftyfold increase in the levy is probably warranted economically. To be cost-effective, heavy sources of particulate and sulfur dioxide emissions should be targeted for abatement.
