e-Governance: Supporting pragmatic direct deliberative action through online communities of interest

Authors often report on the limited success of e-Government initiatives in developing nations. Top down, national strategies are developed to target improved government services, but maintain hierarchical, citizen-state conceptions of governance through representative democracy. An alternative conception, direct deliberative democracy, frames the potential role of the internet in governance differently. Web based platforms might support locally animated deliberations, which target pragmatic outcomes, while the resulting social networks afford collective learning through connections across traditional boundaries. This paper presents an investigation of direct deliberative governance as it occurs in online 'communities of interest', and is based on research with such a community in southern Africa. We investigate contributions to the online governance process and develop an action typology distinguishing between degrees of 'agency freedom'. Network analytic techniques are then used to understand how acts of varying degree are expressed in terms of the structure of a social network. The aim, more broadly, is to understand how the environment shapes acts of direct deliberative governance, and, in turn, how the acts shape the evolution and effectiveness of the community. The preliminary results suggest design considerations for online governance communities, and highlight their role to not only provide deliberative space, but to mediate social network connections

Transnational philanthropy, policy transfer networks and the Open Society Institute

The Open Society Institute ( OSI) is a private operating and grant-making foundation that serves as the hub of the Soros foundations network, a group of autonomous national foundations around the world. OSI and the network implement a range of initiatives that aim to promote open societies by shaping national and international policies with knowledge and expertise. The OSI provides an excellent case study of the strategies of transnational activism of private philanthropy. It is an institutional mechanism for the international diffusion of expertise and ‘best practices’ to post communist countries and other democratizing nations. This paper avoids assumptions that civil society is an entirely separate and distinguishable domain from states and emergent forms of transnational authority. Focusing on the ‘soft’ ideational and normative policy transfer undermines notions of clear cut boundaries between an independent philanthropic body in civil society and highlights the intermeshing and mutual engagement that comes with networks, coalitions, joint funding, partnerships and common policy dialogues

What Do Complex Adaptive Systems Look Like and What Are the Implications for Innovation Policy?

This paper explores the use of complex adaptive systems theory in development policy analysis using a case study drawn from recent events in Uganda. It documents the changes that took place in the farming system in Soroti district during an outbreak of African cassava mosaic virus disease (ACMVD) and the subsequent decline in cassava production - the main staple food in the area. Resultant adaptation impacts are analysed across cropping, biological, economic and social systems each of which operate as an interlinked sub-system. The policy implications of this story suggest a policy agenda that recognises adaptation capacity as the life blood of complex adaptive systems. Since these types of systems are found in all realms of human activity, it follows that strengthening this capacity is a key developmental priority that requires linking together new configurations of actors and resources to tackle an ever-changing set of contexts.Complex Adaptive Systems, Innovation Policy, Uganda, Cassava, Adaptation Capacity, Smallholder Production, Policy

Evolution of the EU broadband policy: Towards an integrated framework?

Since more than two decades, broadband has been recognized in the EU as having great benefits to economic and social development.This recognition is evident in the first EU policy document on the telecommunications market - the 1987 Green Paper - which assumed that harmonization and liberalization through competition mechanism could be used as the tools to bring all those benefits to the European citizens. Although the policy in the following years emphasized the competition mechanism, many additional instruments were developed and implemented in order to make broadband available to all European citizen. Some instruments can be seen in the form of Directives, and some instruments are shown in many policy strategies. All of them have a considerable contribution to the growth of broadband deployment in the EU. However, with globalization, the policy impetus for broadband has shifted toward a means to increase competitiveness of a nation or region.This changing emphasis due to globalization and competitiveness impacts the design of policy instruments. A question can be raised which instruments can serve a new concept of future broadband policy. Against this background, the paper will present an evolutionary concept of broadband policy in the EU by providing a model to integrate the related broadband policy instruments. A timeline of all instruments and initiatives being implemented will be explored. This evolution will be analyzed in order to see what kind of future model is applicable when broadband policy is based on a perspective of globalization and regional competitiveness. Co-evolutionary dynamics in strategic alliances : the influence of the industry lifecycle

This study examines the application of the co-evolution literature to strategic alliance formation in SME’s in the UK and Australia in two differing industries at different stages of the industry life-cycle. Extending the framework developed by Das and Teng (2002) and that of Wilson and Hynes (2009), it engages with wider industry and environmental characteristics present in these two countries, specifically examining whether different theories of alliance formation are better suited to different stages of an industry life cycle. The issues discussed above are explored and developed through the use of a qualitative case study approach. Findings indicate strong resource-based drivers for alliance formation in both industries, with firms dependent on the co-evolution of their alliances and indeed selected by the results of their alliance participation. However, differences emerged in the strategic use of alliances in these two industries. The influence of the stage of the industry life cycle on this is discussed
