The scale, scope and impact of alternative care for OVC in developing countries

This item is archived in the repository for materials published for the USAID supported Orphans and Vulnerable Children Comprehensive Action Research Project (OVC-CARE) at the Boston University Center for Global Health and Development.Over 145 million children worldwide have lost one or both parents due to various causes, 15 million of these are due to AIDS (1,2); and many more have been made vulnerable due to other causes. The global community has responded by putting in place various care arrangements for these children. However, the scale, scope and impact of these alternative care approaches have not been well summarized. The aim of this literature review is to synthesize and analyze available data on alternative care approaches and the impact of these placements on the lives of orphans and other vulnerable children. Both the short-term and long term wellbeing of a child depends a lot on where they live and the care they receive in those settings.The USAID | Project SEARCH, Orphans and Vulnerable Children Comprehensive Action Research (OVC-CARE) Task Order, is funded by the U.S. Agency for International Development under Contract No. GHH-I-00-07-00023-00, beginning August 1, 2008. Establishing Privacy Advisory Commissions for the Regulation of Facial Recognition Systems at the Municipal Level

As facial recognition systems (FRS) become widely available, a growing number of local governing bodies across the country have adopted these technologies. Without regulating how and when these technologies are used, the adoption of FRS by municipal governments has the potential to violate civil liberties and disproportionately harm marginalized groups. FRS may be an invaluable tool for law enforcement; however, best practices must be adopted to curb their misuse, specifically at the municipal level. We propose that cities considering procurement of FRS create an independent privacy advisory commission with a clear mandate, guaranteed cooperation from local government, technology expertise, and community stakeholder input

Issues and Challenges of HIV/AIDS Prevention and Treatment Programme in Nepal

This paper explores some of the key issues and challenges of government HIV/AIDS prevention and treatment programme in Nepal. Providing HIV/AIDS prevention and treatment services in Nepal is associated with a number of issues and challenges which are shaped mostly on cultural and managerial issues from grass root to policy level. Numerous efforts have been done and going on by Nepal government and non-government organization but still HIV prevention and treatment service is not able to reach all the most at risk populations because cultural issues and managerial issues are obstructing the services. The existing socio-cultural frameworks of Nepal do not provide an environment for any safe disclosure for person who is HIV infected. Thus, there is an urgent need to address those issues and challenges and strengthen the whole spectrums of health systems through collaborative approach to achieve the millennium development goals. It will be the purpose of this paper to contribute to the policy makers by exploring the pertinent issues and challenges in the HIV/AIDS programme

South American Expert Roundtable : increasing adaptive governance capacity for coping with unintended side effects of digital transformation

This paper presents the main messages of a South American expert roundtable (ERT) on the unintended side effects (unseens) of digital transformation. The input of the ERT comprised 39 propositions from 20 experts representing 11 different perspectives. The two-day ERT discussed the main drivers and challenges as well as vulnerabilities or unseens and provided suggestions for: (i) the mechanisms underlying major unseens; (ii) understanding possible ways in which rebound effects of digital transformation may become the subject of overarching research in three main categories of impact: development factors, society, and individuals; and (iii) a set of potential action domains for transdisciplinary follow-up processes, including a case study in Brazil. A content analysis of the propositions and related mechanisms provided insights in the genesis of unseens by identifying 15 interrelated causal mechanisms related to critical issues/concerns. Additionally, a cluster analysis (CLA) was applied to structure the challenges and critical developments in South America. The discussion elaborated the genesis, dynamics, and impacts of (groups of) unseens such as the digital divide (that affects most countries that are not included in the development of digital business, management, production, etc. tools) or the challenge of restructuring small- and medium-sized enterprises (whose service is digitally substituted by digital devices). We identify specific issues and effects (for most South American countries) such as lack of governmental structure, challenging geographical structures (e.g., inclusion in high-performance transmission power), or the digital readiness of (wide parts) of society. One scientific contribution of the paper is related to the presented methodology that provides insights into the phenomena, the causal chains underlying “wanted/positive” and “unwanted/negative” effects, and the processes and mechanisms of societal changes caused by digitalization

The World Bank and children : a review of activities

This paper reviews Bank interventions that supported the welfare of children in the last decade. Though the Bank has always addressed children's development, and protection through its focus of broader economic development, and social protection, it has recently intensified its efforts to directly address children's issues in the context of a broader international effort to improve the general welfare of children and, more specifically, to reduce child labor. This paper focuses on Human Development projects with an objective relating to children, or that are expected to have an indirect, but non-trivial impact on children.
