    An Experimental Approach to a Rapid Propulsion and Aeronautics Concepts Testbed

    Modern aircraft design tools have limitations for predicting complex propulsion-airframe interactions. The demand for new tools and methods addressing these limitations is high based on the many recent Distributed Electric Propulsion (DEP) Vertical Take-Off and Landing (VTOL) concepts being developed for Urban Air Mobility (UAM) markets. We propose that low cost electronics and additive manufacturing can support the conceptual design of advanced autonomy-enabled concepts, by facilitating rapid prototyping for experimentally driven design cycles. This approach has the potential to reduce complex aircraft concept development costs, minimize unique risks associated with the conceptual design, and shorten development schedule by enabling the determination of many "unknown unknowns" earlier in the design process and providing verification of the results from aircraft design tools. A modular testbed was designed and built to evaluate this rapid design-build-test approach and to support aeronautics and autonomy research targeting UAM applications utilizing a complex, transitioning-VTOL aircraft configuration. The testbed is a modular wind tunnel and flight model. The testbed airframe is approximately 80% printed, with labor required for assembly.     Electronic/electric technology benefits study

    The benefits and payoffs of advanced electronic/electric technologies were investigated for three types of aircraft. The technologies, evaluated in each of the three airplanes, included advanced flight controls, advanced secondary power, advanced avionic complements, new cockpit displays, and advanced air traffic control techniques. For the advanced flight controls, the near term considered relaxed static stability (RSS) with mechanical backup. The far term considered an advanced fly by wire system for a longitudinally unstable airplane. In the case of the secondary power systems, trades were made in two steps: in the near term, engine bleed was eliminated; in the far term bleed air, air plus hydraulics were eliminated. Using three commercial aircraft, in the 150, 350, and 700 passenger range, the technology value and pay-offs were quantified, with emphasis on the fiscal benefits. Weight reductions deriving from fuel saving and other system improvements were identified and the weight savings were cycled for their impact on TOGW (takeoff gross weight) and upon the performance of the airframes/engines.     Application of laminar flow control to supersonic transport configurations

    The feasibility and impact of implementing a laminar flow control system on a supersonic transport configuration were investigated. A hybrid laminar flow control scheme consisting of suction controlled and natural laminar flow was developed for a double-delta type wing planform. The required suction flow rates were determined from boundary layer stability analyses using representative wing pressure distributions. A preliminary design of structural modifications needed to accommodate suction through a perforated titanium skin was carried out together with the ducting and systems needed to collect, compress and discharge the suction air. The benefits of reduced aerodynamic drag were weighed against the weight, volume and power requirement penalties of suction system installation in a mission performance and sizing program to assess the net benefits. The study showed a feasibility of achieving significant laminarization of the wing surface by use of a hybrid scheme, leading to an 8.2 percent reduction in the cruise drag. This resulted in an 8.5 percent reduction in the maximum takeoff weight and a 12 percent reduction in the fuel burn after the inclusion of the LFC system installation penalties. Several research needs were identified for a resolution of aerodynamics, structural and systems issues before these potential benefits could be realized in a practical system

    The previous report on the publicly funded research and development and demonstration projects included ongoing and recently concluded projects with the information available in 2011-2012. The aim of the current work was to update the collection of the on-going or recently concluded research, development and demonstration projects on electric and plug-in hybrid vehicles, which received EU and national public funding with the total budget of more than 500000 Euro, in order to update the EV-Radar tool with new projects.     Crew appliance study

    Viable crew appliance concepts were identified by means of a thorough literature search. Studies were made of the food management, personal hygiene, housekeeping, and off-duty habitability functions to determine which concepts best satisfy the Space Shuttle Orbiter and Modular Space Station mission requirements. Models of selected appliance concepts not currently included in the generalized environmental-thermal control and life support systems computer program were developed and validated. Development plans of selected concepts were generated for future reference. A shuttle freezer conceptual design was developed and a test support activity was provided for regenerative environmental control life support subsystems

    Carbon Emission Policies in Key Economies

    The Australian Government asked the Productivity Commission to undertake a study on the ‘effective’ carbon prices that result from emissions and energy reduction policies in Australia and other key economies (the UK, USA, Germany, New Zealand, China, India, Japan and South Korea). The Commissions research report, released 9 June 2011, provides a stocktake of the large number of policy measures in the electricity generation and road transport sectors of the countries studied. And it provides estimates of the burdens associated with these policies in each country and the abatement achieved. While the results are based on a robust methodology, data limitations have meant that some estimates could only be indicative. More than 1000 carbon policy measures were identified in the nine countries studied, ranging from (limited) emissions trading schemes to policies that support particular types of abatement technology. While these disparate measures cannot be expressed as an equivalent single price on greenhouse gas emissions, all policies impose costs that someone must pay. The Commission has interpreted ‘effective’ carbon prices broadly to mean the cost of reducing greenhouse gas emissions — the ‘price’ of abatement achieved by particular policies. The estimated cost per unit of abatement achieved varied widely, both across programs within each country and in aggregate across countries. The relative cost effectiveness of price-based approaches is illustrated for Australia by stylised modelling that suggests that the abatement from existing policies for electricity could have been achieved at a fraction of the cost. The estimated price effects of supply-side policies have generally been modest, other than for electricity in Germany and the UK.
