    In the present study we combine cluster theory with a value chain approach, with the aim of discovering elements of the European fresh vegetable business that could enable local producers to gain competitive advantages in a global market. European producers of fresh vegetables are under pressure to improve their performance and increase their competitiveness. Competitive advantage can be gained through innovation and by using unique resources stemming from cooperation between producers and complementary actors in local clusters. However, locally clustered producers do not sell to open markets but need access to value chains governed by lead firms, the large European retail chains, which set the rules and conditions of participation. The study presents first results from a multiple case-study analysis involving three different European regions in Germany, Italy and Spain specialized in fresh vegetable production. In-depth interviews with practitioners allowed us to confirm some main trends in business organization in the European fresh vegetable industry, but also to point out some interesting peculiarities of this industry. Local fresh vegetable producers become competitive due to their integration both in local production and wider marketing networks, where unique knowledge is created and interchanged by personal relationships. Further concentration on the local level is claimed to countervail power imbalances that usually favor buyers. The need for leading supermarket chains to build up direct relationships with key suppliers disturbs the functioning of existing relationship patterns in the local cluster. Creation of exclusive relationships with retail chains is pursued by entrepreneurs of innovative producing farms who treat their special knowledge and capacities as competitive advantages in the sharp competition in world markets and do not share it with other cluster actors.Fresh vegetables, value chains, clusters, competitiveness

    US contingent protection against honey imports : development aspects and the Doha Round

    On December 10, 2001 the U.S. Department of Commerce (DOC) imposed steep antidumping duties against honey imports from Argentina and China ranging from 32.6 percent to 183.8 percent, and a countervailing duty against Argentina of 5.9 percent. A previous antidumping investigation in 1995 ended with a suspension"agreement"that curtailed U.S. imports from China by around 30 percent. Millions of beekeepers around the world, most of them poor, make a living from honey production, and a free and competitive world market would help raise their standards of living. Nevertheless, the sequential pattern of increasing and widening protectionism followed by the United States, the world's top importer, to include successful exporters under the effects of its contingent protection measures sends a clear message that other countries should think twice before investing in expanding honey exports to the United States. In addition to looking into the trade effects of these contingent protection measures, the author concludes that under the regulatory arrangements of the DOC, Argentina's beekeepers never had a chance of defending themselves. For example, responding to the DOC's lengthy and sophisticated questionnaires that sought to determine cost of production went beyond the capacities of poor beekeepers. In the absence of information, the DOC resorted to evidence presented by the petitioners which was riddled with errors. The available evidence suggests that had beekeepers been capable of responding to the questionnaires, the margin of dumping would had been lower, if at all existent. This and other evidence discussed by the author suggest the urgent need to introduce reforms into the World Trade Organization antidumping and subsidy agreements. At the minimum what is required is a consensus that all respondents be given the same opportunity by the international trade rules.     En este trabajo se presenta el análisis de cuatro casos específicos de surgimiento de cuatro actividades de exportación exitosas de Uruguay: software de computación, productos madereros, caviar y carne de esturión, y vacunas para animales. En cada uno de esos casos específicos se trata cómo empresas, asociaciones y varios gobiernos a varios niveles han manejado crisis de mercado y facilitado el suministro de los bienes públicos necesarios para cada actividad. El análisis de estos casos específicos presenta además una descripción de las características de los actores principales en cada ramo de actividad así como las externalidades positivas que brindan a los emuladores, especialmente la difusión de conocimientos sobre exportación.     The Emergence of new Successful Export Activities in Uruguay

    El proyecto “El surgimiento de nuevas actividades exportadoras exitosas en América Latina” busca identificar los elementos claves en el proceso de descubrimiento de nuevas oportunidades de exportación en diferentes países de la región, con el objetivo de proponer políticas y reformas que permitan aumentar el ritmo de descubrimientos, en particular teniendo en cuenta la importancia relativa de diversas fallas de mercado. El enfoque general del estudio puede resumirse en que “los mercados se desempeñan bien al brindar señales de la rentabilidad de actividades que ya existen, pero su desempeño es pobre cuando se trata de actividades que podrían existir pero no existen. Aun si estas actividades no son nuevas en el sentido de que están presentes en economías más ricas, los productores se ven enfrentados a una considerable incertidumbre respecto a los costos y la productividad bajo las condiciones del mercado local. Introducirse en estos nuevos sectores típicamente requiere un inversor pionero, que indica a otros la rentabilidad de dichas actividades. Llamamos a este proceso de descubrir la estructura de costos interna de la economía auto-descubrimiento” (Hausmann y Rodrik, 2003). “En el proceso de auto-descubrimiento abundan las externalidades de información, debido a que la información de costos descubierta por un empresario no puede conservarse en forma privada. Si la empresa pionera resulta rentable, esto es fácilmente observable por otros. Los imitadores entran entonces en la actividad, la renta del productor establecido se disipa y se establece un nuevo sector. Si, por el contrario, el pionero quiebra, las pérdidas son soportadas en su totalidad por el empresario. En consecuencia, la actividad empresarial de esta naturaleza no es una actividad con alta recompensa: las pérdidas son privadas mientras las ganancias se socializan. Por tanto, los mercados no proporcionan suficiente actividad empresarial en actividades nuevas” (Hausmann, Rodríguez-Clare y Rodrik, 2006). El estudio realizado para Uruguay consistió en analizar cuatro actividades exportadoras nuevas para el país, en el contexto del marco teórico propuesto por el BID y siguiendo la metodología común establecida para todos los casos incluidos en el proyecto regional. Asimismo, en el marco de este estudio se construyó una base de datos armonizada de las exportaciones uruguayas de bienes a nivel de producto y empresa, que permite analizar la actividad exportadora a nivel de empresa, producto y mercado de destino en las últimas dos décadas. La disponibilidad de series de tiempo consistentes permitió superar las limitaciones de información que provocaban en las estadísticas los cambios introducidos en la clasificación de productos en cuatro oportunidades (1985, 1993, 1997, 2002). Este estudio busca una mejor comprensión de estos problemas en el caso de Uruguay, presentando, en primer término, una visión de conjunto del desempeño exportador de Uruguay y su política comercial, y un análisis de la actividad exportadora a nivel de firma.     The role of power relationships, trust and social networks in shaping milk quality in Kenya

    The objective of this study was to examine social networks in dairy value chains (DVCs) in Kenya and understand how DVC actors' power relationships and trust influence their behaviour regarding milk quality. We conducted a stakeholder analysis using the Net-Map tool in Laikipia, Nakuru and Nyandarua counties in Kenya. VisuaLyzer software was used to analyse the social networks. Thematic content analysis of the discussions, recorded during the mapping exercise, was undertaken using ATLAS.ti. Formal DVC had more actors and dense social networks characterised by vertical and horizontal integration, high levels of power asymmetries between actors, limited trust and short-term contractual arrangements. Informal DVC was characterised by fewer actors and less dense social networks, low levels of power asymmetries between actors and a high level of trust due to the existence of reciprocal personal relationships. Milk was perceived to be of higher quality in the formal value chain reflecting top-down enforcement of milk standards, bottom-up collective action, power asymmetries and contractual relationships. Poor milk quality management in the informal DVC underscores the need for powerful actors, e.g. regulatory agencies, and buyers such as processors, to influence other DVC actors' behavioural change. Understanding and leveraging DVC social networks and actors' power and addressing power asymmetries and enhancing trust between actors will increase compliance with milk quality standards. There is an urgent imperative to design policies and interventions which empower DVC actors, by providing economic incentives, enhancing their skills and knowledge and their access to infrastructure which facilitates milk quality improvement
