[[abstract]]One of the most important and challenging issues in the design of personal communication service (PCS) systems is the management of location information. In this paper, we propose a new fault-tolerant location management scheme, which is based on the cellular quorum system. Due to quorum's salient set property, our scheme can tolerate the failures of one or more location server(s) without adding or changing the hardware of the systems in the two-tier networks. Meanwhile, with a region-based approach, our scheme stores/retrieves the MH location information in the location servers of a quorum set of the local region as much as possible to avoid long delays caused by the possible long-distance of VLR and HLR. Thus, it yields better connection establishment and update delay.

The General Packet Radio Service (GPRS) is a new standard for mobile data communications, which is implemented under the existing infrastructure of Global System for Mobile Communications (GSM). The promise capability of handling Internet Protocol traffic enables instant and constant connection to global network regardless of location and time. With its packet-based nature, the new technology facilitates new applications in wireless communications that have not been available previously. Nonetheless, there are numbers of limitations that have to be taken into consideration b~fore this technology can be implemented commercially. Despite all arguments and challenges, the GPRS system is here to stay and evolving towards the third generation mobile communications. This report covers the background of the GPRS and discusses the issues involved in implementing this current technology besides considering the deployment of third generation networks beyond GPRS

The survivability concerns the service continuity when the components of a system are damaged. This concept is especially useful in the emergency management of the system, as often emergencies involve accidents or incident disasters which more or less damage the system. The overall objective of this thesis study is to develop a quantitative management approach to the emergency management of a wireless cellular telecommunication system in light of its service continuity in emergency situations – namely the survivability of the system. A particular wireless cellular telecommunication system, WCDMA, is taken as an example to ground this research. The thesis proposes an ontology-based paradigm for service management such that the management system contains three models: (1) the work domain model, (2) the dynamic model, and (3) the reconfiguration model. A powerful work domain modeling tool called Function-Behavior-Structure (FBS) is employed for developing the work domain model of the WCDMA system. Petri-Net theory, as well as its formalization, is applied to develop the dynamic model of the WCDMA system. A concept in engineering design called the general and specific function concept is applied to develop a new approach to system reconfiguration for the high survivability of the system. These models are implemented along with a user-interface which can be used by emergency management personnel. A demonstration of the effectiveness of this study approach is included. There are a couple of contributions with this thesis study. First, the proposed approach can be added to contemporary telecommunication management systems. Second, the Petri Net model of the WCDMA system is more comprehensive than any dynamic model of the telecommunication systems in literature. Furthermore, this model can be extended to any other telecommunication system. Third, the proposed system reconfiguration approach, based on the general and specific function concept, offers a unique way for the survivability of any service provider system. In conclusion, the ontology-based paradigm for a service system management provides a total solution to service continuity as well as its emergency management. This paradigm makes the complex mathematical modeling of the system transparent to the manager or managerial personnel and provides a feasible scenario of the human-in-the-loop management

Mobiliteetti on yksi WCDMA-teknologian menestyksen avaintekijöistä. Saumattoman liikkuvuuden ylläpitämiseksi radioresurssien hallinnan algoritmit ovat tärkeässä roolissa verkon hallinnassa. Yhdessä pääsyvalvonnan, kuormavalvonnan, pakettiskedulerin, resurssimanagerin ja tehovalvonnan kanssa kanavanvaihtoalgoritmit vastaavat laadukkaan, katkeamattoman yhteyden ylläpidosta. Nämä algoritmit on toteutettu radioverkko-ohjaimen (RNC) ohjelmistossa. Ohjelmiston elinkaaren aikana ohjelmiston eri osissa kohdataan erilaisia haasteita. Mobility is the key success area in WCDMA technology. To maintain seamless mobility, Radio Resource Management algorithms are essential in network management. Together with Admission Control, Load Control, Packet Scheduler, Resource Manager and Power Control algorithms, Handover Control algorithms are responsible for high quality seamless communication. These algorithms take place in the Radio Network Controller software. In software life-cycle there can be challenges related with different software program blocks. Other than software problems there can also be radio network planning problems, hardware problems and user-equipment related problems. Those issues have to be analyzed by experienced R&D engineers. Usually it is not straightforward to investigate what is the root cause. Because of this reason troubleshooting tools play a vital role in software development. This thesis analyzes the existing troubleshooting solutions in NSN-WCDMA-Control Plane-Handover Algorithm team and proposes enhanced solutions for those needs. As a result of this thesis, some of the enhanced solutions are implemented and analyses for the other solutions are provided. Development of troubleshooting tools and methodology will continue in the software development team after the completion of this thesis

To address emerging saturation in the VHF aeronautical bands allocated internationally for air traffic management communications, the International Civil Aviation Organization (ICAO) has requested development of a common global solution through its Aeronautical Communications Panel (ACP). In response, the Federal Aviation Administration (FAA) and Eurocontrol initiated a joint study, with the support of NASA and U.S. and European contractors, to provide major findings on alternatives and recommendations to the ICAO ACP Working Group C (WG-C). Under an FAA/Eurocontrol cooperative research and development agreement, ACP WG-C Action Plan 17 (AP-17), commonly referred to as the Future Communications Study (FCS), NASA Glenn Research Center is responsible for the investigation of potential communications technologies that support the long-term mobile communication operational concepts of the FCS. This report documents the results of the first phase of the technology assessment and recommendations referred to in the Technology Pre-Screening Task 3.1 of AP-17. The prescreening identifies potential technologies that are under development in the industry and provides an initial assessment against a harmonized set of evaluation criteria that address high level capabilities, projected maturity for the time frame for usage in aviation, and potential applicability to aviation. A wide variety of candidate technologies were evaluated from several communications service categories including: cellular telephony; IEEE-802.xx standards; public safety radio; satellite and over-the-horizon communications; custom narrowband VHF; custom wideband; and military communications

Mestrado em Engenharia Eletrónica e TelecomunicaçõesThe Telecommunications industry is a “world” where services like data, voice and value-added services must be available at anytime, anywhere. Because of this requirement, it became a really aggressive market, where the least detail can make the difference. One of the details that can be really differentiating is related to network management. With all the changes and rapid evolution of telecommunications, this can be considered a critically important point. An efficient and optimized network management can save time and money and that is why it is a mandatory aspect in this market. There are two different paths to be considered: long term management, which consists in saving less detailed data for long periods of time, and real time management that allows much more detailed information for narrower time frame. Because of database and costs related issues, only one of them must be chosen and there is some important information that may become “invisible”, leading to unsolved problems that can be highly expensive. Regarding this situation, it would be extremely beneficial for the telecom operators if they could visualize both types of data, having the long term information along with the most important details of real time information in one view.

Recently, web based multimedia services have gained popularity and have proven themselves to be viable means of communication. This has inspired the telecommunication service providers and network operators to reinvent themselves to try and provide value added IP centric services. There was need for a system which would allow new services to be introduced rapidly with reduced capital expense (CAPEX) and operational expense (OPEX) through increased efficiency in network utilization. Various organizations and standardization agencies have been working together to establish such a system. Internet Protocol Multimedia Subsystem (IMS) is a result of these efforts. IMS is an application level system. It is being developed by 3GPP (3rd Generation Partnership Project) and 3GPP2 (3rd Generation Partnership Project 2) in collaboration with IETF (Internet Engineering Task Force), ITU-T (International Telecommunication Union – Telecommunication Standardization Sector), and ETSI (European Telecommunications Standards Institute) etc. Initially, the main aim of IMS was to bring together the internet and the cellular world, but it has extended to include traditional wire line telecommunication systems as well. It utilizes existing internet protocols such as SIP (Session Initiation Protocol), AAA (Authentication, Authorization and Accounting protocol), and COPS (Common Open Policy Service) etc, and modifies them to meet the stringent requirements of reliable, real time communication systems. The advantages of IMS include easy service quality management (QoS), mobility management, service control and integration. At present a lot of attention is being paid to providing bundled up services in the home environment. Service providers have been successful in providing traditional telephony, high speed internet and cable services in a single package. But there is very little integration among these services. IMS can provide a way to integrate them as well as extend the possibility of various other services to be added to allow increased automation in the home environment. This thesis extends the concept of IMS to provide convergence and facilitate internetworking of the various bundled services available in the home environment; this may include but is not limited to communications (wired and wireless), entertainment, security etc. In this thesis, I present a converged home environment which has a number of elements providing a variety of communication and entertainment services. The proposed network would allow effective interworking of these elements, based on IMS architecture. My aim is to depict the possible advantages of using IMS to provide convergence, automation and integration at the residential level
