    The Protection and Management of the Sargasso Sea

    The Sargasso Sea is a fundamentally important part of the world's ocean, located within the North Atlantic sub-tropical gyre with its boundaries defined by the surrounding currents. It is the only sea without land boundaries with water depths ranging from the surface coral reefs of Bermuda to abyssal plains at 4500 m. The Sargasso Sea's importance derives from the interdependent mix of its physical structure and properties, its ecosystems, its role in global scale ocean and earth system processes, its socio-economic and cultural values, and its role in global scientific research. Despite this, the Sargasso Sea is threatened by a range of human activities that either directly adversely impact it or have the potential to do so. Being Open Ocean, the Sargasso Sea is part of the High Seas, the area of ocean that covers nearly 50%of the earth's surface but which is beyond the jurisdiction and responsibility of any national government, and as such it enjoys little protection. To promote the importance of the Sargasso Sea, the Sargasso Sea Alliance was created under the leadership of the Government of Bermudian 2010. This report provides a summary of the scientific and other supporting evidence for the importance of the Sargasso Sea and is intended to develop international recognition of this; to start the process of establishing appropriate management and precautionary regimes within existing agreements; and to stimulate a wider debate on appropriate management and protection for the High Seas. Nine reasons why the Sargasso Sea is important are described and discussed. It is a place of legend with a rich history of great importance to Bermuda; it has an iconic ecosystem based upon floating Sargassum, the world's only holopelagic seaweed, hosting a rich and diverse community including ten endemic species; it provides essential habitat for nurturing a wide diversity of species many of which are endangered or threatened; it is the only breeding location for the threatened European and American eels; it lies within a large ocean gyre which concentrates pollutants and which has a variety of oceanographic processes that impact its productivity and species diversity; it plays a disproportionately large role in global ocean processes of carbon sequestration; it is of major importance for global scientific research and monitoring and is home to the world's longest ocean time series of measurements; it has significant values to local and world-wide economies; and it is threatened by activities including over-fishing, pollution, shipping, and Sargassum harvesting. Apart from over-fishing many of the threats are potential, with few direct causal relationships between specific activities and adverse impacts. But there is accumulative evidence that the Sargasso Sea is being adversely impacted by human activities, and with the possibility of new uses for Sargassum in the future, the lack of direct scientific evidence does not preclude international action through the established precautionary approach. The opportunity to recognize the importance of the Sargasso Sea and to develop and implement procedures to protect this iconic region and the wider High Seas should be taken before it is too late

    Mesoscale subduction at the Almeria-Oran front. Part 1: ageostrophic flow

    This paper presents a detailed diagnostic analysis of hydrographic and current meter data from three, rapidly repeated, fine-scale surveys of the Almeria-Oran front. Instability of the frontal boundary, between surface waters of Atlantic and Mediterranean origin, is shown to provide a mechanism for significant heat transfer from the surface layers to the deep ocean in winter. The data were collected during the second observational phase of the EU funded OMEGA project on RRS Discovery cruise 224 during December 1996. High resolution hydrographic measurements using the towed undulating CTD vehicle, SeaSoar,. traced the subduction of Mediterranean Surface Water across the Almeria-Oran front. This subduction is shown to result from a significant baroclinic component to the instability of the frontal jet. The Q-vector formulation of the omega equation is combined with a scale analysis to quantitatively diagnose vertical transport resulting from mesoscale ageostrophic circulation. The analyses are presented and discussed in the presence of satellite and airborne remotely sensed data; which provide the basis for a thorough and novel approach to the determination of observational error

    While the teloi of development seeks to explicitly link an ideology of ‘market fundamentalism’to one of ‘rights-based development’, the reality of life for many in developing societies is characterized by growing inequality and despotic rule. In such situations many people leave in search of a better life or protection from persecution. This paper examines the hemorrhaging of people from Ethiopia and Eritrea and the obstacles they encounter as they cross international borders. It also examines the long term consequences which this population movement has for development in the Horn where, in the face of declining official aid flows, remittances from the Diaspora are likely to become increasingly important

    The usefulness of infra-annual government cash budgetary data for fiscal forecasting in the euro area

    Short-term fiscal indicators based on public accounts data are often used by European policy makers. They represent one of the main sources of publicly available intra-annual fiscal information. Nevertheless, these indicators have received limited attention from the academic literature analysing fiscal forecasting in Europe. Some recent literature suggests the validity of public accounts data to forecast government deficits in the euro area. We extend this literature on two fronts:(i) we shift the focus from indicators of government deficits to look at indicators for government total revenue and total expenditure; (ii) we use a mixed-frequency state-space model to integrate readily available monthly/quarterly cash-based fiscal data with annual general government series (National Accounts). By doing so, we are able to maintain the focus on forecasting and monitoring annual outcomes, while making use of infra-annual fiscal information, available within the current year. The paper makes a case for the use of monthly cash indicators for multi- lateral fiscal surveillance at the European level.     Constructing bibliometric networks: A comparison between full and fractional counting

    The analysis of bibliometric networks, such as co-authorship, bibliographic coupling, and co-citation networks, has received a considerable amount of attention. Much less attention has been paid to the construction of these networks. We point out that different approaches can be taken to construct a bibliometric network. Normally the full counting approach is used, but we propose an alternative fractional counting approach. The basic idea of the fractional counting approach is that each action, such as co-authoring or citing a publication, should have equal weight, regardless of for instance the number of authors, citations, or references of a publication. We present two empirical analyses in which the full and fractional counting approaches yield very different results. These analyses deal with co-authorship networks of universities and bibliographic coupling networks of journals. Based on theoretical considerations and on the empirical analyses, we conclude that for many purposes the fractional counting approach is preferable over the full counting one

The main objective is to identify the international facet of research by following the flow of knowledge as expressed by the number of scientific publications, and then establishes the main geographical axes of output, showing the interrelationships of the domain, the intensity of these relations, and how the different types of collaboration are reflected in terms of visibility. Thus, the methodology has a twofold application, allowing us to detect significant differences that help characterize patterns of behaviour of a geographical system of output, along with the generation of representations that serve as interfaces for domain analysis and information retrieval.Peer reviewe

    Information need and uses : an analysis of the literature published in Spain, 1990-2004

    This article presents a descriptive analysis of works published in Spanish journals and of the papers of conferences held in Spain in the field of information needs and uses in the period 1990–2004 in order to determine if the change in approach described by Dervin and Nilan, among others, also occurred outside the English speaking world. An analysis of the characteristics of relevant publications in this field (by year, authorship, type of document, type of work, and means of publication) shows that although activity is increasing, information needs and uses have not yet become a well-established area. In addition, a study of the content characteristics (by type of user, methodology used, aspects of the informationseeking process, use of a theoretical basis, and references to research) leads to the conclusion that in Spain there has not yet been a change in the orientation towards a user-oriented model.Abad GarcĂ­a, MarĂ­a Francisca: [email protected]; Gonzalez Teruel, Aurora: [email protected]
