This research aimed to study on the implementation of electronic government system in selected local authorities, Alor Setar City Council (MBAS) and its impacts on the organization and the local community. Electronic government was introduced on 1999 through Multimedia Super Corridor (MSC) which was one of the plans under Vision 2020. In Malaysia, the main aim on introducing electronic government was to make it acts as a medium to transform government sector and also as the trigger of MSC development success. Electronic government system is also a transformation in enhancing service quality by local authorities towards local community. Therefore, government has taken several proactive initiatives in enhancing the electronic based administration and management of country, starting from the local authority level. Besides that, people had been exposed with consumers towards information and communication technology (ICT) which made the implementation of electronic government system, as people demands a service that is effective, efficient, practical, and fast in line with progress of the nation. The implementation of electronic government especially in local authorities has not only changed the way of service providing, it also changes the communication structure of the authorities with local people. The people get benefits in connecting with local authorities’ service and getting information by using the application provided by the local authorities. However, this study found that there are still some constraints that dampen the process in implementing electronic government fully in the local authority level because of lacks of innovation in providing services

The results of the scientific research presented in the collective monograph show the achievements of the representatives of various scientific schools, allow analyzing the experience gained and, considering current economic and political realities, contribute to the scientific substantiation of the prospects for the development of entrepreneurship, tourism industry, hotel and restaurant economy, enrich the intellectual potential of higher schools. The topics of sections and subsections identify the problem issues of innovation, investment and information technology in entrepreneurship, consider the competitive environment in the field of entrepreneurship, investigate the financial-economic and social problems, various directions of tourism industry development, declared by the World Economic Forum jointly with the World Tourism Organization (UN WTO). Particular attention is paid to the development of new trends in the hotel and restaurant business. A common task for scientists, educators, and employers in the conditions of international environmental instability is the formation and dissemination of new knowledge to achieve ambitious goals concerning the entrepreneurship development of tourism, hotel and restaurant business. The proposed discussion of current issues, experience and recommendation exchange will contribute to problem solving, research intensifying in the specified areas of activity. An important component of the modern economics is entrepreneurship; and the intensification of entrepreneurial activity should ensure overcoming of economic crises and their social and economic consequences, and determine the dynamic progress of a society and future welfare of people. It is entrepreneurship that is considered in many economically developed countries as a defining condition for a social and economic prosperity. Entrepreneurial activity involves all branches of economy including industrial, humanitarian and service areas. Therefore, it is necessary to study the key factors for the development of entrepreneurial activity in Ukraine. The current problems of entrepreneurship, tourism, hotel and restaurant business are extensively investigated by both domestic and foreign scholars. A number of researches focuses on these problems. Without diminishing the importance of their contribution to science, the need for further research and improvement should be noted. Therefore, in the monograph, special attention is paid to the state support of business structures, the regulation mechanisms of entrepreneurship, tourism, hotel and restaurant business, social sphere and interaction of market and state institutions, etc. The research was carried out using the developed scientifically substantiated methodological approaches based on the scientific developments of leading foreign and domestic scientists, which allowed proposing the specific directions of entrepreneurship development in the fields of economy, tourism, hotel and restaurant business. The unique nature of the monograph is not only its scientific significance, but also its practical application; since the substantiated positions, measures, proposals for the further transformation of economic processes in Ukraine and in the world have practical value

Implementing centralised IT service management: drawing lessons from the public sector

    Get PDF
[Abstract]: The IT service management model represents a paradigm shift for IT organisations as it deemphasizes the management of IT assets and focuses on the provision of quality end-to-end IT services. This paper presents part of an in-depth study that examines the experience of a government agency, Queensland Health, in the implementation of a centralised IT service management model based on the ITIL framework. The paper sheds light on the challenges and breakthroughs, distils a set of critical success factors and offers a learning opportunity for other organisations. Outsourcing some activities and tool requirements to vendors was seen as one contributor to success although ensuring effective technology transfer to in-house staff was also necessary. Another success factor was centralisation of IT services. Commitment of senior management was also crucial as was a recognition of the need for effective change management to transform the organisational culture to a service-oriented focus

Compositional data for global monitoring: the case of drinking water and sanitation

    Get PDF
Introduction At a global level, access to safe drinking water and sanitation has been monitored by the Joint Monitoring Programme (JMP) of WHO and UNICEF. The methods employed are based on analysis of data from household surveys and linear regression modelling of these results over time. However, there is evidence of non-linearity in the JMP data. In addition, the compositional nature of these data is not taken into consideration. This article seeks to address these two previous shortcomings in order to produce more accurate estimates. Methods We employed an isometric log-ratio transformation designed for compositional data. We applied linear and non-linear time regressions to both the original and the transformed data. Specifically, different modelling alternatives for non-linear trajectories were analysed, all of which are based on a generalized additive model (GAM). Results and discussion Non-linear methods, such as GAM, may be used for modelling non-linear trajectories in the JMP data. This projection method is particularly suited for data-rich countries. Moreover, the ilr transformation of compositional data is conceptually sound and fairly simple to implement. It helps improve the performance of both linear and non-linear regression models, specifically in the occurrence of extreme data points, i.e. when coverage rates are near either 0% or 100%.Peer ReviewedPostprint (author's final draft

Long-Term Preservation of Digital Records, Part I: A Theoretical Basis

    Get PDF
The Information Revolution is making preservation of digital records an urgent issue. Archivists have grappled with the question of how to achieve this for about 15 years. We focus on limitations to preservation, identifying precisely what can be preserved and what cannot. Our answer comes from the philosophical theory of knowledge, especially its discussion about the limits of what can be communicated. Philosophers have taught that answers to critical questions have been obscured by "failure to understand the logic of our language". We can clarify difficulties by paying extremely close attention to the meaning of words such as 'knowledge', 'information', 'the original', and 'dynamic'. What is valuable in transmitted and stored messages, and what should be preserved, is an abstraction, the pattern inherent in each transmitted and stored digital record. This answer has, in fact, been lurking just below the surface of archival literature. To make progress, archivists must collaborate with software engineers. Understanding perspectives across disciplinary boundaries will be needed.

Transformational government and assistive web base technologies

    Get PDF
Transformational government has been on the European agenda for several years. However, progress towards realising the full potential of ICT to transform public services for older adults with age related cognitive impairments has been very limited. Highlighting such limitations this paper demonstrates how assistive web base technologies can be developed to improve the public services for older adults with age related cognitive impairments. However the paper argues that these transformations can be obstructed if there is no strong leadership and political commitment from people at many levels in public sectors and governments

South African universities and human development : Towards a theorisation and operationalisation of professional capabilities for poverty reduction

    Get PDF
This paper reports on a research project investigating the role of universities in South Africa in contributing to poverty reduction through the quality of their professional education programmes. The focus here is on theorising and the early operationalisation of multi-layered, multi-dimensional transformation based on ideas from Amartya Sen's capability approach. Key features of a professionalism oriented to public service, which in South Africa must mean the needs and lives of the poor, are outlined. These features include: the demand from justice; the expansion of the comprehensive capabilities both of the poor and professional capability formation to be able to act in ‘pro-poor’ ways; and, praxis pedagogies which shape this connected process. This theorisation is then tentatively operationalised in a process of selecting transformation dimensions
