Racing to Regulation: A Comparative Analysis of Virtual Currency Regulation in Alaska And the Proposed Alaska Money Services Act Carlos Manzano
The emergence of virtual currencies has revolutionized the financial industry by creating an alternative form of payment that seeks to insulate individuals from government and bank influence. Yet, federal regulation of virtual currency has remained limited. Many state legislators have rushed to fill the gap by enacting laws regulating virtual currency use and transmission. This state-by-state approach has led to significant variation between state regulatory regimes, creating a regulatory spectrum of lenient to strict regulatory approaches. In March 2017, Alaska House Representatives Zach Fansler and Sam Kito proposed the Alaska Money Services Act to require licensing for virtual currency activity. The billâs proposed requirements lean towards the strict side of the regulatory spectrum, bringing the potential to drive virtual currency businesses away from Alaska. This Note proposes that Alaska legislators enact virtual currency legislation that adequately balances technological innovation with consumer protection through several recommendations, including: (1) enacting virtual currency-specific legislation rather than importing regulation into existing and outdated laws, (2) clearly defining the legislationâs scope, (3) collaborating with stakeholders in enacting legislation, (4) including an on-ramp to ensure emerging startups are not overly burdened, (5) tailoring the level of regulation to the level of risk a virtual currency business poses to Alaska consumers by tiering requirements to transmission volume, (6) requiring only relevant information in the application, and (7) reducing agency discretion to revoke licenses

Semantic discovery and reuse of business process patterns
Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse

Multi-dimensional modelling for the national mapping agency: a discussion of initial ideas, considerations, and challenges
The Ordnance Survey, the National Mapping Agency (NMA) for Great Britain, has recently
begun to research the possible extension of its 2-dimensional geographic information into a
multi-dimensional environment. Such a move creates a number of data creation and storage
issues which the NMA must consider. Many of these issues are highly relevant to all NMAâs
and their customers alike, and are presented and explored here.
This paper offers a discussion of initial considerations which NMAâs face in the creation of
multi-dimensional datasets. Such issues include assessing which objects should be mapped in
3 dimensions by a National Mapping Agency, what should be sensibly represented
dynamically, and whether resolution of multi-dimensional models should change over space.
This paper also offers some preliminary suggestions for the optimal creation method for any
future enhanced national height model for the Ordnance Survey. This discussion includes
examples of problem areas and issues in both the extraction of 3-D data and in the
topological reconstruction of such. 3-D feature extraction is not a new problem. However, the
degree of automation which may be achieved and the suitability of current techniques for
NMAâs remains a largely unchartered research area, which this research aims to tackle.
The issues presented in this paper require immediate research, and if solved adequately
would mark a cartographic paradigm shift in the communication of geographic information â
and could signify the beginning of the way in which NMAâs both present and interact with
their customers in the future

Implementation of virtual manufacturing by a technology licensing company
NoThe paper considers the implementation of a virtual manufacturing system as an alternative to outward technology licensing in a high technology industrial sector. Brief theoretical definition and description of the two strategy options is provided to give background and context. This is followed by empirical material from a longitudinal case study of a company that has developed a virtual manufacturing system in addition to its pre-existing outward technology licensing business stream. A summary account of the company history and development is followed by description of the virtual manufacturing proposal. Analysis of this identified a number of competencies that would be required in order to succeed. The final part of the paper describes the company's response to this analysis and discusses early implementation of the virtual system. It is shown that implementation of the proposal has represented a positive response to the business challenges facing the company
Information Systems Skills Differences between High-Wage and Low-Wage Regions: Implications for Global Sourcing
Developing Information Systems (IS) skills for a companyâs workforce has always been challenging, but global sourcing growth has caused the determination of needed IS skills to be more complex. The increased use of outsourcing to an IS service provider and from high-wage regions to low-wage regions has affected what IS skills are required globally and how to distribute the workforce to meet these needs. To understand what skills are needed in locations that seek and those that provide outsourcing, we surveyed IS service provider managers in global locations. Results from 126 reporting units provide empirical evidence that provider units in low-wage regions value technical skills more than those in high-wage regions. Despite the emphasis on commodity skills in low-wage areas, high- and low-wage providers value project management skills. Low-wage regions note global and virtual teamwork more than high-wage regions do. The mix of skills and the variation by region have implications for domestic and offshore sourcing. Service providers can vary their staffing models in global regions which has consequences for recruiting, corporate training, and curriculum
