    Virtue integrated platform : holistic support for distributed ship hydrodynamic design

    Ship hydrodynamic design today is often still done in a sequential approach. Tools used for the different aspects of CFD (Computational Fluid Dynamics) simulation (e.g. wave resistance, cavitation, seakeeping, and manoeuvring), and even for the different levels of detail within a single aspect, are often poorly integrated. VIRTUE (the VIRtual Tank Utility in Europe) project has the objective to develop a platform that will enable various distributed CFD and design applications to be integrated so that they may operate in a unified and holistic manner.     GIS Application to Support Land Administration Services in Ghana: Institutional Factors and Software Developments

    In June 1999, the Ghanaian Government launched a new land policy document that sought to address some fundamental problems associated with land administration and management in the country. The document identified the weak land administration system as a particular problem and recommended the introduction of computer-aided information systems in the ‘lands sector’. In 2001, the Government made further proposals to prepare and implement a Land Administration Programme (LAP) to provide a better platform for evolving an efficient land administration that would translate the ‘National Land Policy’ into action. Thus, an up-to-date land information system (LIS), supporting efficient management of land records, is to be constructed, which provides a context for the research reported in this paper. We document two aspects of our research on the adoption of GIS by the Lands Commission Secretariat (LCS) which form part of a pilot project in GIS diffusion. Part one of the paper mainly outlines the empirical results arising from fieldwork undertaken during 2001 to determine the information and GIS requirements of the LCS in relation to their routine administrative processes and to identify the critical factors that are required to ensure that any new GIS applications are successfully embraced. Part two explains the prototype software system developed using ArcView 3.2 and Access that provides the LCS with a means to automate some of the routine administrative tasks that they are required to fulfil. The software has been modified and upgraded following an initial evaluation by LCS employees also conducted as part of the fieldwork in Accra

    Technology adoption in the BIM implementation for lean architectural practice

    Justification for Research: the construction companies are facing barriers and challenges in BIM adoption as there is no clear guidance or best practice studies from which they can learn and build up their capacity for BIM use in order to increase productivity, efficiency, quality, and to attain competitive advantages in the global market and to achieve the targets in environmental sustainability. Purpose: this paper aims to explain a comprehensive and systemic evaluation and assessment of the relevant BIM technologies as part of the BIM adoption and implementation to demonstrate how efficiency gains have been achieved towards a lean architectural practice. Design/Methodology/Approach: The research is undertaken through a KTP (Knowledge transfer Partnership) project between the University of Salford and the John McCall Architects based in Liverpool, which is an SME (Small Medium Enterprise). The overall aim of KTP is to develop Lean Design Practice through the BIM adoption and implementation. The overall BIM implementation approach uses a socio-technical view in which it does not only consider the implementation of technology but also considers the socio-cultural environment that provides the context for its implementation. The technology adoption methodology within the BIM implementation approach is the action research oriented qualitative and quantitative research for discovery, comparison, and experimentation as the KTP project with JMA provides an environment for “learning by doing” Findings: research has proved that BIM technology adoption should be undertaken with a bottom-up approach rather than top-down approach for successful change management and dealing with the resistance to change. As a result of the BIM technology adoption, efficiency gains are achieved through the piloting projects and the design process is improved through the elimination of wastes and value generation. Originality/Value: successful BIM adoption needs an implementation strategy. However, at operational level, it is imperative that professional guidelines are required as part of the implementation strategy. This paper introduces a systematic approach for BIM technology adoption based on a case study implementation and it demonstrates a guideline at operational level for other SME companies of architectural practices

    GIS as new tools and approach in state planning and monitoring: the experience of Negeri Sembilan, Malaysia

    Malaysian planning methodology has changed over the years as emphasis has shifted from producing plan, which described a state of affairs expected of some future date, to one which acknowledged the continuous and cyclical nature of planning. Thus planning should be based on the identification of needs and goals, the formulation and evaluation of alternative courses of action and monitoring of adopted programmes. Using examples from current Geographical Information Systems (GIS) implementation projects, this paper will discuss GIS development and application for planning and monitoring of development in one of the Malaysian states, Negeri Sembilan. The development include a well-integrated and comprehensive database which is part of the important elements that could determine the ultimate success of GIS application in plan making. A distinctive feature of the Negeri Sembilan GIS (GIS9) that was developed for this purpose is that it is capable of operating on two distinct levels of planning – the state and district level. It is used to assist decision-making, taking into account among other things, the current scenarios of the proposed development, physical constraint and future impacts. The monitoring system that has been developed for both the state and district levels make it possible to evaluate the success of plan implementation. While the adopted data sharing framework is seen as a strong basis for extension of GIS development as well as integration and coordination in all state and local agencies involved in ensuring the success of the implementation of state development plan. The implementation of GIS9 has also contributed to raising recognition of the importance of vertical integration of the developed and maintained datasets at regional and local levels.     Generic Continuity of Operations/Continuity of Government Plan for State-Level Transportation Agencies, Research Report 11-01

    The Homeland Security Presidential Directive 20 (HSPD-20) requires all local, state, tribal and territorial government agencies, and private sector owners of critical infrastructure and key resources (CI/KR) to create a Continuity of Operations/Continuity of Government Plan (COOP/COG). There is planning and training guidance for generic transportation agency COOP/COG work, and the Transportation Research Board has offered guidance for transportation organizations. However, the special concerns of the state-level transportation agency’s (State DOT’s) plan development are not included, notably the responsibilities for the entire State Highway System and the responsibility to support specific essential functions related to the State DOT Director’s role in the Governor’s cabinet. There is also no guidance on where the COOP/COG planning and organizing fits into the National Incident Management System (NIMS) at the local or state-level department or agency. This report covers the research conducted to determine how to integrate COOP/COG into the overall NIMS approach to emergency management, including a connection between the emergency operations center (EOC) and the COOP/COG activity. The first section is a presentation of the research and its findings and analysis. The second section provides training for the EOC staff of a state-level transportation agency, using a hybrid model of FEMA’s ICS and ESF approaches, including a complete set of EOC position checklists, and other training support material. The third section provides training for the COOP/COG Branch staff of a state-level transportation agency, including a set of personnel position descriptions for the COOP/COG Branch members
