    E-Administration as a Way of Increasing the Managerial Capacity in Public Sector

    This paper deals with a developing concept, that of public sector reform, and explores it within the boundaries of e-administration practices. International competition and internal raising expectations have lead governments across the world to reconfigure their relationships with the surrounding environments. In doing so, they mostly switched to a newer paradigm, based not on affirmation and mechanical theories, but on the concept of a living, biological system. Following this trend, many governments and their subsequent organizations choose to become flexible and decentralized, to recognize once again the importance of horizontal collaboration and internal partnerships and to value information. In this trend, ITC represents one of the modern instruments that may help implementing democracy and developing current public services as well as educational systems. Fully aware of the need for a revolution in the organizational culture of public administration and of a transition towards a horizontal, service-oriented administration with intensive information exchange among all its partners, Romania has adopted the European vision on e-government and e-governance, preparing itself for a complete transformation that the new technologies both produce and allow. In this context, 'The Government’s Strategy concerning the National Action Plan e-administration', enacted in October 2001 by the Romanian Parliament supports the European idea of getting the governance closer to its citizens. As this vision is described within the paper, the authors will analyze the Romanian solutions to increasing administrative efficiency.     Social media consist of powerful tools that impact not only communication but relationships among people, thus posing an inherent challenge to the traditional standards of who we are as dental educators and what we can expect of each other. This article examines how the world of social media has changed dental education. Its goal is to outline the complex issues that social media use presents for academic dental institutions and to examine these issues from personal, professional, and legal perspectives. After providing an update on social media, the article considers the advantages and risks associated with the use of social media at the interpersonal, professional, and institutional levels. Policies and legal issues of which academic dental institutions need to be aware from a compliance perspective are examined, along with considerations and resources needed to develop effective social media policies. The challenge facing dental educators is how to capitalize on the benefits that social media offer, while minimizing risks and complying with the various forms of legal constraint

Ihre gemeinsame Eigenschaft ist die redundante, verteilte Bereitstellung und der Zugang zu Daten-, Rechen- und Anwendungsdiensten, wĂ€hrend sie die HeterogenitĂ€t der Infrastruktur vor dem Nutzer verbergen. In dieser Arbeit werden die Anforderungen, die diese Netzwerke an ökonomische Allokationsmechanismen stellen, untersucht.     Gazing into the future of Sri Lankan higher education: capacity building for the future

    This paper reports on an investigation into capacity building processes in relation to e-learning resource development and delivery (RDD) in a Sri Lankan higher education institution. The capacity building was investigated in three main areas: strategic planning, institutional capacity building, and the resources acquisition processes. The project investigated the embedding of e-learning into the Sri Lanka Institute of Advanced Technological Education (SLIATE). Like many other higher education institutes SLIATE aspires to excel in providing quality teaching and learning facilities and quality learning experiences. The research project concentrated on the exploration of areas of capacity building within the academic community at SLIATE by identifying possible improvements to the management of e-learning RDD. The paper focuses on the findings in relation to the effectiveness of the capacity building process in e-learning resource development and delivery, and how this could assist SLIATE students with their learning
