    Scenario building for service design at Montemor-o-Velho

    This paper aims to showcase an ongoing service design project for the Montemor-o-Velho municipality, which is integrated in Ruas de Cultura (Streets of Culture), a project with a wider scope. The proposal of Montemor-o-Velho City Hall promotes the regeneration of several central urban spaces, through the dinamization of 3 axes: 1 – One unit where the Artistic Residencies will be installed; 2 – A Technological Centre and companies’ incubator; 3 – Several spaces dedicated to social activities. The ID+ participates with 2 types of intervention. The first one is centred around the development of actions/tools that can promote the implementation of an organizational and space management model based on the following premises: active incentives to sharing experiences, sharing knowledge and tasks; and a second one focused on the creation of an identity system for the project. This article aims to highlight the axis of service design actions/tools’ development, with a particular emphasis on participatory design. Based on visual representation tools characteristic of the design activity, several scenarios will be outlined in order to promote a strategic debate between all stakeholders, some of which will be detailed in this paper. The tools which will allow for the collaboration and participation of future users of these spaces will also be developed in the project

    Coordination approaches and systems - part I : a strategic perspective

    This is the first part of a two-part paper presenting a fundamental review and summary of research of design coordination and cooperation technologies. The theme of this review is aimed at the research conducted within the decision management aspect of design coordination. The focus is therefore on the strategies involved in making decisions and how these strategies are used to satisfy design requirements. The paper reviews research within collaborative and coordinated design, project and workflow management, and, task and organization models. The research reviewed has attempted to identify fundamental coordination mechanisms from different domains, however it is concluded that domain independent mechanisms need to be augmented with domain specific mechanisms to facilitate coordination.     The paper describes a research project carried out inconjunction with two major UK utilities, focusing on the introduction of knowledge management and intelligent decision support to the existing protection design and application processes operated within both companies. A brief overview is provided of the generic design process, and the development of the web-based Design Engineering Knowledge Application System (DEKAS). This system incorporates intelligent case based reasoning (CBR) functionality to address the knowledge management and decision support requirements of each company's design process. The perceived key benefits of DEKAS relating to the management and utilisation of the data, information and knowledge throughout the protection design process is also discussed

    Knowledge formalization in experience feedback processes : an ontology-based approach

    Because of the current trend of integration and interoperability of industrial systems, their size and complexity continue to grow making it more difficult to analyze, to understand and to solve the problems that happen in their organizations. Continuous improvement methodologies are powerful tools in order to understand and to solve problems, to control the effects of changes and finally to capitalize knowledge about changes and improvements. These tools involve suitably represent knowledge relating to the concerned system. Consequently, knowledge management (KM) is an increasingly important source of competitive advantage for organizations. Particularly, the capitalization and sharing of knowledge resulting from experience feedback are elements which play an essential role in the continuous improvement of industrial activities. In this paper, the contribution deals with semantic interoperability and relates to the structuring and the formalization of an experience feedback (EF) process aiming at transforming information or understanding gained by experience into explicit knowledge. The reuse of such knowledge has proved to have significant impact on achieving themissions of companies. However, the means of describing the knowledge objects of an experience generally remain informal. Based on an experience feedback process model and conceptual graphs, this paper takes domain ontology as a framework for the clarification of explicit knowledge and know-how, the aim of which is to get lessons learned descriptions that are significant, correct and applicable

    The architectural design business is marked by a progressive increase in operators all cooperating towards the realization of building structures and complex infrastructures (Jenckes, 1997). This type of design implies the simulta-neous activity of specialists in different fields, often working a considerable dis-tance apart, on increasingly distributed design studies. Collaborative Architectural Design comprises a vast field of studies that em-braces also these sectors and problems. To mention but a few: communication among operators in the building and design sector; design process system logic architecture; conceptual structure of the building organism; building component representation; conflict identification and management; sharing of knowledge; and also, user interface; global evaluation of solutions adopted; IT definition of objects; inter-object communication (in the IT sense). The point of view of the research is that of the designers of the architectural arte-fact (Simon, 1996); its focus consists of the relations among the various design operators and among the latter and the information exchanged: the Building Objects. Its primary research goal is thus the conceptual structure of the building organ-ism for the purpose of managing conflicts and developing possible methods of resolving them

    An object-oriented framework to support the modeling and management of the design process is introduced. It naturally integrates the representation of both the design process itself, and the outcomes that are achieved as the result of the various design activities. The integral view of tracing that was adopted not only captures and manages the products being generated but also the activities that occurred, their associated context and the adopted decisions.     Kemahiran berfikir aras tinggi (KBAT) merupakan satu kemahiran berfikir yang sangat diperlukan dalam mendepani cabaran kehidupan masa kini terutama dalam bidang matematik. Oleh itu, kajian ini dijalankan untuk mengkaji sama ada KBAT matematik pelajar dapat ditingkatkan dengan menggunakan modul infusi Kemahiran Berfikir Aras Tinggi - Pembelajaran Luar Bilik Darjah (iKBAT–PLBD) atau tidak? Justeru itu, satu kerangka perancangan telah dibuat terhadap empat kemahiran tertinggi dalam Taksonomi Bloom semakan semula yang juga merupakan konstruk utama dalam KBAT. Konstruk KBAT tersebut ialah konstruk menganlisis, mengaplikasi menilai dan mencipta. Sampel kajian ini melibatkan 120 pelajar tingkatan 1 di empat buah sekolah yang berbeza di negeri Johor. Dalam menjalankan kajian kuasi eksperimental ini, data dikumpul melalui kajian keputusan ujian pra dan ujian pos sebelum dan selepas menggunakan modul bagi kumpulan rawatan. Manakala pendekatan PdP tradisional pula digunakan bagi kumpulan kawalan. Hasil daripada analisis data menunjukkan bahawa aktiviti pembelajaran dan pemudahcaraan (PdPc) yang bertunjangkan modul iKBAT–PLBD telah dapat meningkatkan penguasaan matematik pelajar dalam kempat-empat tahap KBAT serta bagi keseluruhan tahap. Dapatan kajian ini menunjukkan terdapat perbezaan yang signifikasi antara kumpulan kawalan dan kumpulan rawatan terhadap peningkatan KBAT pelajar dalam matematik dengan menggunakan pendekatan iKBAT–PLBD bagi tahap mengaplikasi, menganalisis, menilai, mencipta juga secara keseluruhan. Kesimpulannya, kajian ini dapat memberi manfaat kepada semua pihak termasuk pihak Kementerian Pendidikan Malaysia (KPM), pihak pentadbiran sekolah, ibubapa, guru matematik malah bagi pelajar itu dari segi pengubalan dasar yang berkaitan, pengaplikasian dan sebagai satu bukti keberkesanan dalam proses pemerkasaan KBAT matematik di Malaysia

    Collaborative design : managing task interdependencies and multiple perspectives

    This paper focuses on two characteristics of collaborative design with respect to cooperative work: the importance of work interdependencies linked to the nature of design problems; and the fundamental function of design cooperative work arrangement which is the confrontation and combination of perspectives. These two intrinsic characteristics of the design work stress specific cooperative processes: coordination processes in order to manage task interdependencies, establishment of common ground and negotiation mechanisms in order to manage the integration of multiple perspectives in design

    Accountability for public sector it projects and the senior responsible owner: a theoretical background and research agenda

    The history of public sector IT capital projects is littered with examples of projects that have been delivered late, or have exceeded their budgets, or have proved unsuitable for their intended use. Such projects include the computerised passport processing system, the National Insurance Recording System and the Libra project (Comptroller and Auditor General, 1999,2001, 2003). Other projects such as the Benefits Card Payment project (Comptroller and Auditor General, 2000) have been cancelled prior to completion after the expenditure of significant sums of public money, having made little progress over an extended period of time. These project failures and their consequent negative impacts on the delivery of public services have been widely reported in an almost continuous stream of newspaper headlines. This succession of revelations about the problems of public sector IT capital projects has been accompanied by high levels of political and public concerns that the benefits of the projects are lost and that large sums of public money are being wasted. In the first part of the paper we argue that there has been a historical focus on institutional accountability at the expense of research into individual accountability. We explore how and why the traditional doctrine of civil servant accountability has declined, with a resultant increased emphasis on both the accountability of civil servants and on managerial performance. We examine the effects of managerialism on the changing subject of civil servant accountability and on the emergence of the SRO role. We formalize our arguments by developing two propositions that illustrate the basic flaws in the SRO concept that arise from subjective and cognitive aspects of understanding. In the second part of the paper we explore the potential and limitations of five different approaches to the study of SRO accountability that might take into account its cognitive and subjective components. We conclude that one of the five - experientialism, or phenomenography - offers to overcome the limitations of the others. We present three further theoretical propositions using phenomenographic principles to illustrate the argument for the existence of a range of understandings of SRO accountability. We conclude that the subjective and cognitive limitations outlined open the way for further research into the field of accountability and the management of IT projects across the public sector.School of Managemen
