    Communications technology satellite: United States experiments and disaster communications applications

    Ground antennas from 0.6 to 5.0 meters in diameter were used as remote earth terminals by the United States for both wideband (television) and narrowband (voice, data) communication in conjunction with the Canadian Hermes satellite's high power transmitter. Experiments summarized cover teleconferencing and duplex videoconferencing for medical, educational, and civic purposes, as well as the remote interpretation of multilingual broadcasts from the United Nations. The capabilities of the system during real and simulated disasters at airports are assessed. Particular attention is given to miniexperiments for flood control in the Mississippi River basin and in Johnstown, Pennsylvania during the 1977 flood

    An investigation into the use of 3G mobile communications to provide telehealth services in rural KwaZulu-Natal

    This article has been made available through the Brunel Open Access Publishing Fund.Abstract Background: We investigated the use of third-generation (3G) mobile communications to provide telehealth services in remote health clinics in rural KwaZulu-Natal, South Africa. Materials and Methods: We specified a minimal set of services as our use case that would be representative of typical activity and to provide a baseline for analysis of network performance. Services included database access to manage chronic disease, local support and management of patients (to reduce unnecessary travel to the hospital), emergency care (up to 8 h for an ambulance to arrive), e-mail, access to up-to-date information (Web), and teleclinics. We made site measurements at a representative set of health clinics to determine the type of coverage (general packet radio service [GPRS]/3G), its capabilities to support videoconferencing (H323 and Skype™ [Microsoft, Redmond, WA]) and audio (Skype), and throughput for transmission control protocol (TCP) to gain a measure of application performance. Results: We found that none of the remote health clinics had 3G service. The GPRS service provided typical upload speed of 44 kilobits per second (Kbps) and download speed of 64 Kbps. This was not sufficient to support any form of videoconferencing. We also observed that GPRS had significant round trip time (RTT), in some cases in excess of 750 ms, and this led to slow start-up for TCP applications. Conclusions: We found audio was always so broken as to be unusable and further observed that many applications such as Web access would fail under conditions of very high RTT. We found some health clinics were so remote that they had no mobile service. 3G, where available, had measured upload speed of 331 Kbps and download speed of 446 Kbps and supported videoconferencing and audio at all sites, but we frequently experienced 3G changing to GPRS. We conclude that mobile communications currently provide insufficient coverage and capability to provide reliable clinical services and would advocate dedicated wireless services where reliable communication is essential and use of store and forward for mobile applications.The Royal Society, United Kingdom

    Interviews via VoIP: benefits and disadvantages within a PhD study of SMEs

    The benefits and disadvantages of Voice over Internet Protocol (VoIP) are explored as part of a PhD study to conduct qualitative interviews to discuss risk management within records management. This was used in conjunction with an internet-based electronic whiteboard system to provide online collaboration between participant and researcher. This work describes interviews that were held separately with two participants from one small to medium enterprise (SME). An analysis of factors that might affect researcher choice of interview format is given, and the differences noted between other formats of ‘remote’ interview. Suggestions are made as to how other forms of e-communication may be used for interviews

    The design, implementation and evaluation of mass conferencing

    There have been attempts to classify and analyse the approaches and techniques of using videoconferencing for teaching and learning. Most classifications include the use of videoconferencing techniques to support lecture‐style delivery to large audiences, or what might be referred to as ‘mass conferencing’. This is often dismissed by sceptics as another gimmick: the real thing is better, or it may be viewed as simply just another didactic approach with little to commend it either in the form of communication or in pedagogical terms. However, the key element in its use is the context within which the mass conferencing is being applied Whatever videoconferencing approaches are employed, it is our view that their successful implementation implies both a clearly defined structure and an operational template. Thus, this paper underlines some of the processes which we have used in mass conferencing. We then evaluate the outcomes, and identify, some themes to be incorporated in successful mass conferencing, including the key factors involved in successful delivery, namely in the preparation, activity, and evaluation stages. In operational terms, the introduction of an external element, beyond the control of course tutors, has highlighted many organizational, pedagogical and technical questions, some of which we address

    Telemedicine System Using Voice Video And Data Encapsulation And De-encapsulation For Communicating Medical Information Between Central Monitoring Stations And Remote Patient Monitoring Stations

    The present invention provides a packet-based telemedicine system for communicating video, voice and medical data between a central monitoring station and a patient monitoring station which is remotely-located with respect to the central monitoring station. The patient monitoring station obtains digital video, voice and medical measurement data from a patient and encapsulates the data in packets and sends the packets over a network to the central monitoring station. Since the information is encapsulated in packets, the information can be sent over multiple types or combinations of network architectures, including a Community access Television (CATV) network, the Public Switched Telephone Network (PSTN), the Integrated Services Digital Network (ISDN), the Internet, a local area network (LAN), a wide are network (WAN), over a wireless communications network, or over an asynchronous transfer mode (ATM) network. Thus, a separate transmission protocol is not required for each different type of transmission media. Rather, a single transport/network layer protocol is used for encapsulating the information in packets at the sending end and for de-encapsulating the information at the receiving end. Furthermore, by sending the information in packets, the video, voice and measurement data can be integrated and sent over a single network.Georgia Tech Research Corporatio
