    A review of the internet of floods : near real-time detection of a flood event and its impact

    Worldwide, flood events frequently have a dramatic impact on urban societies. Time is key during a flood event in order to evacuate vulnerable people at risk, minimize the socio-economic, ecologic and cultural impact of the event and restore a society from this hazard as quickly as possible. Therefore, detecting a flood in near real-time and assessing the risks relating to these flood events on the fly is of great importance. Therefore, there is a need to search for the optimal way to collect data in order to detect floods in real time. Internet of Things (IoT) is the ideal method to bring together data of sensing equipment or identifying tools with networking and processing capabilities, allow them to communicate with one another and with other devices and services over the Internet to accomplish the detection of floods in near real-time. The main objective of this paper is to report on the current state of research on the IoT in the domain of flood detection. Current trends in IoT are identified, and academic literature is examined. The integration of IoT would greatly enhance disaster management and, therefore, will be of greater importance into the future

    Arctic Domain Awareness Center DHS Center of Excellence (COE): Project Work Plan

    As stated by the DHS Science &Technology Directorate, “The increased and diversified use of maritime spaces in the Arctic - including oil and gas exploration, commercial activities, mineral speculation, and recreational activities (tourism) - is generating new challenges and risks for the U.S. Coast Guard and other DHS maritime missions.” Therefore, DHS will look towards the new ADAC for research to identify better ways to create transparency in the maritime domain along coastal regions and inland waterways, while integrating information and intelligence among stakeholders. DHS expects the ADAC to develop new ideas to address these challenges, provide a scientific basis, and develop new approaches for U.S. Coast Guard and other DHS maritime missions. ADAC will also contribute towards the education of both university students and mid-career professionals engaged in maritime security. The US is an Arctic nation, and the Arctic environment is dynamic. We have less multi-year ice and more open water during the summer causing coastal villages to experience unprecedented storm surges and coastal erosion. Decreasing sea ice is also driving expanded oil exploration, bringing risks of oil spills. Tourism is growing rapidly, and our fishing fleet and commercial shipping activities are increasing as well. There continues to be anticipation of an economic pressure to open up a robust northwest passage for commercial shipping. To add to the stresses of these changes is the fact that these many varied activities are spread over an immense area with little connecting infrastructure. The related maritime security issues are many, and solutions demand increasing maritime situational awareness and improved crisis response capabilities, which are the focuses of our Work Plan. UAA understands the needs and concerns of the Arctic community. It is situated on Alaska’s Southcentral coast with the port facility through which 90% of goods for Alaska arrive. It is one of nineteen US National Strategic Seaports for the US DOD, and its airport is among the top five in the world for cargo throughput. However, maritime security is a national concern and although our focus is on the Arctic environment, we will expand our scope to include other areas in the Lower 48 states. In particular, we will develop sensor systems, decision support tools, ice and oil spill models that include oil in ice, and educational programs that are applicable to the Arctic as well as to the Great Lakes and Northeast. The planned work as detailed in this document addresses the DHS mission as detailed in the National Strategy for Maritime Security, in particular, the mission to Maximize Domain Awareness (pages 16 and 17.) This COE will produce systems to aid in accomplishing two of the objectives of this mission. They are: 1) Sensor Technology developing sensor packages for airborne, underwater, shore-based, and offshore platforms, and 2) Automated fusion and real-time simulation and modeling systems for decision support and planning.     Riverine flooding using GIS and remote sensing

    Floods are caused by extreme meteorological and hydrological changes that are influenced directly or indirectly by human activities within the environment. The flood trends show that floods will reoccur and shall continue to affect the livelihoods, property, agriculture and the surrounding environment. This research has analyzed the riverine flood by integrating remote sensing, Geographical Information Systems (GIS), and hydraulic and/or hydrological modeling, to develop informed flood mapping for flood risk management. The application of Hydrological Engineering Center River Analysis System (HEC RAS) and HEC HMS models, developed by the USA Hydrologic Engineering Center of the Army Corps of Engineers in a data-poor environment of a developing country were successful, as a flood modeling tools in early warning systems and land use planning. The methodology involved data collection, preparation, and model simulation using 30m Shuttle Radar Topographic Mission (SRTM) Digital Elevation Model (DEM) as a critical data input of HEC RAS model. The findings showed that modeling using HEC-RAS and HEC HMS models in a data-poor environment requires intensive data enhancements and adjustments; multiple utilization of open sources data; carrying out multiple model computation iterations and calibration; multiple field observation, which may be constrained with time and resources to get reasonable output

    2015 Oil Observing Tools: A Workshop Report

    Since 2010, the National Oceanic and Atmospheric Administration (NOAA) and the National Aeronautics and Space Administration (NASA) have provided satellite-based pollution surveillance in United States waters to regulatory agencies such as the United States Coast Guard (USCG). These technologies provide agencies with useful information regarding possible oil discharges. Unfortunately, there has been confusion as to how to interpret the images collected by these satellites and other aerial platforms, which can generate misunderstandings during spill events. Remote sensor packages on aircraft and satellites have advantages and disadvantages vis-à-vis human observers, because they do not “see” features or surface oil the same way. In order to improve observation capabilities during oil spills, applicable technologies must be identified, and then evaluated with respect to their advantages and disadvantages for the incident. In addition, differences between sensors (e.g., visual, IR, multispectral sensors, radar) and platform packages (e.g., manned/unmanned aircraft, satellites) must be understood so that reasonable approaches can be made if applicable and then any data must be correctly interpreted for decision support. NOAA convened an Oil Observing Tools Workshop to focus on the above actions and identify training gaps for oil spill observers and remote sensing interpretation to improve future oil surveillance, observation, and mapping during spills. The Coastal Response Research Center (CRRC) assisted NOAA’s Office of Response and Restoration (ORR) with this effort. The workshop was held on October 20-22, 2015 at NOAA’s Gulf of Mexico Disaster Response Center in Mobile, AL. The expected outcome of the workshop was an improved understanding, and greater use of technology to map and assess oil slicks during actual spill events. Specific workshop objectives included: •Identify new developments in oil observing technologies useful for real-time (or near real-time) mapping of spilled oil during emergency events. •Identify merits and limitations of current technologies and their usefulness to emergency response mapping of oil and reliable prediction of oil surface transport and trajectory forecasts.Current technologies include: the traditional human aerial observer, unmanned aircraft surveillance systems, aircraft with specialized senor packages, and satellite earth observing systems. •Assess training needs for visual observation (human observers with cameras) and sensor technologies (including satellites) to build skills and enhance proper interpretation for decision support during actual events

    Satellite monitoring of harmful algal blooms (HABs) to protect the aquaculture industry

    Harmful algal blooms (HABs) can cause sudden and considerable losses to fish farms, for example 500,000 salmon during one bloom in Shetland, and also present a threat to human health. Early warning allows the industry to take protective measures. PML's satellite monitoring of HABs is now funded by the Scottish aquaculture industry. The service involves processing EO ocean colour data from NASA and ESA in near-real time, and applying novel techniques for discriminating certain harmful blooms from harmless algae. Within the AQUA-USERS project we are extending this capability to further HAB species within several European countries

    Towards the “Perfect” Weather Warning

    This book is about making weather warnings more effective in saving lives, property, infrastructure and livelihoods, but the underlying theme of the book is partnership. The book represents the warning process as a pathway linking observations to weather forecasts to hazard forecasts to socio-economic impact forecasts to warning messages to the protective decision, via a set of five bridges that cross the divides between the relevant organisations and areas of expertise. Each bridge represents the communication, translation and interpretation of information as it passes from one area of expertise to another and ultimately to the decision maker, who may be a professional or a member of the public. The authors explore the partnerships upon which each bridge is built, assess the expertise and skills that each partner brings and the challenges of communication between them, and discuss the structures and methods of working that build effective partnerships. The book is ordered according to the “first mile” paradigm in which the decision maker comes first, and then the production chain through the warning and forecast to the observations is considered second. This approach emphasizes the importance of co-design and co-production throughout the warning process. The book is targeted at professionals and trainee professionals with a role in the warning chain, i.e. in weather services, emergency management agencies, disaster risk reduction agencies, risk management sections of infrastructure agencies.     Adaptive Airborne Separation to Enable UAM Autonomy in Mixed Airspace

    The excitement and promise generated by Urban Air Mobility (UAM) concepts have inspired both new entrants and large aerospace companies throughout the world to invest hundreds of millions in research and development of air vehicles, both piloted and unpiloted, to fulfill these dreams. The management and separation of all these new aircraft have received much less attention, however, and even though NASAs lead is advancing some promising concepts for Unmanned Aircraft Systems (UAS) Traffic Management (UTM), most operations today are limited to line of sight with the vehicle, airspace reservation and geofencing of individual flights. Various schemes have been proposed to control this new traffic, some modeled after conventional air traffic control and some proposing fully automatic management, either from a ground-based entity or carried out on board among the vehicles themselves. Previous work has examined vehicle-based traffic management in the very low altitude airspace within a metroplex called UTM airspace in which piloted traffic is rare. A management scheme was proposed in that work that takes advantage of the homogeneous nature of the traffic operating in UTM airspace. This paper expands that concept to include a traffic management plan usable at all altitudes desired for electric Vertical Takeoff and Landing urban and short-distance, inter-city transportation. The interactions with piloted aircraft operating under both visual and instrument flight rules are analyzed, and the role of Air Traffic Control services in the postulated mixed traffic environment is covered. Separation values that adapt to each type of traffic encounter are proposed, and the relationship between required airborne surveillance range and closure speed is given. Finally, realistic scenarios are presented illustrating how this concept can reliably handle the density and traffic mix that fully implemented and successful UAM operations would entail
