    The europeanization of the common road safety policy: an econometric analysis

    The 2001 White Paper and its development in the 3rd European Road Safety Action Program, represent a turning point in the history of the European Road Safety Policy. The possible determinants of the road mortality in the EU over (2000-2009) are examined using a panel data. Our main finding is the negative effect and statistical significance of the Europeanization variable (the number of years that a country has been in the EU). By this variable, we test the effectiveness of EU programs to save lives in road accidents according to the years that each country has been in the EU

    Deterrence, Incapacitation and Enforcement Design. Evidence from Traffic Enforcement in Italy

    We investigate the deterrent effect on driving behavior due to the introduction of Demerit Point System in Italy. In addition, we measure the incapacitation effect on fatal accidents. Our findings highlight the high potential of the penalty system in reducing road fatalities through deterrence and incapacitation. Despite this, its aggregate effectiveness in Italy ultimately depended on the consistency of the enforcement design.     [Excerpt] Without an overall trade agreement containing stronger labour rights linkage than that of the NAALC model, advocates will have no central forum or mechanism for dealing with workers\u27 rights in the Americas. This paper suggests that labour rights advocates can and should shape a new viable social dimension in hemispheric trade and demand its inclusion in the FTAA. The emphasis of this paper is on a viable, not a definitive or triumphant, solution. Workers and their advocates do not triumph in the current conjuncture of economic and political forces. They do not will their way to victory with the sharpness of their criticism or the strength of their denunciations; they hold their losses and make small gains where possible. Workers\u27 advocates must coldly calculate what can be done with the reality they are dealt, hoping the outcomes will advance the longer-term struggle for social justice

    Africa is the worst performing continent in road safety: the fatality rate, 26.6 per 100.000 inhabitants, is almost three times that of Europe's and fatalities per capita are projected to double from 2015 to 2030 (WHO, 2015). This is mainly due to the fact that Emerging Economies are experiencing increases in traffic, for which their traffic systems are not sufficiently prepared. On one hand, there is a significant demand for data and knowledge to be used for road safety-related decision making. On the other hand, there is a substantial lack of a reliable and detailed knowledge on road casualties in terms of the number of road accidents and fatalities occurring and, on the factors, leading to road accidents or affecting their consequences. When official data are poor or missing these could be integrated with other sources. The objective of this paper is to describe the African Road Safety Observatory (African RSO), a participative web portal developed in the field of the "SaferAfrica-Innovating dialogue and problems appraisal for a safer Africa" project, funded by the European Union's Horizon 2020 program. The African RSO combines traditional functions of analyzing and sharing road safety performance data and provide knowledge and information, with the more innovative ones: a Dialogue Platform and the crowdsourcing tool. The Dialogue Platform is dedicated to experts and stakeholders and aims at encouraging and facilitating a constructive engagement and dialogue on road safety in Africa, producing knowledge to inspire road safety funding, policies and interventions in Africa and providing recommendations to update the African Road Safety Action Plan and the African Road Safety Charter. The crowdsourcing tool allows African citizens to report and highlight road safety needs, to share opinions as well as to discuss solutions in their own Countries

    Indicators for monitoring the Strategic Transport Research and Innovation Agenda

    The European Commissionā€™s Transport Research and Innovation Monitoring and Information System (TRIMIS) maps and analyses research trends and innovation capacities across the European transport sector. The Strategic Transport Research and Innovation Agenda (STRIA) was adopted by the European Commission in 2017 as part of the "Europe on the move" package, which highlights main transport research and innovation priorities for a clean, connected and competitive mobility. This report presents the methodological approach and a first list of indicators that TRIMIS proposes to measure progress in European Union transport research and innovation. These indicators provide input to the further development of STRIA roadmaps and will be used to support the planned TRIMIS interactive scoreboard that will be available on the TRIMIS online platform and will be periodically updated.JRC.C.4-Sustainable Transpor
