    Exploring the intangible impacts of cultural events on the creative sector: Experiences from the Cultural Olympiad programmes of Torino 2006 and London 2012

    This paper engages with the debates around the Olympic legacy by exploring the qualitative, intangible impacts of the Cultural Olympiad programme on local small creative firms in Torino, Italy and London, UK. The research objectives are achieved through a qualitative study of local small creative firms’ perceptions of the impacts of the Olympic Games’ cultural programme on their activities. To achieve this, Torino 2006 and London 2012 are used as case studies. The findings of this exploratory study show that cultural events can impact the creative sector. They do this by providing opportunities for mutual learning and access to initiatives that may generate ideas and new skills, as well as contributing to the development of a creative field. The study also explores the weaknesses and missed opportunities linked to the Cultural Olympiad programme, as perceived by creative practitioners. These include the lack of information and failure to engage smaller businesses. Based on qualitative analysis and discussion, recommendations for future organizers and further research are provided

    Phase and amplitude pre-emphasis techniques for low-power serial links

    A novel approach to equalization of high-speed serial links combines both amplitude pre-emphasis to correct for intersymbol interference and phase pre-emphasis to compensate for deterministic jitter, in particular, data-dependent jitter. Phase pre-emphasis augments the performance of low power transmitters in bandwidth-limited channels. The transmitter circuit is implemented in a 90-nm bulk CMOS process and reduces power consumption by pushing CMOS static logic to the output stage, a 4:1 output multiplexer. The received signal jitter over a cable is reduced from 16.15 ps to 10.29 ps with only phase pre-emphasis at the transmitter. The jitter is reduced by 3.6 ps over an FR-4 backplane interconnect. A transmitter without phase pre-emphasis consumes 18 mW of power at 6Gb/s and 600mVpp output swing, a power budget of 3mW/Gb/s, while a transmitter with phase pre-emphasis consumes 24mW, a budget of 4 mW/Gb/s

    Changing mega-events’ spatial strategies and cultural policy: scaling down, spacing out, and assembling organizations in the cases of London and Milan

    Despite the proposed ‘certainty’ in a city or region hosting a mega-event, there has long been issues of uncertainty surrounding the planning and implementation of what have until now essentially been mega-projects. Large events have found a variety of ways to adapt and respond to unforeseen circumstances due to political conflicts, planning of oversize venues, limited time of implementation, and legacies that are difficult to manage. Considering the further increased uncertainty surrounding the planning of mega-events as a result of the COVID-19 pandemic, this paper examines how an accompanying cultural component—e.g., the Cultural Olympiad—may help cities that plan for events like the Olympics transition toward diversified drivers and long-term legacy. In particular, the case of cultural offering in Milan between the two mega-events of Expo 2015 and the upcoming 2026 Milano-Cortina Olympic Games shows how host cities can address growing uncertainty through the expanded role of a cultural programme combined with the rescaling of traditional mega-event formats. With this purpose, 2012 London Cultural Olympiad has been selected as an antecedent example—with positive and negative outcomes—to critically review the relationships between the Olympics and the Cultural Olympiad, as well as their widespread spatial strategy and public engagement. In addition, the paper offers more general conclusions regarding learning potentials of jointly studying mega-events and cultural policy
