    Planning strategically, designing architecturally : a framework for digital library services

    In an era of unprecedented technological innovation and evolving user expectations and information seeking behaviour, we are arguably now an online society, with digital services increasingly common and increasingly preferred. As a trusted information provider, libraries are in an advantageous position to respond, but this requires integrated strategic and enterprise architecture planning, for information technology (IT) has evolved from a support role to a strategic role, providing the core management systems, communication networks, and delivery channels of the modern library. Further, IT components do not function in isolation from one another, but are interdependent elements of distributed and multidimensional systems encompassing people, processes, and technologies, which must consider social, economic, legal, organisational, and ergonomic requirements and relationships, as well as being logically sound from a technical perspective. Strategic planning provides direction, while enterprise architecture strategically aligns and holistically integrates business and information system architectures. While challenging, such integrated planning should be regarded as an opportunity for the library to evolve as an enterprise in the digital age, or at minimum, to simply keep pace with societal change and alternative service providers. Without strategy, a library risks being directed by outside forces with independent motivations and inadequate understanding of its broader societal role. Without enterprise architecture, it risks technological disparity, redundancy, and obsolescence. Adopting an interdisciplinary approach, this conceptual paper provides an integrated framework for strategic and architectural planning of digital library services. The concept of the library as an enterprise is also introduced

    The Internet of Things (IoT) concept is evolving rapidly and influencing newdevelopments in various application domains, such as the Internet of MobileThings (IoMT), Autonomous Internet of Things (A-IoT), Autonomous Systemof Things (ASoT), Internet of Autonomous Things (IoAT), Internetof Things Clouds (IoT-C) and the Internet of Robotic Things (IoRT) etc.that are progressing/advancing by using IoT technology. The IoT influencerepresents new development and deployment challenges in different areassuch as seamless platform integration, context based cognitive network integration,new mobile sensor/actuator network paradigms, things identification(addressing, naming in IoT) and dynamic things discoverability and manyothers. The IoRT represents new convergence challenges and their need to be addressed, in one side the programmability and the communication ofmultiple heterogeneous mobile/autonomous/robotic things for cooperating,their coordination, configuration, exchange of information, security, safetyand protection. Developments in IoT heterogeneous parallel processing/communication and dynamic systems based on parallelism and concurrencyrequire new ideas for integrating the intelligent “devices”, collaborativerobots (COBOTS), into IoT applications.     Conventionally, the engineering design process has assumed that the design team is able to exercise control over all elements of the design, either directly or indirectly in the case of sub-systems through their specifications. The introduction of Cyber-Physical Systems (CPS) and the Internet of Things (IoT) means that a design team’s ability to have control over all elements of a system is no longer the case, particularly as the actual system configuration may well be being dynamically reconfigured in real-time according to user (and vendor) context and need. Additionally, the integration of the Internet of Things with elements of Big Data means that information becomes a commodity to be autonomously traded by and between systems, again according to context and need, all of which has implications for the privacy of system users. The paper therefore considers the relationship between mechatronics and cloud-basedtechnologies in relation to issues such as the distribution of functionality and user privacy

Overview The review, which was led by Patrick McClure AO, provides a comprehensive analysis and set of recommendations on simplification of Australia’s welfare system. It recommends an integrated approach which builds on four pillars of reform: Simpler and sustainable income support system Strengthening individual and family capability Engaging with employers Building community capacity The Government will consider the Report’s recommendations and will make further decisions on these as part of a longer term vision of Australia’s welfare system

    More effective social services

    In June 2014, the Productivity Commission was asked to look at ways to improve how government agencies commission and purchase social services. The final report was released in mid-September 2015. It makes several recommendations about how to make social services more responsive, client-focused, accountable and innovative. The final inquiry report has two key messages. First, system-wide improvement can be achieved and should be pursued. Second, New Zealand needs better ways to join up services for those with multiple, complex needs. Capable clients should be empowered with more control over the services they receive. Those less capable need close support and a response tailored to their needs, without arbitrary distinctions between services and funds divided into “health”, “education”, etc. These are significant, but extremely worthwhile, changes for New Zealand

    This paper presents the authors experiences with the development of mobile Volunteered Geographic Information (VGI) applications in the context of the ENVIROFI project and Future Internet Public Private Partnership (FI-PPP) FP7 research programme.FI-PPP has an ambitious goal of developing a set of Generic FI Enablers (GEs) - software and hardware tools that will simplify development of thematic future internet applications. Our role in the programme was to provide requirements and assess the usability of the GEs from the point of view of the environmental usage area, In addition, we specified and developed three proof of concept implementations of environmental FI applications, and a set of specific environmental enablers (SEs) complementing the functionality offered by GEs. Rather than trying to rebuild the whole infrastructure of the Environmental Information Space (EIS), we concentrated on two aspects: (1) how to assure the existing and future EIS services and applications can be integrated and reused in FI context; and (2) how to profit from the GEs in future environmental applications.This paper concentrates on the GEs and SEs which were used in two of the ENVIROFI pilots which are representative for the emerging class of Volunteered Geographic Information (VGI) use-cases: one of them is pertinent to biodiversity and another to influence of weather and airborne pollution on users’ wellbeing. In VGI applications, the EIS and SensorWeb overlap with the Social web and potentially huge amounts of information from mobile citizens needs to be assessed and fused with the observations from official sources. On the whole, the authors are confident that the FI-PPP programme will greatly influence the EIS, but the paper also warns of the shortcomings in the current GE implementations and provides recommendations for further developments

    A new system for better employment and social outcomes: interim report

    This report argues that fundamental reform of the architecture of Australia\u27s welfare system is needed to better capture evolving labour market and social changes, and proposes four pillars of reform. In December 2013, the Minister for Social Services, the Hon. Kevin Andrews MP, appointed an independent Reference Group to review Australia\u27s welfare system. This is the Reference Group’s Interim Report. Mr Patrick McClure AO chairs the Reference Group. The other members are Mr Wesley Aird and Ms Sally Sinclair. The Reference Group was supported by a Taskforce in the Department of Social Services in preparing this report. Executive summary Government cash transfer payments to individuals and families represent the most significant component of Australia’s social support system in expenditure terms. The Department of Social Services has policy responsibility for income support payments and supplements worth around $100 billion in 2012–13. This is a significant investment with a wide reach across the community. Changes to Australia’s income support system over time have resulted in unintended complexities, inconsistencies and disincentives for some people to work. The system is also out of step with today’s labour market realities and community expectations. The income support system is in need of major reform to deliver better outcomes for all Australians now and into the future. Long-term reliance on income support increases the risks of poor health, low self-esteem and social isolation. It can also have intergenerational effects. Children who grow up in households with long periods on income support are more likely to have poor education, employment and social outcomes. In contrast, employment generates clear financial, health and social benefits for individuals, families and communities. To maximise employment and social outcomes, and to remain sustainable over the longer term, Australia’s income support system needs to have a stronger employment focus. It should provide adequate support while encouraging more people to work to their capacity. It should also be simpler and more coherent. While reforms in recent decades have increased participation expectations for income support recipients, a more fundamental reform of the architecture of the system is needed to better capture evolving labour market and social changes such as the growth in part-time work and the increased labour force participation of women. The broader social support system should work in tandem with the income support system to assist those most in need. This includes well-functioning employment services, housing assistance, child care, and early intervention and integrated services for people and families with complex needs, such as homelessness, mental health conditions and drug or alcohol addiction. Reform needs to take account of recent developments such as the system of lifelong care and support for people with disability being introduced through the National Disability Insurance Scheme, the expansion of paid parental leave and the opportunities offered by new technology. It should also take account of effective interventions to support people who are vulnerable in the labour market, such as people with mental health conditions and people with disability.
