    Total Value of Phosphorus Recovery

    Phosphorus (P) is a critical, geographically concentrated, nonrenewable resource necessary to support global food production. In excess (e.g., due to runoff or wastewater discharges), P is also a primary cause of eutrophication. To reconcile the simultaneous shortage and overabundance of P, lost P flows must be recovered and reused, alongside improvements in P-use efficiency. While this motivation is increasingly being recognized, little P recovery is practiced today, as recovered P generally cannot compete with the relatively low cost of mined P. Therefore, P is often captured to prevent its release into the environment without beneficial recovery and reuse. However, additional incentives for P recovery emerge when accounting for the total value of P recovery. This article provides a comprehensive overview of the range of benefits of recovering P from waste streams, i.e., the total value of recovering P. This approach accounts for P products, as well as other assets that are associated with P and can be recovered in parallel, such as energy, nitrogen, metals and minerals, and water. Additionally, P recovery provides valuable services to society and the environment by protecting and improving environmental quality, enhancing efficiency of waste treatment facilities, and improving food security and social equity. The needs to make P recovery a reality are also discussed, including business models, bottlenecks, and policy and education strategies

    Human capital, technological spillovers and development across OECD countries

    In this paper, we study the relationship between the level of development of an economy and returns to different levels of education for the panel of OECD countries over the 1965-2004 period, in a club convergence framework. The connection between growth and human capital measures of primary, secondary and tertiary education in a multiple-club spatial convergence model with non linearities and spatial dependence is considered. By decomposing total schooling into its three constituent parts, we are able to evaluate their impact on regional growth without imposing homogeneous returns from each level of education. We contribute to the identification of two regimes for OECD countries, each characterized by different returns on physical and human capital accumulation and technological spillovers. We also find that the non-monotonic pattern of convergence is strongly influenced by human capital stocks and technology diffusion process is stronger in the club less close to the technological frontier.

    A distributional model of semantic context effects in lexical processinga

    One of the most robust findings of experimental psycholinguistics is that the context in which a word is presented influences the effort involved in processing that word. We present a novel model of contextual facilitation based on word co-occurrence prob ability distributions, and empirically validate the model through simulation of three representative types of context manipulation: single word priming, multiple-priming and contextual constraint. In our simulations the effects of semantic context are mod eled using general-purpose techniques and representations from multivariate statistics, augmented with simple assumptions reflecting the inherently incremental nature of speech understanding. The contribution of our study is to show that special-purpose m echanisms are not necessary in order to capture the general pattern of the experimental results, and that a range of semantic context effects can be subsumed under the same principled account.â€ș

    Equine assisted therapy: supporting treatment in Alaska

University of Alaska Fairbanks, 2017The State of Alaska demonstrates exceedingly high rates of interpersonal violence, child neglect, depression, and drug related arrests when compared with national rates. Substance use disorder is often linked with instances of interpersonal violence, child neglect, depression and judicial consequences. An equine assisted therapy program could provide support for the treatment of substance use disorders in Alaska. This project asks one basic question, "What benefits could an equine assisted therapy program provide for individuals in a level II, Intensive Outpatient Program (IOP) in interior Alaska?" Currently, no residential or level II treatment programs for substance use disorder in Alaska offer equine assisted therapy. Examples of successful equine assisted therapy programs in the contiguous United States are presented as models for an equine assisted therapy program in Alaska. Resiliency theory is introduced as a theoretical framework that balances goals and objectives of both level II substance use treatment and equine assisted therapy. Participants might experience benefits from an equine assisted therapy group related to immediate feedback, opportunities for learning, opportunities for trust-building, healthy relationships, learning new ways of dealing with trauma, relationships, confronting fears, and effectively working through new challenges

    Brain-inspired conscious computing architecture

    What type of artificial systems will claim to be conscious and will claim to experience qualia? The ability to comment upon physical states of a brain-like dynamical system coupled with its environment seems to be sufficient to make claims. The flow of internal states in such system, guided and limited by associative memory, is similar to the stream of consciousness. Minimal requirements for an artificial system that will claim to be conscious were given in form of specific architecture named articon. Nonverbal discrimination of the working memory states of the articon gives it the ability to experience different qualities of internal states. Analysis of the inner state flows of such a system during typical behavioral process shows that qualia are inseparable from perception and action. The role of consciousness in learning of skills, when conscious information processing is replaced by subconscious, is elucidated. Arguments confirming that phenomenal experience is a result of cognitive processes are presented. Possible philosophical objections based on the Chinese room and other arguments are discussed, but they are insufficient to refute claims articon’s claims. Conditions for genuine understanding that go beyond the Turing test are presented. Articons may fulfill such conditions and in principle the structure of their experiences may be arbitrarily close to human

    Despite natural language’s well-documented shortcomings as a medium for precise technical description, its use in software-intensive systems engineering remains inescapable. This poses many problems for engineers who must derive problem understanding and synthesise precise solution descriptions from free text. This is true both for the largely unstructured textual descriptions from which system requirements are derived, and for more formal documents, such as standards, which impose requirements on system development processes.     The Political Economy of Agrarian Change: Dinosaur or Phoenix?

    In this paper I argue for the resurrection of the political economy of agrarian change (PEACH) in mainstream policy research in order to understand the deeper causes of poverty and its transformation in rural areas. I critically examine chronic poverty research and argue that in the wake of the devastating critique of PEACH theory, an unlikely combination of post-structural and methodologically individualist new development economics (NDE) theory became hegemonic in development studies throughout the 90s and shaped emergent chronic poverty methodology. As a consequence subsequent chronic poverty empirical research tended to produce results confirming post-PEACH theory - poverty caused by assets based vulnerability experience of poor people and by their exclusion from economies and societies. In order to address the possibility of poverty as a problem of inclusion into economies and societies, chronic poverty research advanced new social relational concepts in the intergenerational transmission of poverty literature (IGT) and in adverse incorporation and social exclusion research (AISE). These and other such critical oppositional thinkers endorse a dynamic, relational transformational approach, one which combines realist structural and interpretive thinking and which coheres with critical realist PEACH methodology. However, they hesitate in fully embracing PEACH concepts - such as capitalist accumulation, class relations and unfreedom - which can shed light on materialist processes of poverty. I argue that the difficulties this body of research confronts in addressing the deeper causes of poverty can be resolved by drawing on PEACH concepts together with critical realist PEACH methods, and that the pluralism that this entails enables much deeper explanations for processes of impoverishment and escape and a wider range of empowering policy responses.
