    The impact and penetration of location-based services

    Since the invention of digital technology, its development has followed an entrenched path ofminiaturisation and decentralisation with increasing focus on individual and niche applications. Computerhardware has moved from remote centres to desktop and hand held devices whilst being embedded invarious material infrastructures. Software has followed the same course. The entire process has convergedon a path where various analogue devices have become digital and are increasingly being embedded inmachines at the smallest scale. In a parallel but essential development, there has been a convergence ofcomputers with communications ensuring that the delivery and interaction mechanisms for computersoftware is now focused on networks of individuals, not simply through the desktop, but in mobilecontexts. Various inert media such as fixed television is becoming more flexible as computers and visualmedia are becoming one.With such massive convergence and miniaturisation, new software and new applications define the cuttingedge. As computers are being increasingly tailored to individual niches, then new digital services areemerging, many of which represent applications which hitherto did not exist or at best were rarely focusedon a mass market. Location based services form one such application and in this paper, we will bothspeculate on and make some initial predictions of the geographical extent to which such services willpenetrate different markets. We define such services in detail below but suffice it to say at this stage thatsuch functions involve the delivery of traditional services using digital media and telecommunications.High profile applications are now being focused on hand held devices, typically involving information onproduct location and entertainment but wider applications involve fixed installations on the desktop whereservices are delivered through traditional fixed infrastructure. Both wire and wireless applications definethis domain. The market for such services is inevitably volatile and unpredictable at this early stage but wewill attempt here to provide some rudimentary estimates of what might happen in the next five to tenyears.The ?network society? which has developed through this convergence, is, according to Castells (1989,2000) changing and re-structuring the material basis of society such that information has come todominate wealth creation in a way that information is both a raw material of production and an outcome ofproduction as a tradable commodity. This has been fuelled by the way technology has expanded followingMoore?s Law and by fundamental changes in the way telecommunications, finance, insurance, utilitiesand so on is being regulated. Location based services are becoming an integral part of this fabric and thesereflect yet another convergence between geographic information systems, global positioning systems, andsatellite remote sensing. The first geographical information system, CGIS, was developed as part of theCanada Land Inventory in 1965 and the acronym ?GIS? was introduced in 1970. 1971 saw the firstcommercial satellite, LANDSAT-1. The 1970s also saw prototypes of ISDN and mobile telephone and theintroduction of TCP/IP as the dominant network protocol. The 1980s saw the IBM XT (1982) and thebeginning of de-regulation in the US, Europe and Japan of key sectors within the economy. Finally in the 1990s, we saw the introduction of the World Wide Web and the ubiquitous pervasion of business andrecreation of networked PC?s, the Internet, mobile communications and the growing use of GPS forlocational positioning and GIS for the organisation and visualisation of spatial data. By the end of the 20thcentury, the number of mobile telephone users had reached 700 million worldwide. The increasingmobility of individuals, the anticipated availability of broadband communications for mobile devices andthe growing volumes of location specific information available in databases will inevitably lead to thedemand for services that will deliver location related information to individuals on the move. Suchlocation based services (LBS) although in a very early stage of development, are likely to play anincreasingly important part in the development of social structures and business in the coming decades.In this paper we begin by defining location based services within the context we have just sketched. Wethen develop a simple model of the market for location-based services developing the standard non-linearsaturation model of market penetration. We illustrate this for mobile devices, namely mobile phones in thefollowing sections and then we develop an analysis of different geographical regimes which arecharacterised by different growth rates and income levels worldwide. This leads us to speculate on theextent to which location based services are beginning to take off and penetrate the market. We concludewith scenarios for future growth through the analogy of GIS and mobile penetration

The attempt to answer these questions has led to the development of evaluation methodologies to provde a structured approach to this process of inquiry. In most cases, evaluation methodology can be classified as either fundamentally holistic or reductionist in its approach. This dissertation argues that both holistic and reductionist thinking need to be applied to the evaluation of complex phenomena, and develops theory in order to achieve this. In the context of evaluating Location Based Services (LBS) in South Africa, a conceptual framework was developed to combine the holistic, systems thinking apporach of Soft Systems Methodology (SSM) and the reductionist approach of metrics and the Process Outcomes model

    Towards the deployment and adoption of Location-based services for optimal mobile communication operations in Africa

    Africa is the world’s second largest and second most populous continent with about one billion people. Mobile phones are a major source of communication and means of taking information and technology to rural and remote areas of the continent. With low-cost and readily available mobile phones, underprivileged, low-income earners and rural dwellers can also participate in the Information and Communication Technology (ICT) revolution. Services are introduced by mobile operators and vendors to enhance and optimize this mobile evolution. One of such service is location-based services (LBS); LBS make available personalized services based on the geographical location of the subscriber’s phone. LBS will be of great technological advantage in Africa optimizing operators’ networks and bringing location information and services closer to the people. This paper offers some suggestions on effective deployment and adoption of LBS in Africa based on case studies from developed and developing countries

    Mass-Market Receiver for Static Positioning: Tests and Statistical Analyses

    Nowadays, there are several low cost GPS receivers able to provide both pseudorange and carrier phase measurements in the L1band, that allow to have good realtime performances in outdoor condition. The present paper describes a set of dedicated tests in order to evaluate the positioning accuracy in static conditions. The quality of the pseudorange and the carrier phase measurements let hope for interesting results. The use of such kind of receiver could be extended to a large number of professional applications, like engineering fields: survey, georeferencing, monitoring, cadastral mapping and cadastral road. In this work, the receivers performance is verified considering a single frequency solution trying to fix the phase ambiguity, when possible. Different solutions are defined: code, float and fix solutions. In order to solve the phase ambiguities different methods are considered.     An Intelligent Mobility Prediction Scheme for Location-Based Service over Cellular Communications Network

    One of the trickiest challenges introduced by cellular communications networks is mobility prediction for Location Based-Services (LBSs). Hence, an accurate and efficient mobility prediction technique is particularly needed for these networks. The mobility prediction technique incurs overheads on the transmission process. These overheads affect properties of the cellular communications network such as delay, denial of services, manual filtering and bandwidth. The main goal of this research is to enhance a mobility prediction scheme in cellular communications networks through three phases. Firstly, current mobility prediction techniques will be investigated. Secondly, innovation and examination of new mobility prediction techniques will be based on three hypothesises that are suitable for cellular communications network and mobile user (MU) resources with low computation cost and high prediction success rate without using MU resources in the prediction process. Thirdly, a new mobility prediction scheme will be generated that is based on different levels of mobility prediction. In this thesis, a new mobility prediction scheme for LBSs is proposed. It could be considered as a combination of the cell and routing area (RA) prediction levels. For cell level prediction, most of the current location prediction research is focused on generalized location models, where the geographic extent is divided into regular-shape cells. These models are not suitable for certain LBSs where the objectives are to compute and present on-road services. Such techniques are the New Markov-Based Mobility Prediction (NMMP) and Prediction Location Model (PLM) that deal with inner cell structure and different levels of prediction, respectively. The NMMP and PLM techniques suffer from complex computation, accuracy rate regression and insufficient accuracy. In this thesis, Location Prediction based on a Sector Snapshot (LPSS) is introduced, which is based on a Novel Cell Splitting Algorithm (NCPA). This algorithm is implemented in a micro cell in parallel with the new prediction technique. The LPSS technique, compared with two classic prediction techniques and the experimental results, shows the effectiveness and robustness of the new splitting algorithm and prediction technique. In the cell side, the proposed approach reduces the complexity cost and prevents the cell level prediction technique from performing in time slots that are too close. For these reasons, the RA avoids cell-side problems. This research discusses a New Routing Area Displacement Prediction for Location-Based Services (NRADP) which is based on developed Ant Colony Optimization (ACO). The NRADP, compared with Mobility Prediction based on an Ant System (MPAS) and the experimental results, shows the effectiveness, higher prediction rate, reduced search stagnation ratio, and reduced computation cost of the new prediction technique

Comme un soutien fondamental du plate-forme, les réseaux de la télécommunication mobile joue un rôle essentiel dans le commerce mobile. Leurs caractéristiques techniques et le déploiement déterminent l'essence pour le commerce mobile. Dans cette mémoire, nous étudions et présentons les caractéristiques techniques des technologies communications mobiles du réseau 1G à 3G et au-delà. Nous étudions également les technologies WLAN et WAP qui sont courantes dans le commerce mobile en Chine et dans le monde. Le commerce mobile est en train de se développer, le nombre d'utilisateurs de téléphones mobiles sont de plus en plus en Chine et dans ce monde. Les utilisateurs mobiles énormes en Chine ainsi que la maturité des technologies 3G affichent un fort potentiel pour offrir et d'adopter plus les nouveaux services mobiles. Après réviser l'évolution du commerce mobile et l'histoire du succès i-mode au Japon, nous nous concentrons sur le mobile du marché chinois de manière à découvrir son marché, l'infrastructure du réseau mobile, et le modèle d'affaires. Fondé sur la base de notre enquête sur le commerce mobile chinois, nous présentons, selon notre jugement, les services mobiles et des applications que sont convenables pour la Chine. Parmi eux, nous pensons qu'il y a la tendance sur les services basés sur la localisation et services orientées de l'architectures. Cette tendance peut attirer plus d'attention à offrir de nouveaux services. Also, a new prediction technique is introduced. The cell splitting is universal so it can be applied to all types of cells. Meanwhile, this algorithm is implemented to the Micro cell in parallel with the new prediction technique. The prediction technique, compared with two classic prediction techniques and the experimental results, show the effectiveness and robustness of the new splitting algorithm and prediction technique

    Outdoor location tracking of mobile devices in cellular networks

    This paper presents a technique and experimental validation for anonymous outdoor location tracking of all users residing on a mobile cellular network. The proposed technique does not require any intervention or cooperation on the mobile side but runs completely on the network side, which is useful to automatically monitor traffic, estimate population movements, or detect criminal activity. The proposed technique exploits the topology of a mobile cellular network, enriched open map data, mode of transportation, and advanced route filtering. Current tracking algorithms for cellular networks are validated in optimal or controlled environments on a small dataset or are merely validated by simulations. In this work, validation data consisting of millions of parallel location estimations from over a million users are collected and processed in real time, in cooperation with a major network operator in Belgium. Experiments are conducted in urban and rural environments near Ghent and Antwerp, with trajectories on foot, by bike, and by car, in the months May and September 2017. It is shown that the mode of transportation, smartphone usage, and environment impact the accuracy and that the proposed AMT location tracking algorithm is more robust and outperforms existing techniques with relative improvements up to 88%. Best performances were obtained in urban environments with median accuracies up to 112 m

    ROLAX: LOCATION DETERMINATION TECHNIQUES IN 4G NETWORKS

    In this dissertation, ROLAX location determination system in 4G networks is presented. ROLAX provides two primary solutions for the location determination in the 4G networks. First, it provides techniques to detect the error-prone wireless conditions in geometric approaches of Time of Arrival (ToA) and Time Difference of Arrival (TDoA). ROLAX provides techniques for a Mobile Station (MS) to determine the Dominant Line-of-Sight Path (DLP) condition given the measurements of the downlink signals from the Base Station (BS). Second, robust RF fingerprinting techniques for the 4G networks are designed. The causes for the signal measurement variation are identified, and the system is designed taking those into account, leading to a significant improvement in accuracy. ROLAX is organized in two phases: offline and online phases. During the offline phase, the radiomap is constructed by wardriving. In order to provide the portability of the techniques, standard radio measurements such as Received Signal Strength Indication (RSSI) and Carrier to Interference Noise Ratio(CINR) are used in constructing the radiomap. During the online phase, a MS performs the DLP condition test for each BS it can observe. If the number of the BSs under DLP is small, the MS attempts to determine its location by using the RF fingerprinting. In ROLAX, the DLP condition is determined from the RSSI, CINR, and RTD (Round Trip Delay) measurements. Features generated from the RSSI difference between two antennas of the MS were also used. The features, including the variance, the level crossing rate, the correlation between the RSSI and RTD, and Kullback-Leibler Divergence, were successfully used in detecting the DLP condition. We note that, compared to using a single feature, appropriately combined multiple features lead to a very accurate DLP condition detection. A number of pattern matching techniques are evaluated for the purpose of the DLP condition detection. Artificial neural networks, instance-based learning, and Rotation Forest are particularly used in the DLP detection. When the Rotation Forest is used, a detection accuracy of 94.8\% was achieved in the live 4G networks. It has been noted that features designed in the DLP detection can be useful in the RF fingerprinting. In ROLAX, in addition to the DLP detection features, mean of RSSI and mean of CINR are used to create unique RF fingerprints. ROLAX RF fingerprinting techniques include: (1) a number of gridding techniques, including overlapped gridding; (2) an automatic radiomap generation technique by the Delaunay triangulation-based interpolation; (3) the filtering of measurements based upon the power-capture relationship between BSs; and (4) algorithms dealing with the missing data. In this work, software was developed using the interfaces provided by Beceem/Broadcom chip-set based software. Signals were collected from both the home network (MAXWell 4G network) and the foreign network (Clear 4G network). By combining the techniques in ROLAX, a distance error in the order of 4 meters was achieved in the live 4G networks

    INTELLIGENTE TRANSPORT SYSTEMEN ITS EN VERKEERSVEILIGHEID

    This report discusses Intelligent Transport Systems (ITS). This generic term is used for a broad range of information-, control- and electronic technology that can be integrated in the road infrastructure and the vehicles themselves, saving lives, time and money bymonitoring and managing traffic flows, reducing conges-tion, avoiding accidents, etc. Because this report was written in the scope of the Policy Research Centre Mobility & Public Works, track Traffic Safety, it focuses on ITS systems from the traffic safety point of view. Within the whole range of ITS systems, two categories can be distinguished: autonomous and cooperative systems. Autonomous systems are all forms of ITS which operate by itself, and do not depend on the cooperation with other vehicles or supporting infrastructure. Example applications are blind spot detection using radar, electronic stability control, dynamic traffic management using variable road signs, emergency call, etc. Cooperative systems are ITS systems based on communication and cooperation, both between vehicles as between vehicles and infrastructure. Example applications are alerting vehicles approaching a traffic jam, exchanging data regarding hazardous road conditions, extended electronic brake light, etc. In some cases, autonomous systems can evolve to autonomous cooperative systems. ISA (Intelligent Speed Adaptation) is an example of this: the dynamic aspect as well as communication with infrastructure (eg Traffic lights, Variable Message Sign (VMS)...) can provide additional road safety. This is the clear link between the two parts of this report. The many ITS applications are an indicator of the high expectations from the government, the academic world and the industry regarding the possibilities made possible by both categories of ITS systems. Therefore, the comprehensive discussion of both of them is the core of this report. The first part of the report covering the autonomous systems treats two aspects: 1. Overview of European projects related to mobility and in particular to road safety 2. Overview for guidelines for the evaluation of ITS projects. Out of the wide range of diverse (autonomous) ITS applications a selection is made; this selection is focused on E Safety Forum and PreVENT. Especially the PreVent research project is interesting because ITS-applications have led to a number of concrete demonstration vehicles that showed - in protected and unprotected surroundings- that these ITS-applications are already technically useful or could be developed into useful products. The component “guidelines for the evaluation of ITS projects” outlines that the government has to have specific evaluation tools if the government has the ambition of using ITS-applications for road safety. Two projects -guidelines for the evaluation of ITS projects- are examined; a third evaluation method is only mentioned because this description shows that a specific targeting of the government can be desirable : 1. TRACE describes the guidelines for the evaluation of ITS projects which are useful for the evaluation of specific ITS-applications. 2. FITS contains Finnish guidelines for the evaluation of ITS project; FIS is an adaptation of methods used for evaluation of transport projects. 3. The third evaluation method for the evaluation of ITS projects is developed in an ongoing European research project, eImpact. eImpact is important because, a specific consultation of stake holders shows that the social importance of some techniques is underestimated. These preliminary results show that an appropriate guiding role for the government could be important. In the second part of this document the cooperative systems are discussed in depth. These systems enable a large number of applications with an important social relevance, both on the level of the environment, mobility and traffic safety. Cooperative systems make it possible to warn drivers in time to avoid collisions (e.g. when approaching the tail of a traffic jam, or when a ghost driver is detected). Hazardous road conditions can be automatically communicated to other drivers (e.g. after the detection of black ice or an oil trail by the ESP). Navigation systems can receive detailed real-time up-dates about the current traffic situation and can take this into account when calculating their routes. When a traffic distortion occurs, traffic centers can immediately take action and can actively influence the way that the traffic will be diverted. Drivers can be notified well in advance about approaching emergency vehicles, and can be directed to yield way in a uniform manner. This is just a small selection from the large number of applications that are made possible because of cooperative ITS systems, but it is very obvious that these systems can make a significant positive contribution to traffic safety. In literature it is estimated that the decrease of accidents with injuries of fatalities will be between 20% and 50% . It is not suprising that ITS systems receive a lot of attention for the moment. On an international level, a number of standards are being established regarding this topic. The International Telecommunications Uniont (ITU), Institute for Electrical and Electronics Engineers (IEEE), International Organization for Standardization (ISO), Association of Radio Industries and Business (ARIB) and European committee for standardization (CEN) are currently defining standards that describe different aspects of ITS systems. One of the names that is mostly mentioned in literature is the ISO TC204/WG16 Communications Architecture for Land Mobile environment (CALM) standard. It describes a framework that enables transparent (both for the application and the user) continuous communication through different communication media. Besides the innumerable standardization activities, there is a great number of active research projects. On European level, the most important are the i2010 Intelligent Car Initiative, the eSafety Forum, and the COMeSafety, the CVIS, the SAFESPOT, the COOPERS and the SEVECOM project. The i2010 Intelligent Car Initiative is an European initiative with the goal to halve the number of traffic casualties by 2010. The eSafety Forum is an initiative of the European Commission, industry and other stakeholders and targets the acceleration of development and deployment of safety-related ITS systems. The COMeSafety project supports the eSafety Forum on the field of vehicle-to-vehicle and vehicle-to-infrastructure communication. In the CVIS project, attention is given to both technical and non-technical issues, with the main goal to develop the first free and open reference implementation of the CALM architecture. The SAFEST project investigates which data is important for safety applications, and with which algorithmsthis data can be extracted from vehicles and infrastructure. The COOPERS project mainly targets communication between vehicles and dedicated roadside infrastructure. Finally, the SEVECOM project researches security and privacy issues. Besides the European projects, research is also conducted in the United States of America (CICAS and VII projects) and in Japan (AHSRA, VICS, Smartway, internetITS). Besides standardization bodies and governmental organizations, also the industry has a considerable interest in ITS systems. In the scope of their ITS activities, a number of companies are united in national and international organizations. On an international level, the best known names are the Car 2 Car Communication Consortium, and Ertico. The C2C CC unites the large European car manufacturers, and focuses on the development of an open standard for vehicle-to-vehicle and vehicle-to-infrastructure communications based on the already well established IEEE 802.11 WLAN standard. Ertico is an European multi-sector, public/private partnership with the intended purpose of the development and introduction of ITS systems. On a national level, FlandersDrive and The Telematics Cluster / ITS Belgium are the best known organizations. Despite the worldwide activities regarding (cooperative) ITS systems, there still is no consensus about the wireless technology to be used in such systems. This can be put down to the fact that a large number of suitable technologies exist or are under development. Each technology has its specific advantages and disadvantages, but no single technology is the ideal solution for every ITS application. However, the different candidates can be classified in three distinct categories. The first group contains solutions for Dedicated Short Range Communication (DSRC), such as the WAVE technology. The second group is made up of several cellular communication networks providing coverage over wide areas. Examples are GPRS (data communication using the GSM network), UMTS (faster then GPRS), WiMAX (even faster then UMTS) and MBWA (similar to WiMAX). The third group consists of digital data broadcast technologies such as RDS (via the current FM radio transmissions, slow), DAB and DMB (via current digital radio transmissions, quicker) and DVB-H (via future digital television transmissions for mobiledevices, quickest). The previous makes it clear that ITS systems are a hot topic right now, and they receive a lot of attention from the academic world, the standardization bodies and the industry. Therefore, it seems like that it is just a matter of time before ITS systems will find their way into the daily live. Due to the large number of suitable technologies for the implementation of cooperative ITS systems, it is very hard to define which role the government has to play in these developments, and which are the next steps to take. These issues were addressed in reports produced by the i2010 Intelligent Car Initiative and the CVIS project. Their state of the art overview revealed that until now, no country has successfully deployed a fully operational ITS system yet. Seven EU countries are the furthest and are already in the deployment phase: Sweden, Germany, the Netherlands, the United Kingdom, Finland, Spain and France. These countries are trailed by eight countries which are in the promotion phase: Denmark, Greece, Italy, Austria, Belgium,Norway, the Czech Republic and Poland. Finally, the last ten countries find themselves in the start-up phase: Estonia, Lithuania, Latvia, Slovenia, Slovakia, Hungary, Portugal, Switzerland, Ireland and Luxembourg. These European reports produced by the i2010 Intelligent Car Initiative and the CVIS project have defined a few policy recommendations which are very relevant for the Belgian and Flemish government. The most important recommendations for the Flemish government are: • Support awareness: research revealed that civilians consider ITS applications useful, but they are not really willing to pay for this technology. Therefore, it is important to convince the general public of the usefulness and the importance of ITS systems. • Fill the gaps: Belgium is situated in the promotion phase. This means that it should focus at identifying the missing stakeholders, and coordinating national and regional ITS activities. Here it is important that the research activities are coordinated in a national and international context to allow transfer of knowledge from one study to the next, as well as the results to be comparable. • Develop a vision: in the scope of ITS systems policies have to be defined regarding a large number of issues. For instance there is the question if ITS users should be educated, meaning that the use of ITS systems should be the subject of the drivers license exam. How will the regulations be for the technical inspection of vehicles equipped with ITS technology? Will ITS systems be deployed on a voluntary base, or will they e.g. be obliged in every new car? Will the services be offered by private companies, by the public authorities, or by a combination of them? Which technology will be used to implement ITS systems? These are just a few of the many questions where the government will have to develop a point of view for. • Policy coordination: ITS systems are a policy subject on an international, national and regional level. It is very important that these policy organizations can collaborate in a coordinated manner. • Iterative approach to policy development: developing policies for this complex matter is not a simple task. This asks for an iterative approach, where policy decisions are continuously refined and adjusted
