    Spike Processing on an Embedded Multi-task Computer: Image Reconstruction

    There is an emerging philosophy, called Neuro-informatics, contained in the Artificial Intelligence field, that aims to emulate how living beings do tasks such as taking a decision based on the interpretation of an image by emulating spiking neurons into VLSI designs and, therefore, trying to re-create the human brain at its highest level. Address-Event-Representation (AER) is a communication protocol that has embedded part of the processing. It is intended to transfer spikes between bioinspired chips. An AER based system may consist of a hierarchical structure with several chips that transmit spikes among them in real-time, while performing some processing. There are several AER tools to help to develop and test AER based systems. These tools require the use of a computer to allow the higher level processing of the event information, reaching very high bandwidth at the AER communication level. We propose the use of an embedded platform based on a multi-task operating system to allow both, the AER communication and processing without the requirement of either a laptop or a computer. In this paper, we present and study the performance of a new philosophy of a frame-grabber AER tool based on a multi-task environment. This embedded platform is based on the Intel XScale processor which is governed by an embedded GNU/Linux system.     Performing the Union: the PrĂŒm Decision and the European dream

    In 2005, seven European countries signed the so-called PrĂŒm Treaty to increase transnational collaboration in combating international crime, terrorism and illegal immigration. Three years later, the Treaty was adopted into EU law. EU member countries are obliged to have systems in place to allow authorities of other member states access to nationally held data on DNA, fingerprints, and vehicles by August 2011. In this paper, we discuss the conditions of possibility for the PrĂŒm network to emerge, and argue that rather than a linear story of technological and political convergence and harmonisation, the (hi)story of PrĂƒÂŒm is heterogeneous and patchy. This is reflected also in the early stages of implementing the PrĂŒm Decision which proves to be more difficult than it was hoped by the drivers of the PrĂŒm process. In this sense, the PrĂŒm network sits uncomfortably with success stories of forensic science (many of which served the goal of justifying the expansion of technological and surveillance systems). Instead of telling a story of heroic science, the story of PrĂŒm articulates the European dream: One in which goods, services, and people live and travel freely and securely

    Measuring the level of lean readiness of the Hong Kong's manufacturing industry

    Increasingly competitive business environments have forced manufacturing organisations to continuously seek improvements in their production processes as an alternative to achieve operational excellence. Lean manufacturing principles and techniques based on the elimination waste have been widely used by manufacturing organisations around the world to drive such improvements. The purpose of this paper is to present an empirical study that evaluates the readiness level of the Hong Kong’s manufacturing industry to provide a foundation for the successful implementation and/or sustainment of lean practices. To conduct this study, the paper adapts an assessment framework developed by Al-Najem et al. [16]. Thus, the lean readiness assessment is based on six quality practices (i.e. planning & control; processes; human resources; customer relations; supplier relations; and top management & leadership) related to lean manufacturing. One research question and three hypotheses were formulated and tested using a combination of inferential statics (i.e. Levene’s test and t-test) and descriptive statistics. Data were collected through a survey questionnaire responded by 9 manufacturing organisations with operations in Hong Kong. The findings suggest that the Hong Kong’s manufacturing organisations surveyed do not currently have a well-developed foundation to implement or sustain lean manufacturing. In particular, these organisations present important opportunities to further develop some quality practices such as processes, planning & control, customer relations, supplier relations, human resources, and top management & leadership. The improvement of these quality practices will ensure, according to Al-Najem et al.’s [16] framework, a more effective implementation and sustainment of lean manufacturing in their operations

    Effects of the Competency-based Integrated Training (CBIT) on the Secondary School English Teachers’ Self-efficacy Beliefs

    Abstract This paper discusses findings of a survey about the effect of Competency-based Integrated training (CBIT) initiated by the Indonesian MoNE on the secondary school English teachers’ self efficacy beliefs for curriculum implementation in Yogyakarta Province, Indonesia. The findings are based on two types of data collected in January – February 2007. The first type of data was collected from 152 English teachers in the province using a five subscale questionnaire in a two-time frame and was analysed using the Repeated Measures MANOVA. The second type of data was collected using an interview protocol and was analysed using the QSR NVivo 7 packages. Although findings from quantitative data suggest that there are significant differences in the teachers’ efficacy beliefs before and after the CBIT, interviews with some of the teacher sample, however, reveal different aspirations when asked about the contribution of such trainings on their confidence in implementing teaching in the classroom. The findings provide an important implication on the efforts of improving the teaching quality in Indonesian context. Key words: Competency-based integrated training, teachers’ self-efficacy belief

    E-HRM: Innovation or irritation. An explorative empirical study in five large companies on web-based HRM

    Technological optimistic voices assume that, from a technical perspective, the IT possibilities for HRM are endless: in principal all HR processes can be supported by IT. E-HRM is the relatively new term for this IT supported HRM, especially through the use of web technology. This paper aims at demystifying e-HRM by answering the following questions: what actually is e-HRM?, what are the goals of starting with e-HRM?, what types can be distinguished? and what are the outcomes of e-HRM? Based upon the literature, an e-HRM research model is developed and, guided by this model, five organizations have been studied that have already been on the "e-HR road" for a number of years. We conclude that the goals of e-HRM are mainly to improve HR's administrative efficiency/to achieve cost reduction. Next to this goals, international companies seem to use the introduction of e-HRM to standardize/harmonize HR policies and processes. Further, there is a 'gap' between e-HRM in a technical sense and e-HRM in a practical sense in the five companies involved in our study. Finally, e-HRM hardly helped to improve employee competences, but resulted in cost reduction and a reduction of the administrative burden

    Strategic development of the built environment through international construction, quality and productivity management

    This thesis presents a coherent, sustained and substantial contribution to the advancement of knowledge or application of knowledge or both in the field of construction management and economics. More specifically, this thesis outlines the strategic development of the built environment through lessons from international construction, quality and productivity management. The strategic role of construction in economic development is emphasized. It describes the contributions transnational construction firms made towards modern-day construction project management practices globally. It establishes the relationship between construction quality and economic development and fosters a better understanding of total quality management and quality management systems in enhancing construction industry performance. Additionally, it prescribes lessons from the manufacturing industry for construction productivity and identifies the amount of carbon emissions reduced through lean construction management practices to alleviate the generally adverse effects of the built environment on global climate change. It highlights the need for integrated management systems to enhance quality and productivity for sustainable development in the built environment. The thesis is an account of how the built environment has evolved, leveraging on lessons from international construction, quality and productivity management for improvements over the past two decades

    How Mental Health and Welfare to Work Interact: The Role of Hope, Sanctions, Engagement, and Support

    [Excerpt] This article describes some of the lessons learned in the implementation of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) as it relates to people with psychiatric disabilities. It attempts to articulate some of the inherent difficulties faced in serving these individuals within the welfare system as well as how the established strengths of each system can inform the other’s efforts. The philosophy concerning work for clients of the welfare and mental health systems differ. Each system has developed separately, and they do not easily integrate their differing philosophies and goals. At the client level, this lack of consistency presents obvious coordination barriers. At the system level, examination of practice and the underlying philosophy of each provides incentives for cross-training and policy changes. Two case studies describe the identification of issues, opportunities, and challenges to providing Temporary Assistance for Needy Families (TANF) services to individuals with mental illness. These lessons can provide guidance to mental health systems as they strive to implement evidence-based employment practices and provide welfare entities with policy direction as a result of a widening knowledge base. Specific policy and program innovations in a county and in a state are highlighted to demonstrate these issues. Finally, the authors raise areas for further inquiry and reflection

    Ό-Charts are a way of specifying reactive systems, i.e. systems which are in some environment to which they have to react, based on the well-established formalism Statecharts. This paper gives (very abbreviated) examples of translating Ό-charts to Z, which is itself a well-established language for specifying computational systems with tried and tested methods and support tools which guide its effective use in systems development. We undertake this translation in order that investigation of the modelled system can be performed before expensive and lengthy implementation is considered. We also present an extension of the Ό-charts and the related Z to deal with a simple command language, local variables and integer-valued signals
